(TEMPORARY PROHIBITION OF THROUGH TRAFFIC) (RAILWAY STREET, NELSON, PENDLE BOROUGH) (TEMPORARY PROHIBITION OF WAITING AND LOADING) ORDER 2026
NOTICE IS HEREBY GIVEN that Lancashire County Council has made an Order under Section 14(1) (a) of the Road Traffic Regulation Act 1984, as amended, the effect of which will be to temporarily prohibit traffic on the roads set out in this notice.
1. No person shall cause any motor vehicle to proceed over those lengths of
i. Hibson Road, Nelson from its junction with Stanworth Road to its junction with Broad Street.
ii. Broad Street, Nelson form its junction with Hibson Road to its junction with Broadway.
2. No person shall, except upon the direction or with the permission of a police constable in uniform, or a Civil Enforcement Officer, cause or permit any vehicle to wait at any time or wait at any time for the purposes of Loading or Unloading on any day, except buses providing a scheduled service on the following length of Railway Street, Nelson from its junction with Bradshaw Street to its junction with Netherfield Road.
3. Nothing in this order shall apply to persons engaged in the carrying out of the works.
4. Nothing in this order shall render it unlawful to cause or permit any vehicle to wait in the lengths of road referred in article 2 for so long as may be necessary to enable: -
i. a person to board or alight from the vehicle.
ii. the vehicle to be used for the purposes of a local authority in pursuance of statutory powers or duties if it cannot conveniently be used for such purpose in any other road; the vehicle to be used for fire brigade, ambulance, or police purposes in pursuance of statutory powers or duties.
5. The prohibition will be operative nightly from 2100 hours until 0400 hours on Saturday 20th June 2026 until Monday 22nd June 2026 or until completion of the works within this period.
6. Vehicular access for residents will be maintained whenever and wherever possible. Emergency services access will be maintained whenever and wherever possible.
7. An alternative route for vehicular traffic affected by the closure is via:-
Stanworth Road – Rigby Street – Manchester Road – Broadway
The temporary prohibition is necessary to allow re-surfacing works and lining works to be carried out.
