RHODDIR HYSBYSIAD DRWY HYN fod Cyngor Bwrdeistref Sirol Blaenau Gwent, wrth arfer ei bwerau yn unol â Rheoliadau Gorchmynion Traffig Awdurdodau Lleol (Gweithdrefn) (Cymru a Lloegr) 1996 a Deddf Rheoleiddio Traffig Ffyrdd 1984 (y cyfeirir ati o hyn ymlaen fel “y Ddeddf”), fel y’u diwygiwyd, a Rhan IV o Atodlen 9 i’r Ddeddf, yn cynnig gwneud y canlynol:

1. Gosod terfyn cyflymder o 30 mya drwy orchymyn ar hyd y ffordd a bennir yn Atodlen 1 i’r hysbysiad hwn.

2. Gosod terfyn cyflymder o 50 mya drwy orchymyn ar hyd y ffordd a bennir yn Atodlen 2 i’r hysbysiad hwn.

3. Gosod terfyn cyflymder o 40 mya drwy orchymyn ar hyd y ffordd a bennir yn Atodlen 3 i’r hysbysiad hwn.

Bydd y gorchymyn arfaethedig, os caiff ei wneud, yn dirymu pob gorchymyn blaenorol. Mae dogfennau sy’n rhoi rhagor o fanylion am y cynnig ar gael ar wefan Cyngor Bwrdeistref Sirol Blaenau Gwent a byddant felly tan ddiwedd cyfnod o 21 diwrnod o’r dyddiad y cyhoeddir yr hysbysiad hwn. Byddant yn cynnwys copïau o’r atodlenni a’r mapiau arfaethedig sy’n nodi’r darnau o ffyrdd y mae’r gorchymyn arfaethedig yn ymwneud â hwy, ynghyd â datganiad y cyngor o’r rhesymau dros gynnig gwneud y gorchymyn.

Dylai unrhyw un sy’n dymuno gwrthwynebu’r gorchymyn arfaethedig anfon datganiad ysgrifenedig gydag unrhyw sylwadau ar y cynnig at Gyd-gyfarwyddwr Cymdogaethau a’r Amgylchedd, Cyngor Bwrdeistref Sirol Blaenau Gwent, Swyddfeydd Cyffredinol, Heol Gwaith Dur, Glynebwy, NP23 6DN. 

Dylai unrhyw sylwadau gael eu hanfon a’u cyrraedd o fewn 21 diwrnod i gyhoeddi’r hysbysiad. O’i chyffordd â chylchfan Stryd Forol, am bellter o 220 metr i gyfeiriad deheuol, i ben deheuol Teras Waterloo, Glynebwy, NP23 7TL.

ATODLEN 2
50 MPH SPEED LIMIT
A4046 Cwm i Aberbîg
O bwynt 693 metr o’i chyffordd â chylchfan yr A467, am bellter o 2,175 metr i gyfeiriad gorllewinol, i Deras Waterloo, Glynebwy, NP23 7TL.

40 MPH SPEED LIMIT
A4046 Cwm i Aberbîg
O bwynt 50 metr o’i chyffordd gyda’r cylchfan A467 am bellter o 643 metr tua’r gorllewin.

ROAD AND TRAFFIC REGULATION ACT 1984

(A4046, CWM TO ABERBEEG, ABERTILLERY)
(30MPH, 40MPH AND 50MPH SPEED LIMIT) ORDER 2026

NOTICE IS HEREBY GIVEN that Blaenau Gwent County Borough Council in exercise of their powers propose that in accordance with the Local Authorities Traffic Order (Procedure) (England & Wales) Regulations 1996 and the Road Traffic Regulation Act 1984 (hereinafter referred to as “the Act”), as amended, and Part IV of Schedule 9 to the Act, and be:

1. To impose by Order a speed limit of 30mph on the length of road specified in Schedule 1 to this notice.

2. To impose by Order a speed limit of 50mph on the length of road specified in Schedule 2 to this notice.

3. To impose by Order a speed limit of 40mph on the length of road specified in Schedule 3 to this notice.

The proposed order if made, will revoked all previous Orders. Documents giving more details of the proposal is available on the Blaenau Gwent County Borough website and will be so until the expiration of a period of 21 days from the date on which this notice is published. 

They will include copies of the proposed Schedules and Maps indicating the lengths of road to which the proposed Order relates, together with the Council’s Statement of Reasons for proposing to make the Order.

Any person desiring to object to the proposed Order should send a statement in writing with any comments on the proposal to Joint Director Neighbourhoods and Environment, Blaenau Gwent County Borough Council, General Offices, Steelworks Road, Ebbw Vale, NP23 6DN. Any representations should be sent and arrive within 21 days of the notice being published. Alternatively, you can email: BSEnvAndRegen@blaenau-gwent.gov.uk.  

The County Borough Council will consider representations received in response to this Notice.
They may be disseminated widely for these purposes and made available to the public.

SCHEDULE 1
30 MPH SPEED LIMIT
A4046 Cwm to Aberbeeg
From its junction with Marine Street roundabout for a distance of 220 metres in a southerly direction to the southern end of Waterloo Terrace, Ebbw Vale, NP23 7TL.

SCHEDULE 2
50 MPH SPEED LIMIT
A4046 Aberbeeg to Cwm
From a point 693 metres from its junction with A467 roundabout for a distance of 2175 metres in a westerly direction to Waterloo Terrace, Ebbw Vale, NP23 7TL.

SCHEDULE 3
40 MPH SPEED LIMIT
A4046 Aberbeeg to Cwm
From a point 50 metres from its junction with A467 roundabout for a distance of 643 metres in a westerly direction.
