What is happening?

HALTON BOROUGH COUNCIL give notice that it has made the following Order under sections 84 and 124 of the Road Traffic Regulation Act 1984 as amended, as follows:

THE HALTON BOROUGH COUNCIL
(VARIOUS SPEED LIMITS) (AMALGAMATION) (AMENDMENT NO.8) ORDER 2026

The Order will come into effect on 18 June 2026; the effect of the Order is to:

1. Revoke an existing 60mph speed limit on and introduce a 40mph speed limit on A558 Daresbury Expressway, from a point 520 metres northwest from its junction with A56 Chester Road to its roundabout junction with Pitts Heath Lane/ Blackheath Lane, by way of extending the existing 40mph speed limit.

2. Introduce a 50mph speed limit on A56 Chester Road from a point 500 metres southwest of its junction with A558 Daresbury Expressway, for a distance of 1040 metres in a south-westerly direction.

3. Revoke the existing 40mph speed limit and introduce a 30mph speed limit for the section of road on Keckwick Lane, Daresbury from the junction with Greenalls Lane, for a distance of 340 metres in a south-easterly direction.

4. Revoke the existing 40mph speed limit on Keckwick Lane, from its junction with Greenalls Lane for a distance of approximately 193 metres, in a north-westerly direction.

5. Introduce a new 20mph Zone on a new housing development, to which the names of the roads are: Ortons Croft, Upper Well Croft, Taprell Clark Way, Milner Road, Wyatts End, Delph Lane, Stook Drive, Ellam Gardens, Clover Meadow, Oaklands Road, Holywell Court, Crows Nest Lane, Gleaves Road, Garnett Way, Hugill Road, Blue Coat Lane, Lurtin Way, Daniell Road, Crooked Acre Lane, Brooke Court, Ryder Brothers Close and Devais Road, for their entire lengths, and Keckwick Lane from its junction with Greenalls Lane for a distance of approximately 193 metres, in a northwesterly direction.

6. Introduce a new 30mph speed limit on a new housing development, to which the names are: Greenalls Lane, Haybedore Close, Rye Croft and Locke Cuttings, for their entire lengths.

A copy of the Notice of Making and the sealed Order and map schedules to which it relates, together with a statement of the Council’s reasons for proposing to make the Order, may be inspected free of charge during normal office hours at Halton Direct Link Offices in Runcorn Shopping City and Brook Street, Widnes; and at the Reception of the Municipal Building, Kingsway, Widnes.

Alternatively, it can be viewed at the following website link: www.halton.gov.uk/tro until end of six weeks from the date on which the Order was made. If you wish to question the validity of the Order, or of any provision contained therein, on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act of 1984, or on the grounds that any requirement of the Act, or of any instrument made under it, has not been complied with in relation to the Order, you may within six weeks apply to the High Court for this purpose.
