Notice is hereby given that the Council of the London Borough of Haringey proposes to make the above mentioned Orders under sections 6, 45, 46 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended and under Section 23 Road Traffic Regulation Act 1984, section 90a and 90c of the Highways Act 1980 and the Highways (Road Humps) Regulations 1999 to install/amend traffic calming features and introduced a raised zebra crossing on Park View Road N17.
The general effect of the Orders would be:-
1. To replace the existing timed no waiting and no waiting at any time restrictions on the southeast side of Park View Road N17 from opposite No.60 to No.62 with a 21.5 metre permit holders only parking bay (in lay by) operating CPZ hours.
2. To replace the single yellow line opposite No.59 Park View Road N17 with approximately 2 metres of double yellow lines on both sides leading into the development access road.
3. To replace approximately 4.2 metres of permit holders only parking outside No.63 Park View Road N17 by extending the adjacent double yellow line (to be adjusted in accordance with footway buildout at the junction).
4. To revoke approximately 8.91 metres of permit holders only parking outside No.72/71 Park View Road N17 (to accommodate zebra crossing).
5. To revoke no waiting/no loading at any time restrictions on Park View Road N17 (to accommodate zebra crossing):
i. North west side: from outside common boundary of No.72/73 to the southern kerb line of Dowsett Road (approximately 19 metres).
ii. South east side: from opposite No.71 to the southern kerb line of Park View Road (easterly arm).
6. To shorten the permit holders only bay by extending the adjacent no waiting/no loading at any time restrictions on Havelock Road N17: outside No.3/5 for 5 metres and outside 4 for 0.5 metres.
7. To adjust the no waiting/no loading at any time restrictions at each side of junctions between Dowsett Road/Park View Road and Havelock Road/Park View Road in accordance with the revised carriageway layout footway buildouts.
8. To shorten the permit holders only bay adjacent to No.2 Havelock Road on Dowsett Road N17 for approximately 1.5 metres by extending the adjacent no waiting/no loading at any time restrictions.
9. To replace the pay by phone bay and adjacent single yellow line on Park View Road N17 (easterly arm) adjacent to No.1 to 20 Redstart Court/opposite No.75 with no waiting/no loading at any time (leading into development access road opposite No.75).
10. To implement a section of mandatory contraflow cycle lane (heading eastbound) on Dowsett Road N17, from its junction with Park View Road, west for approximately 12 metres.
11. To implement a cyclist exemption for the existing one way restriction on Dowsett Road N17 (between Park View Road and Windsor Road).
12. To implement a cyclist exemption for the existing no entry restriction and right turn only restriction on from Windsor Road leading into Dowsett Road N17.
13. Existing speed hump will be removed at the locations listed below:
i. Outside No.65 Park View Road N17
ii. Outside No.71/72 Park View Road N17
iii. Outside No.8 Havelock Road N17
14. To introduce raised speed tables as detailed below (these will be full width of the carriageway with a height of approximately 75mm with lengths inclusive of ramps):
i. Park View Road/Havelock Road N17: from outside No.73a Park View Road heading northeast to outside No.2 Havelock Road (a length of approximately 37 metres). The raised speed table will extend into Dowsett Road N17 from its junction with Park View Road for approximately 10 metres and will extend into Park View Road N17 (easterly arm) from the Park View Road/Havelock Road junction for approximately 7 metres.
ii. Park View Road N17: Outside No.63, a length of approximately 9 metres.
15. It is also proposed that a raised Zebra Crossing (partially located within the extent of the raised table described above) would be introduced on Park View Road N17, with the centre located outside of No.73a. The crossing would be supported with associated zig-zag markings, on which vehicles would be prohibited from stopping at all times. These will be placed on the carriageway either side of the crossing; no more than 17 metres in both directions. The width between the crossing give way lines will be approximately 7 metres.
A copy of the proposed Orders, a copy of this notice, a copy of the Council’s statement of reasons for making the proposed Orders and plan(s) showing the locations and effects of the Orders can be viewed via the online consultation portal https://consultation.appyway.com/haringey. Alternatively, an appointment can be made, by emailing traffic.orders@haringey.gov.uk to inspect these documents during normal office hours at the reception desk of Alexandra House, 10 Station Road, Wood Green, N22 7TR. Appointments to inspect the documents will be available until the end of a period of 6 weeks from the date on which the Orders are made or the Council decides not to make the Orders.
