1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham ("the Council") proposes to make the above Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders would be:
(a) to designate disabled resident parking places for use only by persons who are resident within the Beckton, Boleyn, Canning Town North, Custom House, East Ham, East Ham South East, East Ham South West, Green Street North, Little Ilford, Market Street, Monega, Plaistow South, Prince Regent, Ruskin, Stratford South East and Upton Park Controlled Parking Zones (CPZs) who meet the current criteria for the provision of parking places for disabled persons and who have been issued disabled resident parking permits for their vehicles. Certain other vehicles may wait in the parking places in certain circumstances, e.g. to load or unload goods or pick up or set down passengers. A single parking place would be designated at each of the locations listed below.
NOTE – At locations where an ‘overlap’ is also stated, the proposed parking place would overlap the frontage of the adjacent properties (as indicated below), by up to 1 metre unless otherwise mentioned:
Beckton CPZ
– Winsor Terrace, E6, outside No. 42, situated at an angle of 90 degrees to the kerb-line;Boleyn CPZ
– Beverley Road, E6, outside No. 47 (overlapping No. 45 by 3.6 metres);Canning Town North CPZ
– Sutton Road, E13, outside the bin storage area located on the south side of Nos. 1 to 36 Sutton Road; Sycamore Close, E16, (2 bays), opposite Nos. 44 and 46 and situated at an angle of 90 degrees to the kerb-line;Custom House CPZ
– Argyle Road, E16, outside No. 171;East Ham CPZ
– Lathom Road, E6, outside No.106; Lincoln Road, E7, outside No. 26 (overlapping No. 24 by 2.2 metres); Shakespeare Crescent, E12, outside No. 64;East Ham South East CPZ
– Hameway, E6, outside No. 64 (overlapping No. 62);East Ham South West CPZ
– Melford Road, E6, outside No. 36;Green Street North CPZ
– Halley Road, E7, outside No. 61 (overlapping No. 59 by 1.5 metres); Ismailia Road, E7, outside No. 30 (overlapping No. 32 by 1.5 metres); Whyteville Road, E7, outside No. 41;Little Ilford CPZ
– Parkhurst Road, E12, adjacent to Stewart Rainbird House;Market Street CPZ
– Tyrone Road, E6, outside No 45 (overlapping No. 43 by 1.6 metres);Monega CPZ
– Birchdale Road, E7, outside No. 32 (overlapping No. 34 by 1.8 metres); Shrewsbury Road, E7, outside No. 65 (overlapping No. 67 by 1.2 metres);Plaistow South CPZ
– Sutton Court Road, E13, outside No. 100 (overlapping Nos. 98 and 102);Prince Regent CPZ
– Ingal Road, E13, outside No. 9 (overlapping No 7 by 1.2 metres);Ruskin CPZ
– Ruskin Avenue, E12, outside No. 96 (overlapping Nos. 94 and 98);Stratford South East CPZ
– Arthingworth Street, E15, outside Nos. 21 to 37; Corporation Street, E15, outside No. 198;Upton Park CPZ
– Dorset Road, E7, outside No. 18 (overlapping Nos. 16 and 20); Lucas Avenue, E13, outside No. 31 (overlapping Nos. 29 and 33); Rochester Avenue, E13, outside Nos. 71 and 71b (overlapping Nos. 69 and 73; Shaftesbury Road, E7, outside No. 85; and Walpole Road, E6, outside No. 29 (overlapping Nos. 27 and 31); and(b) to remove the parking places for use by disabled residents that are no longer needed outside Nos. 55 Shelley Avenue, E12 and 114 Shelley Avenue, E12 in the East Ham CPZ, outside No. 113 Bristol Road, E7 in the Monega CPZ, outside No. 146 Boleyn Road, E7 in the Upton Park CPZ, outside Nos. 26 Aintree Avenue E6, Nos. 97/98 St Bernards Road and in St Bernards Road, adjacent to Nos. 14/15 and 16/17 Stondon Walk in the Wakefield CPZ.

4. Documents and plans giving more detailed particulars of the proposed Orders can be made available during normal office hours on Monday to Friday by emailing traffic.orders@newham.gov.uk or inspected (by prior appointment - please telephone 020 3373 6415) at Newham Dockside, 1000 Dockside Road E16 2QU, until six weeks after the date on which the Orders are made or until the proposed Orders are withdrawn, as appropriate.
5. All objections and other representations relating to the proposed Orders must be made in writing and received by 8 July 2026. All objections must specify the grounds on which they are made. They should be sent to the Corporate Director of Environment & Sustainable Transport, London Borough of Newham, 3rd Floor West, Newham Dockside, 1000 Dockside Road, London E16 2QU or by email to traffic.orders@newham.gov.uk
6. Under the requirements of current access to information legislation, any letter or email sent to the Council in response to this Notice may be subject to publication or disclosure, or both, including communication to other persons affected.
