(AMENDMENT) (NO. 87)
(EXPERIMENTAL VARIATION) ORDER 2026

Middleton Road, Manchester Road & Coronation Avenue Area, Heywood

NOTICE IS HEREBY GIVEN that the Rochdale Borough Council on 11th day of June 2026, in exercise of its powers under Sections 9 and 10 of the Road Traffic Regulation Act 1984, has made the above Order which will operate for an experimental period of 18-months. The effect of the Order is to:

(i) Amend the Borough of Rochdale (Civil Enforcement of Traffic Contraventions) (Various Streets) (Heywood Township) Order 2008, by inserting the following:-
Schedule No. 1.1
No Waiting at Any Time
Middleton Road, Hopwood Hall Ward

n(i) the easterly side in a southerly direction from its junction with Coronation Avenue to its southerly junction with Glamis Avenue

n(ii) the westerly side from its junction with Coronation Avenue for a distance of 45 metres in a southerly direction

n(iii) the westerly side from its junction with Coronation Avenue for a distance of 34 metres in a northerly direction

n(iv) the northerly side at its junction with Withington Street for a distance of 9 metres across the point closure extending from its junction with Manchester Road.

Coronation Avenue, Hopwood Hall Ward
n(i) the northerly side from its junction with Middleton Road for a distance of 88 metres in a north-westerly direction

No Waiting at Any Time for Goods Vehicles Over 5 Tonnes Coronation Avenue, Hopwood Hall Ward

n(i) both sides in a north-westerly direction from its junction with Middleton Road to a point 68 metres south-east of its junction with Manchester Road

In addition to the provisions contained in the Borough of Rochdale ((Civil Enforcement of Traffic Contraventions) (Various Streets) (Heywood Township) Order 2008) 
(Amendment) (No. 87) Order a 24-hour Bus Stop Clearway will be created at the following locations:-
Middleton Road, Hopwood Hall Ward

n(i) the westerly side from a point 45 metres south of its junction with Coronation Avenue for a distance of 16 metres in a southerly direction Coronation Avenue, Hopwood Hall Ward

n(i) the northerly side from a point 36 metres north-west of its junction with Middleton Road for a distance of 22 metres in a north-westerly direction 

n(ii) the southerly side from a point 94 metres south-east of its junction with Manchester Road for a distance of 20 metres in a south-easterly direction

(ii) Revoke those parts of the Borough of Rochdale (Civil Enforcement of Traffic Contraventions) (Various Streets) (Heywood Township) Order 2008, as follows:-

n(i) the west side from its junction with Coronation Avenue to a point 25 metres south of its junction with Coronation Avenue

n(i) the east side from its southerly junction with Glamis Avenue to a point 16 metres north of its southerly junction with Glamis Avenue.

A copy of the Experimental Order and a plan showing the lengths of roads concerned, together with a Statement of Reasons for making the Order, may be viewed on the Council's website www.rochdale.gov.uk/roads, or by phoning Highways on 0300 303 8879 to request via post. 

The Rochdale Borough Council will be considering in due course whether the provisions of the Experimental Order should be continued in force indefinitely. 

Within six months (a) beginning with the day on which the Experimental Order came into force or (b) if that Order is varied by another Order or modified pursuant to Section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification comes into force, any person may object to the making of an Order for the purpose of continuing indefinitely the provisions of that Experimental Order.

Objections to the Order, stating the grounds on which they are made, must be made in writing to trafficorders@rochdale.gov.uk or, alternatively, to Network Management, Floor 2, No. 1 Riverside, Smith Street, Rochdale, OL16 1XU (quoting reference H62/13/DPA).

If you wish to question the validity of the Order or any provisions contained therein on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of that Act or any instrument made under it has not been complied with in relation to the Order(s), you may within six weeks from 11th June 2026 apply to the High Court for this purpose.

The Order will come into effect on 1st July 2026.
