1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 10 June 2026, made the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended.
2. The general effect of the ‘Free Parking Places’ Order will be to:-
(a) designate a parking place on the carriageway at each of the locations listed in Schedule 1 to this Notice, in which vehicles authorised by the Order may be left for any period without charge;
(b) provide that the parking places will operate at all times, unless otherwise stated;
(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as “the Blue Badge”) issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;
(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;
(e) revoke the disabled persons parking places at the locations specified in Schedule 2 to this Notice.
3. The general effect of the “Parking Places Amendment” Orders will be to shorten in length existing permit only parking places to facilitate the introduction of disabled persons parking place in certain roads or extend existing permit parking places upon the removal of disabled persons parking places.
4. A copy of the Orders, which will come into force on 22 June 2026, and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of road to which the Orders relate, can be inspected during normal office hours Mondays to Fridays, until the end of six weeks from the date on which the Order was made, at Merton Link, Merton Civic Centre, London Road, Morden.
5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

ROAD TRAFFIC REGULATION ACT 1984 – SECTIONS 14(1) and 15(2)
LONDON BOROUGH OF MERTON
HARTFIELD ROAD, SW19
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2026
1. The Council of the London Borough of Merton hereby give notice that to facilitate redevelopment works at No. 1 Hartfield Road (Wimbledon Bridge House and Car Park), they intend to make an Order under sections 14(1) and 15(2) of the Road Traffic Regulation Act 1984, the effect of which would be to temporarily restrict vehicular traffic in Hartfield Road.
2. During the works, the Hartfield Road bus lane, between its junction with Graham Road and its junction with Beulah Road, would have extended operation times of 7am to midnight Mondays to Sundays.
3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. The Order would come into operation on Friday 10th July 2026 and the Council is satisfied that the works would take more than 18 months to complete. The Order would remain in force until such time as all the relevant works are completed, whereupon it would be revoked by a further Order made by the Council.

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)
LONDON BOROUGH OF MERTON
COMMONSIDE EAST, CR4
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2026
1. The Council of the London Borough of Merton hereby give notice that to facilitate gas mains replacement works in Commonside East, CR4, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.
2. During the works no person will cause or permit any vehicle to:-
(a) enter or proceed in Commonside East, the south to north arm opposite No. 297 Commonside East, from a point 4 metres south of the south-western boundary of No. 297 Commonside East, south-westward for a distance of 34 metres; or
(b) wait, including for the purpose of loading or unloading a vehicle, in the length of Commonside East specified in sub-paragraph (a) above.
3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. Nothing in the Order will apply to:-
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions.
5. Vehicular traffic affected by the road closure should proceed using Commonside East (northern arm), Manor Road and Commonside East (southern arm) or vice versa.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
7. The Order will come into force on Monday 22 June 2026 and it is expected that the works will be completed by Wednesday 15 July 2026. However, the Order will remain in force for a period of 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)
LONDON BOROUGH OF MERTON
(EPSOM ROAD, LONDON ROAD(A24) AND LOWER MORDEN LANE, MORDEN)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2026
1. The Merton London Borough Council, with the agreement of Transport for London, hereby give notice that because of the likelihood of danger to the public due to thronging around Morden Park during an event, they have made a temporary Order to protect the public and maintain emergency routes, the effect of which will be to:-
(a) prohibit any person from causing or permitting any vehicle to enter or proceed in the nearside northbound lane of Epsom Road and London Road, Morden, between a point 10 metres north-east of a point opposite the north-eastern kerb-line of Holne Chase and a point opposite the south-western kerb-line of Rosedene Avenue (the northbound cycle lane will also be closed);
(b) prohibit any person from causing or permitting any vehicle to wait, including for the purpose of loading or unloading any vehicle, in Epsom Road and London Road, Morden, the north-west side, from a point 10 metres north-east of a point opposite the north-eastern kerb-line of Holne Chase to a point opposite the south-western kerb-line of Rosedene Avenue;
(c) impose a one-way working in Lower Morden Lane, from the eastern arm of the Beverley roundabout to its junction with Epsom Road (A24), in the general direction of east to west.
2. The restrictions will only apply during such times and to such an extent as indicated by the placing of appropriate signs.
3. The alternative route for vehicles affected by the one-way working shall be via Tudor Drive and Epsom Road (A24).
4. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
5. Nothing in the Order will apply to:-
(a) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(b) any vehicle being used for police, fire brigade or ambulance purposes; or
(c) vehicles using the temporary pick-up and drop-off waiting point located in London Road, the north-west side, from a point 15 metres south-west of a point opposite the south-western boundary of No. 241 London Road to a point opposite the common boundary of Nos. 209 and 211 London Road, for picking-up and dropping-off of passengers.
6. The Order will come into force at 7.30am on Saturday 20th June 2026 and remain in force until 11pm the same day.
