HYSBYSIR DRWY HYN bod CYNGOR SIR FYNWY, Neuadd y Sir, y Rhadyr, Brynbuga, NP15 1GA ("y Cyngor") yn Bwriadu gwneud Gorchymyn yn unol â'r pwerau a roddwyd gan Adran 14(1)(a) o Ddeddf Rheoleiddio Traffig Ffyrdd 1984:  

1.     Daw’r Gorchymyn i rym ar 25ain Mehefin 2026 a bydd yn parhau i fod mewn grym am gyfnod nad yw'n hwy na 18 mis neu nes bod y gwaith y cynigir ei wneud wedi'i gwblhau, pa un bynnag yw'r cynharaf. Disgwylir y bydd y gwaith wedi'i gwblhau rhwng 25ain Mehefin 2026 a’r 1af Gorffennaf 2026. Bydd y gwaith yn cael ei mewn rhannau ar hyd Heol Highfield a rhestrir manylion pob cam isod. Sylwch fod y dyddiadau'n gallu newid yn dibynnu ar gynnydd y gwaith.  

2.     Mae'r Gorchymyn yn angenrheidiol i wneud gwaith telegyfathrebu mewn modd diogel yn y lleoliad.  Bydd mynediad rhesymol yn cael ei gynnal ar gyfer eiddo sydd ar hyd y ffyrdd a effeithir arnynt tra y bydd yr heol ar gau.     

3.     Effaith y Gorchymyn fydd:
Rhan 1 25/06/2026 - 27/06/2026 dyddiadau yn amodol ar newid
I.       Cau dros dro ran o Heol Highfield, Osbaston, Sir Fynwy, o'r gyffordd â Heol Beaufort i'r gyffordd â Heol Duchess.
Rhan 2 27/06/2026 - 29/06/2026 dyddiadau yn amodol ar newid
II.     Cau dros dro ran o Heol Highfield, Osbaston, Sir Fynwy, o'r gyffordd gyffordd â Heol Duchess i’r gyffordd â Heol Prospect. Rhan 3 30/06/2026 - 01/07/2026 dyddiadau yn amodol ar newid.
III.    Cau dros dro ran o Heol Highfield, Osbaston, Sir Fynwy, o'r gyffordd â Heol Prospect i'r gyffordd â Heol Agincourt.    

4.     Bydd llwybr dargyfeirio fel a ganlyn:
Dargyfeiriad A: Heol  Beaufort, Heol  Lancaster, Heol  Osbaston, A466 Heol Henffordd, Heol  Highfield ac i’r gwrthwyneb.
Dargyfeiriad B: Heol  Highfield, A466 Heol Henffordd, Heol Osbaston, Heol Santes Fair, Heol Beaufort ac i’r gwrthwyneb.  

5.     Gellir enwi'r Gorchymyn hwn fel Gorchymyn Rheoleiddio Traffig Dros Dro  Heol Highfield, Osbaston, Sir Fynwy 2026.  

6.     Yn sgil Adran 16(1) Deddf Rheoleiddio Traffig Ffordd 1984 bydd person sy'n torri cyfyngiad neu waharddiad a osodir dan Adran 14 y Ddeddf yn euog o drosedd.

TEMPORARY TRAFFIC REGULATION NOTICE
SECTION 14 - ROAD TRAFFIC REGULATION ACT 1984  

MONMOUTHSHIRE COUNTY COUNCIL
(HIGHFIELD ROAD, OSBASTON, MONMOUTHSHIRE)
TEMPORARY TRAFFIC REGULATION NOTICE 2026  

NOTICE IS HEREBY GIVEN that MONMOUTHSHIRE COUNTY COUNCIL of County Hall, The Rhadyr, Usk, NP15 1GA (“the Council”) Intends to make an order pursuant to the powers conferred by Section 14(1)(a) of the Road Traffic Regulation Act 1984  

1.     The Order shall come into operation on the 25th June 2026 and will continue to be in force for a period not exceeding 18 months or until the works which it is proposed to carry out have been completed, whichever is the earlier. It is anticipated that the works will be completed between 25th June 2026 and 1st July 2026. The works will be carried out in phased closures along Highfield Road, details of each phase is listed below. Please note dates are subject to change dependant on the progress of the works.  

2.     The order is necessary for telecommunication works to take place in a safe manner at the location. Reasonable access will be maintained for properties fronting the affected lengths of road during the period of the closure.  

3.     The effect of the order will be:       
Phase 1 25/06/2026 - 27/06/2026 dates subject to change              
I.         To temporarily close a section of Highfield Road, Osbaston, Monmouthshire, from its junction with Beaufort Road to its junction with Duchess Road.  
Phase 2 27/06/2026 - 29/06/2026 dates subject to change            
II.         To temporarily close a section of Highfield Road, Osbaston, Monmouthshire, from its junction with Duchess Road to its junction with Prospect Road. Phase 3 30/06/2026 - 01/07/2026 dates subject to change.           
III.         To temporarily close a section of Highfield Road, Osbaston, Monmouthshire, from its junction with Prospect Road to its junction with Agincourt Road.  

4.     A signed diversionary route will be in place as follows:-
Diversion A: Beaufort Road, Lancaster Way, Osbaston Road, A466 Hereford Road, Highfield Road and vice versa.
Diversion B: Highfield Road, A466 Hereford Road, Osbaston Road, St Marys Road, Beaufort Road.  

5.     This order may be cited as the Highfield Road, Osbaston Monmouthshire Temporary Traffic Regulation Order 2026  

6.     By virtue of Section 16(1) of the Road Traffic Regulation Act 1984 a person who contravenes a restriction or prohibition imposed under Section 14 of the Act shall be guilty of an offence.
