Notice of Proposals

NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of the powers under Section 1, 2, 3 and 4 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act 1984, proposes to make the Wigan Borough (Decriminalisation of Parking) (Leigh Roads) (Traffic Regulation Consolidation) Order 2004 (Amendment No.160) Order 2026.

The effect of the Order will be to revoke no waiting at any time on:

• Westleigh Lane, Leigh (West side) from its junction with Kirkhall Lane to a point 15 metres north west of its junction with Lawson Avenue.

• Westleigh Lane, Leigh (East side) from a point 170 metres north of its junction with the alley at the rear of Maple Crescent for a distance of 90 metres in a northerly direction.

The effect of the Order will be to revoke restricted waiting on Monday to Friday from 8:00am to 9:30am and 4:00pm to 6:00pm on:

• Westleigh Lane, Leigh (East side) from its junction with the unnamed alley at the rear of Maple Crescent for a distance of 170 metres in a northerly direction.

The effect of the Order will be to introduce no waiting at any time on:

• Westleigh Lane, Leigh (West side) from its junction with Kirkhall Lane to a point 43 metres north west of its junction with Lawson Avenue.

• Kirkhall Lane, Leigh (East side) from a point 10 metres south of its junction with Maple Crescent to a point 43 metres north west of its junction with Lawson Avenue.

• Maple Crescent, Leigh (Both sides) from its junction with Westleigh Lane to its junction with Heather Grove.

There will be limited exceptions permitting vehicles to wait to enable people to board or alight; for the purpose of building and similar operations, removing obstructions to traffic, road works and works by statutory undertakers; for local authority, Water Companies and Post Office purposes; if the vehicles are fire service or police vehicles or ambulances, (liveried vehicles) or in connection with a funeral; to take on fuel, water or air at any garage; for the delivery or collection of goods and for loading or unloading; or the avoidance of an accident.

The effect of the Order will be to introduce no loading or unloading at any time on:

• Westleigh Lane, Leigh (East side) from a point 10 metres south of its junction with Maple Crescent to its junction with the unnamed alley at the rear of Maple Crescent.

• Westleigh Lane, Leigh (West side) from its junction with Kirkhall Lane to a point 38 metres north of its junction with Maple Crescent.

• Westleigh Lane, Leigh (West side) from a point 38 metres north of its junction with Maple Crescent to 72 metres north of its junction with Nel Pan Lan.

• Maple Crescent, Leigh (Both sides) from its junction with Westleigh Lane to its junction with Heather Grove.

The Order also provides that if any vehicle is left in any road or length of road affected by the Order in contravention of any provision of the Order a penalty charge (in the amount set by the Council) shall be payable and/or the vehicle may be removed.

Any objection to the Order must be made in writing and specify the grounds thereof and must be made to the Assistant Director – Legal, Governance and Elections, Wigan Council, Town Hall, Library Street, Wigan WN1 1YN or by emailing the above email address quoting reference RD/LS/LG/16316576 not later than 9th July 2026.

Sale Lane, Tyldesley – Temporary Closure

Notice of Proposals

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council proposes to make the Wigan Borough (Sale Lane, Tyldesley) (Temporary Closure) Order 2026.

The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Sale Lane, Tyldesley from 20th July 2026 to 27th July 2026.

The alternative route for traffic is: Hough Lane – Hen Fold Road – Church Road – Manchester Road – Chaddock Lane – East Lancashire Road.

The Order is necessary to allow the installation of a new gas connection.

Wigan Road, Atherton – Temporary Closure

Notice of Proposals

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council proposes to make the Wigan Borough (Wigan Road, Atherton) (Temporary Closure) Order 2026.

The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Wigan Road, Atherton on 21st July 2026 during the period of 19:00 and 22:00 only.

The alternative route for traffic is: Leigh Road – Lovers Lane – Wigan Road.

The Order is necessary to allow frame and cover.
