What is happening?

TEMPORARY PROHIBITION OF TRAFFIC, PARKING, STOPPING, WAITING, LOADING, UNLOADING AND SUSPENSION OF ONE-WAY TRAFFIC ORDER 2026
SOUTHBOURNE GROVE, WESTCLIFF-ON-SEA
Notice is hereby given that Southend-on-Sea City Council intends, no less than seven days from the date of this notice, to make the above Order under Section 14(1) of the Road Traffic Regulation Act 1984.
The Effect of the order will be to prohibit any vehicle from; -
1. Proceeding on to Southbourne Grove from its junction with London Road (A13) Access for residents maintained.
2. Hard closure from No 233 on Southbourne Grove to its junction with Prittlewell Chase (access maintained for residents only)
3. Suspension of one-way traffic on Southbourne Grove from its junction with Clatterfield Gardens to its junction with Prittlewell Chase (this access is maintained for residents only)
4. No parking, stopping, loading or unloading on Southbourne Grove from outside No 233 to No 247
The closure is scheduled to commence from 09:30 on the 29th June 2026 until 15:30 on 3rd July 2026 or where appropriate signs are showing and weather permitting.
The alternative routes will be via local traffic, and diversion routes will be displayed on site to provide clear guidance to road users. There will also be an advised HGV diversion displayed on site.
The Order will come into effect on 29th June 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
The closure is required for the safety of the public and workforce whilst Essex & Suffolk Water undertake a new customer connection.
Access for emergency vehicles, residents and pedestrians will be maintained at all times during the closure.
The prohibitions or restrictions will apply only during such time and to such extent as indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
Any vehicle waiting in contravention of any restriction/prohibition imposed by this Notice may be issued with a Penalty Charge Notice and removed under the provisions of the Traffic Management Act 2004.
