What is happening?

ROYAL BOROUGH OF KINGSTON UPON THAMES

Road Traffic Regulation Act 1984

1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames on 8 June 2026 made the following Order The Kingston upon Thames Parking, Waiting, Loading and Stopping Restrictions (Amendment No. 48) Order 2026 under sections 6, 45, 46, 49 and 124 (insofar as applicable) to the Road Traffic Regulation Act 1984 as amended, and all other powers thereunto enabling.

2. The general effect of the Order would be to:-
(a) introduce/extend waiting restrictions operating ‘at any time’ (double yellow lines) in:-
(i) Laburnum Grove, New Malden at its junction with The Crescent and;
(ii) Mount Pleasant Road, New Malden at its junction with The Crescent

(b) provide a new disabled person’s parking place, 6.6 metres in length and 2.0 metres in width in which vehicles displaying a disabled person’s blue badge may park at any time in Red Lion Road, Surbiton outside Red Lion Road Surgery and;

(c) amend the map-based tiles to the schedule attached to The Kingston upon Thames (Parking, Waiting, Loading and Stopping Restrictions) Order 2023 to match conditions as they exist on site.

Please be advised that the following proposals, which were originally published on 13 November 2025 are now under further consideration;

(a) introduce ‘no loading/no unloading Monday to Friday between 8:00am and 9:30am and 4:30pm and 6:30pm (single kerb blips) in Maple Road, Surbiton at its junctions with the following:-
(i) Cadogan Road and;
(ii) St Leonard’s Road

(b) introduce/extend waiting restrictions operating ‘at any time’ (double yellow lines) in:-
(i) Drake Road, Chessington at the junction of the garage entrance between Nos. 35 and 37;
(ii) Knollmead, Surbiton adjacent Nos. 1a and 1b Alpine Avenue and;
(iii) Villiers Avenue Surbiton outside Nos. (evens) 36 to 38.

3. Copies of the Order, which will come into effect 15 June 2026, the Council’s Statement of Reasons for making the Order and map schedules showing the locations and the effects of the Order may be inspected as follows:-
(a) online at: https://streets.appyway.com/kingston-upon-thames, selecting the road name and restriction as detailed item 2 above;
(b) Council libraries or;
(c) copies of the made Order can also be obtained by calling 020 8547 5000 (between 9:00am and 5:00pm Mondays to Fridays).

4. Should any person wish to question the validity of this Order, or any of their provisions, because they are not within the powers conferred by the Road Traffic Regulation Act 1984. Or that any requirement of the said Act of 1984; or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Order were made, apply for the purpose to the High Court.
