AMENDMENTS TO CERTAIN PARKING CONTROLS IN SOUTHWAY (D4001) IN THE GUILDFORD TOWN AREA LYING OUTSIDE OF THE GUILDFORD TOWN CENTRE CONTROLLED PARKING ZONE

Notice is hereby given that Surrey County Council (“the County Council”) has made two Orders under Sections 1, 2, 4, 32, 35 and 36 and Parts III and IV of Schedule 9 to the Road Traffic Regulation Act 1984 (‘the 1984 Act’) the effect of which is to introduce new at any time waiting restrictions in an additional length of Southway as described below in this Notice and to further amend “The Surrey County Council Various Roads in the Borough of Guildford (Guildford Town Area Outside of the Guildford Town Centre Controlled Parking Zone) (Consolidation of Waiting Restrictions Street Parking Places and Revocation) Order 2004” (“the Order of 2004”). The Orders, to be known as, respectively, “The Surrey County Council (Southway (D4001) in the Guildford Town Area Outside of the Guildford Town Centre Controlled Parking Zone) (Prohibition of Waiting) (No. 1) Order 2026” (hereinafter called “the No. 1 Order of 2026”) and “The Surrey County Council Various Roads in the Borough of Guildford (Guildford Town Area Outside of the Guildford Town Centre Controlled Parking Zone) (Consolidation of Waiting Restrictions Street Parking Places and Revocation) Amendment Order (No. 1) 2026” (hereinafter called “the No. 2 Order of 2026”) makes the changes as described below.

The general purpose and effect of the No. 1 Order of 2026 is to –
(a) introduce additional At Any Time waiting restrictions as described below in this Notice, and
(b) provide that in the length of side of Southway (D4001) referred to in paragraph (a) above that, in respect to the waiting restrictions, the usual exemptions for loading and unloading vehicles, boarding and alighting from vehicles, using vehicles for works on or adjoining that length of side of Southway (D4001) and the services in it and for disabled persons’ vehicles in accordance with the “Blue Badge” Scheme will apply.

The general purpose and effect of the No. 2 Order of 2026 is to –
(c) revoke some of the existing parking controls in Southway (D4001) in the Guildford Town Area lying outside of the Guildford Town Centre Controlled Parking Zone as described below in this Notice, and
(d) make certain drafting amendments to the Order of 2004 (as subsequently amended) which will not affect any of the on-street parking controls enforced by that Order (as subsequently amended) in any way whatsoever, except as stated in this Notice.

INTRODUCE ADDITIONAL NO WAITING AT ANY TIME (DOUBLE YELLOW LINES)
Southway (north side, from a point 22.5 metres west of the western side of the surfaced pedestrian access leading to and from the main entrance to Guildford Grove Primary School westwards for 9.7 metres).

REVOKE TWO EXISTING LIMITED WAITING 2 HOUR
NO RETURN WITHIN 4 HOURS 8.30AM - 6PM
MONDAY TO SATURDAY PARKING PLACES
Southway (north side from a point 8.2 metres east of the eastern side of the surfaced pedestrian access leading to and from the main entrance to Guildford Grove Primary School eastwards for 18.2 metres).
Southway (north side from a point 22.5 metres west of the western side of the surfaced pedestrian access leading to and from the main entrance to Guildford Grove Primary School westwards for 9.7 metres).

REVOKE EXISTING NO WAITING AT ANY TIME RESTRICTIONS (DOUBLE YELLOW LINES)
Southway (north side, from a point 22.5 metres west of the western side of the surfaced pedestrian access leading to and from the main entrance to Guildford Grove Primary School eastwards for 31.2 metres).
Southway (south side, from the western side of the vehicle parking area fronting Nos. 1 to 10 (inclusive), The Orchard, Southway eastwards for 10.3 metres).

REVOKE EXISTING NO WAITING BETWEEN 8.30AM - 6PM MONDAY TO SATURDAY RESTRICTIONS (SINGLE YELLOW LINE)
Southway (south side, from a point 9.3 metres east of the western side of the vehicle parking area fronting Nos.1 to 10 (inclusive), The Orchard, Southway eastwards for 34.9 metres).

A copy of the Orders, which will come into operation on Saturday 13 June 2024, together with a plan showing the precise details of the parking controls to be introduced or revoked, The Surrey County Council D4001 Southway Guildford (20 mph Speed Limit) Order 2025 (and the plan which accompanies that sealed Order), the Notice giving formal notice of the intention to provide a zebra pedestrian crossing on Southway (D4001), a Statement of the County Council’s Reasons for Making the Orders and the Order of 2004 (and the Orders which have previously amended that Order) (and the plans which accompany all of those sealed Orders), may be inspected, free of charge, for a period of six weeks from Friday 12 June 2026 –
(a) at Guildford Library, 77 North Street, Guildford, Surrey, GU1 4AL on Mondays, Wednesdays and Fridays between 9.30 a.m. and 5.30 p.m., on Tuesdays and Thursdays between 9.30 a.m. and 7 p.m. and on Saturdays between 9.30 a.m. and 5 p.m.; or
(b) at the Main Reception, Guildford Borough Council Offices, Millmead House, Millmead, Guildford, Surrey, GU2 4BB during normal office hours on Mondays to Fridays inclusive; or
(c) by prior arrangement and appointment only at Guildford Borough Council’s Parking Office situated at Bedford Road Multi-storey Car Park (Level 2), Laundry Road, Guildford, Surrey, GU1 4PX (Telephone No. (01483) 505050 or Email: Parking@guildford.gov.uk) during normal office hours on Mondays to Fridays inclusive; or
(d) by prior arrangement by telephoning or emailing the County Council’s Merrow Complex, situated at Merrow Lane, Merrow, Guildford, Surrey, GU4 7BQ (Telephone No. 0300 200 1003 or Email: highways@surreycc.gov.uk) between 9 a.m. and 5 p.m. on Mondays to Thursdays inclusive and 9 a.m. and 4.30 p.m. on Fridays.
(NOTE – The above-mentioned Order of 2004 and all the previously amending Orders and accompanying plans can only be inspected by following the arrangements described in sub-paragraph (d) above).

If you wish to question the validity of either of those Orders or of any provision contained in either of those Orders on the grounds that it is not within the powers conferred by the 1984 Act, or on the grounds that any requirement of the 1984 Act or of any Instrument made under it has not been complied with in relation to either of the Orders, you may, within six weeks from Thursday 11 June 2026, apply to the High Court for this purpose.
