NOTICE OF PROPOSAL
ROAD TRAFFIC REGULATION ACT 1984
LANCASHIRE COUNTY COUNCIL
(MANCHESTER ROAD AREA, BURNLEY, BURNLEY BOROUGH) (REVOCATION AND VARIOUS PARKING RESTRICTIONS) ORDER 202*

NOTICE IS HEREBY GIVEN that Lancashire County Council propose to make the above Traffic Regulation Order under Sections 1, 2 and 4 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, the effect of which will be to:
1. Revoke the following:
a) The "Lancashire County Council (Various Roads, Burnley, Worthsthorne-With-Hurstwood and Padiham, Burnley Borough) (Revocations and Various Parking Restrictions, May (No.1)) Order 2017" insofar as it relates to:
i. Item dd) of Schedule 2;
ii. Items c. and d. of Schedule 5;
iii. Schedule 19.
b) The "Lancashire County Council (Burnley Borough Area) (On Street Parking Places, Prohibition and Restriction of Waiting) Consolidation Order 2009" insofar as it relates to:
i. Items (128), (186)a), (186)b) (ii), (186)b)(iii), (186)b)(iv) and (241)b)(i) of Schedule 10.01;
ii. Item (12)c) of Schedule 12.049;
iii. Item (27) of Schedule 12.051;
iv. Items (9)a) and (18)c) of Schedule 13.01.
c) The "Lancashire County Council (Bull Street, Curzon Street, Manchester Road, St James's Row, St James's Street, The Mall, Burnley Borough) (Revocation, Prohibition of Waiting, Prohibition of Loading, Disabled Parking Place and Goods Vehicle Loading Bay) Order 2018" insofar as it relates to:
i. Item g) of Schedule 1;
ii. Item g) of Schedule 2;
iii. Item a) of Schedule 4.
2. Introduce a prohibition of waiting in the following lengths of road:
a) Grimshaw Street, Burnley, the north east side, from a point 8 metres northwest of its junction with the centreline of Nicholas Street for a distance of 15 metres in a south easterly direction;
b) Grimshaw Street, Burnley, the north east side, from its junction with the centreline Manchester Road for a distance of 14.5 metres in a south easterly direction;
c) Grimshaw Street, Burnley, the north east side, from a point 5.5 metres northwest of its junction with the projected centreline of Thomas Street for a distance of 13 metres in a south easterly direction;
d) Grimshaw Street, Burnley, the north east side, from a point 24 metres southeast of its junction with the centreline of Manchester Road for a distance of 14 metres in a south easterly direction;
e) Grimshaw Street, Burnley, the south west side, from its junction with Manchester Road to its junction with Parker Lane in a south easterly direction;
f) Manchester Road, Burnley, the north side, from its roundabout junction with Trafalgar Street in a north easterly direction to its junction with the centreline of Hargreaves Street;
g) Manchester Road, Burnley, the north west side, from its junction with the centreline of Hargreaves Street to its junction with Bull Street in a north easterly direction;
h) Manchester Road, Burnley, the south side, from a point 28 metres northeast of its junction with the centreline of Grimshaw street to its junction with the centreline of Red Lion Street;
i) Manchester Road, Burnley, the south east side, from its junction with the centreline of Grimshaw Street for a distance of 30.5 metres in a south westerly direction;
j) Manchester Road, Burnley, the south east side, from its junction with the centreline of Grimshaw Street for a distance of 16.5 metres in a north easterly direction;
k) Manchester Road, Burnley, the south east side, from a point 40.5 metres southwest of its junction with the centreline of Grimshaw Street to its roundabout junction with Centenary Way;
l) Nicholas Street, Burnley, both sides, from its junction with the centreline of Red Lion Street for a distance of 7.5 metres in a south easterly direction;
m) Parker Lane, Burnley, the north side, from its junction with the centreline of Grimshaw Street for a distance of 12 meters north westerly direction;
n) Red Lion Street, Burnley, the south side, from its junction with the centreline of Parker Lane for a distance of 31 m1tres in a north westerly direction;
o) Yorke Street, Burnley, the south west side, from its junction with the centreline of Ormerod Street for a distance of 8 metres in a south easterly direction.
3. Introduce a prohibition of loading in the following lengths of road:
a) Elizabeth Street, Burnley, both sides, from it junction with the centreline of Manchester Road for a distance of 8.5 metres in a south easterly direction;
b) Finsley Gate, Burnley, the west side, from its junction with the centreline of Cricket Street to its Junction with the centreline of Manchester Road;
c) Finsley Gate, Burnley, the east side, from its junction with the centreline of Manchester Road in a south easterly direction to its junction with the projected centreline of Cricket Street;
d) Grimshaw Street, Burnley, the north east side, from a point 8 metres northwest of its junction with the centreline of Nicholas Street for a distance of 15 metres in a south easterly direction;
e) Grimshaw Street, Burnley, the north east side, from its junction with the centreline of Manchester Road for a distance of 14.5 metres in a south easterly direction;
f) Grimshaw Street, Burnley, the north east side, from a point 5.5 metres northwest of its junction with the projected centreline of Thomas Street for a distance of 9.5 metres in a south easterly direction;
g) Grimshaw Street, Burnley, the north east side, from a point 5.5 metres southeast of its junction with the projected centreline of Thomas Street for a distance of 13 metres in a south easterly direction;
h) Grimshaw Street, Burnley, the north east side, from a point 24 metres southeast of its junction with the centreline of Manchester Road for a distance of 14 metres in a south easterly direction;
i) Hammerton Street, Burnley, both sides, from its junction with the centreline of Manchester Road for a distance of 27 metres in a north westerly direction;
j) Healey Wood Road, Burnley, the south west side, from its junction with the centreline of Manchester Road for a distance of 13 metres in a south easterly direction;
k) Manchester Road, Burnley, the north west side, from a point 12.5 metres southwest of the centreline of Nelson Square to its junction with the centreline of Yorke Street in a north easterly direction;
l) Manchester Road, Burnley, the north west side, from its junction with the centreline of Hargreaves Street to its junction with the centreline of Bull Street;
m) Manchester Road, Burnley, the south east side, from its junction with the centreline of Grimshaw Street for a distance of 30.5 metres in a south westerly direction;
n) Manchester Road, Burnley, the south east side, from its junction with the centreline of Grimshaw Street for a distance of 16.5 metres in a north easterly direction;
o) Manchester Road, Burnley, the south east side, from a point 28 metres northeast of its junction with the centreline of Grimshaw Street to its junction with the centreline of Red Lion Street;
p) Manchester Road, Burnley, the south east side, from a point 40.5 metres southeast of its junction with the centreline of Grimshaw Street in a south westerly direction to a point 31 metres southwest of its junction with the centreline of Healey Wood Road;
q) Nelson Square, Burnley, both sides, from its junction with the centreline of Manchester Road for a distance of 10 metres in a north westerly direction;
r) Ormerod Street, Burnley, the north west side, from its junction with Yorke Street for a distance of 20 metres in a north easterly direction;
s) Parker Lane, Burnley, the north west side, from its junction with the centreline of Grimshaw Street for a distance of 12 meters north easterly direction;
t) Red Lion Street, Burnley, the south west side, from a point 4.5 metres northwest of its junction with the centreline of Nicholas Street to a point 5 metres southeast of its junction with the centreline of Nicholas Street;
u) Saunder Bank, Burnley, both sides, from its junction with the centreline of Manchester Road for a distance of 9 metres in a south westerly direction;
v) Stanley Street, Burnley, the north east side, from its junction with the centreline of Manchester Road for a distance of 12 metres in a south easterly direction;
w) Yorke Street, Burnley, the north east side, from its junction with Manchester Road to its junction with Ormerod Street in a north westerly direction.
4. Introduce a taxi stand in Manchester Road, Burnley, the south east side, from a point 16 metres northeast of its junction with the centreline of Grimshaw Street for a distance of 11 metres in a north easterly direction.
5. Introduce a goods vehicle limited waiting loading bay, for 40 minutes with no return within 40 minutes in the following lengths of road:
a) Grimshaw Street, Burnley, the north east side, from a point 8.5 metres northwest of its junction with the centreline of Nicholas Street for a distance of 10 metres in a north westerly direction;
b) Manchester Road, Burnley, the north west side, from a point 11.5 metres northeast of its junction with the centreline of Bull Street for a distance of 10 metres in a north easterly direction;
c) Manchester Road, Burnley, the south east side, from a point 11.5 metres northeast of its junction with the projected centreline of Yorke Street for a distance of 10 metres in a north easterly direction.
6. Introduce a goods vehicle limited waiting loading bay for 2 hours with no return within 2 hours between 6:30pm and midnight, and midnight and 8am in Yorke Street, Burnley, the south west side, from a point 29 metres northwest of its junction with the centreline of Manchester Road for a distance of 12 metres in a north westerly direction.
7. Introduce a limited waiting parking place for 40 minutes with no return within 40 minutes Monday to Saturday between 8am and 6:30pm in the following lengths of road:
a) Grimshaw Street, Burnley, the north east side, from a point 14 metres south east of its junction with the centreline of Manchester Road for a distance of 10 metres in a south easterly direction;
b) Grimshaw Street, Burnley, the north east side, from a point 7.5 metres south east from the projected centreline of Thomas Street for a distance of 13.5 metres in a south easterly direction;
c) Yorke Street, Burnley, the south west side, from a point 20 metres northwest of its junction with the centreline of Manchester Road for a distance of 21 metres in a north westerly direction;
d) Yorke Street, Burnley, the south west side, from a point 9.5 metres northwest of its junction with the centreline of Manchester Road for a distance of 6.5 metres ins a north westerly direction.
8. Introduce a disabled person's limited waiting parking place for 3 hours with no return within 2 hours in Grimshaw Street, Burnley, the north east side, from a point 6 metres southwest of its junction with the centreline of Nicholas Street for a distance of 15 metres in a south westerly direction;
9. Introduce a disabled person's limited waiting parking place for 2 hours with no return within 2 hours between 6:30pm and midnight, and midnight and 8am in Yorke Street, Burnley, the south west side, from a point 9.5 metres northwest of its junction with the centreline of Manchester Road for a distance of 6.5 metres in a north westerly direction.
