Notice under Regulation 25: The planning application has been amended and further information in relation to the planning application and environmental statement has been provided by the applicant, as detailed below
Proposed development at: Horse Hill Well Site, Horse Hill, Hookwood, Horley, Surrey RH6 0HN
Horse Hill Developments Ltd has applied to Surrey County Council for planning permission for Retention and extension of an existing wellsite, HH1 and HH2 wells, and vehicular access to allow:
the drilling of four new hydrocarbon wells and one water reinjection well; the construction of a process and storage area and tanker loading facility; new boundary fencing; well maintenance workovers and sidetrack drilling; and ancillary development enabling the production of hydrocarbons from six wells, for a period of 25 years.
This application is accompanied by an Environmental Statement (ES). The application was first publicised on 17 January 2019 and further information relating to the application and ES was publicised on 23 May 2019 and 18 July 2019.
Planning permission was granted on 27 September 2019. This decision was subject to a legal challenge.
In June 2024, the Supreme Court ruled that the grant of planning permission for oil production was unlawful and quashed the decision to grant planning permission.
As a result, the planning application remains with Surrey County Council to be determined. Further information relating to the environmental statement has been submitted by the applicant in response to requests for further environmental information under Regulation 25 of the Town and Country Planning (Environmental Impact Assessment) Regulations 2017 (“further” environmental information).
The further environmental information relating to the ES comprises: Email from Agent dated 26 April 2026 with Updated Environmental Statement, Further Environmental Statement Non Technical Summary dated April 2026, Reg 25 Environmental Statement, Further Environmental Information (2026) dated April 2026 (in 4 parts (displayed as 12 documents on our online register)) and Greenhouse Gas (GHG) Emissions Assessment Review Letter dated 7 May 2026.
The information in relation to the planning application comprises: Email from Agent dated 29 April 2026 with Planning Statement and Environmental Report Addendum dated April 2026 (in 6 parts) and a set of revised plans and drawings (38 in total)
