(Sandhills Lane, Bankfield Street, Boundary Street, Regent Road & Barmouth Way Area) (Temporary Suspension of Residents Parking Places, Prohibition of Waiting, Prohibition of Loading & Unloading and Limited Waiting Parking Places) 

(Temporary Prohibition of Waiting, Prohibition of Loading & Unloading, Limited Waiting Parking Places, Prohibition of Waiting/Loading & Unloading On Event Days and Residents & Disabled Persons Parking Places) Order 2026

Notice is hereby given that the Council intends to make the above-mentioned Order under Section 14 of The Road Traffic Regulation Act, 1984, to vary The City Council of Liverpool (North - Part 1 Stationary Vehicle Offences) (Consolidation) Order, 2006, as follows:-

1. To suspend all the existing Residents Parking Places/Permitted Parking Areas in the “Barmouth Way Area”, that is to say, on the entire lengths of Arley Street; Barmouth Way; Canalside Grove; Cemeas Close; Houlgrave Road; Landor Close; New Hedley Grove; Newport Court; Railside Court; Snowdon Lane; St Albans Court; Steel Court; & Telary Close. 

2. To temporarily include Rachel Street, in with all the other Residents Parking Places/Permitted Parking Areas in the “Great Homer Street Area” that are being temporarily suspended from the Order, that is to say, on the entire lengths of (unless otherwise stated):-

Abram Street; Adelaide Place; Anderson Street; Boundary Street East; Chapel Gardens; Courtier Close; Dryden Street; Langrove Street; Mazzini Close; Penrhyn Street; Portland Place; Rachel Street; Roscommon Street; Rose Vale; Sevenoaks Close; Skirving Place; Skirving Street; Stanza Court; St Martins Mews; Thomaston Street; Wilbraham Place; Wilbraham Street (from a point 59m east of its junction with Scotland Road in an easterly and northerly direction for its remaining length); & Wilock Close.

3. To suspend the existing prohibition of waiting at any time restrictions on:- (a) Sandhills Lane - (i) north side, from a point 116.5m west of its junction with Derby Road in an easterly direction to a point 136.5m east of its junction with Derby Road; (ii) south side - from its junction with Regent Road in an easterly direction for a distance of 15.5m; (iii) south side, from a point 55.5m east of its junction with Regent Road in an easterly direction for a distance of 19m; & (iv) south side, from a point 95m west of its junction with Derby Road in an easterly direction to a point 148m east of its junction with Derby Road; (b) Bankfield Street - (i) south side, from its junction with Derby Road in a westerly direction for a distance of 61.5m; & (ii) north side, from - (a) a point 85m east of its junction with Regent Road in an easterly direction for a distance of 10.5m; & (b) its junction with Derby Road in a westerly direction to a point 118m east of its junction with Regent Road; & (c) Boundary Street - (i) north side, from its junction with Regent Road in an easterly direction for a distance of 5m; & (ii) south side, from its junction with Regent Road in an easterly direction for a distance of 6m.

4. To prohibit, with certain exceptions, any vehicle from waiting at any time on:- (a) Sandhills Lane - (i) north side, from a point 117m west of its junction with Derby Road in an easterly direction to a point 136.5m east of its junction with Derby Road; & (ii) south side, from - (a) its junction with Regent Road in an easterly direction for a distance of 20m; (b) a point 117m west of its junction with Derby Road in an easterly direction to a point 148m east of its junction with Derby Road; & (c) a point 64m east of its junction with Regent Road for a distance of 16m in an easterly direction; (b) Bankfield Street - (i) north side, from its junction with Derby Road in a westerly direction for a distance of 98m; & (ii) south side, from its junction with Derby Road in a westerly direction for a distance of 56m; & (c) Boundary Street - (i) both sides, from its junction with Regent Road to its junction with Derby Road; (ii) north side, from its junction with Derby Road in an easterly direction to a point 6m east of its junction with Derby Road; & (iii) south side, from its junction with Derby Road in an easterly direction to a point 9.5m east of its junction with Derby Road.

5. To suspend the existing prohibition of waiting, 8am-5pm, Sat & Sun only, on Rachel Street, north, south, east & west sides, from their junctions with Dryden Street in a southerly, westerly, southerly then easterly direction respectively for a distance of 122m.

6. To suspend the existing prohibition of loading and unloading at any time restrictions on:- (a) Sandhills Lane - (i) north side, from a point 95m west of its junction with Derby Road in an easterly direction to a point 7.5m east of its junction with Derby Road; (ii) south side, from - (a) its junction with Regent Road in an easterly direction for a distance of 15.5m; & (b) a point 55.5m east of its junction with Regent Road in an easterly direction for a distance of 19m; (b) Bankfield Street - (i) south side, from its junction with Derby Road in a westerly direction for a distance of 61.5m; & (ii) north side, from - (a) a point 85m east of its junction with Regent Road in an easterly direction for a distance of 10.5m; & (b) its junction with Derby Road in a westerly direction to a point 118m east of its junction with Regent Road; (c) Boundary Street - (i) south side, from its junction with Regent Road in an easterly direction for a distance of 6m; & (ii) south side, from a point 27m west of its junction with Derby Road in an easterly direction to a point 9.5m east of its junction with Derby Road; & (iii) north side, from a point 15.5m west of its junction with Derby Road in an easterly direction to a point 6m east of its junction with Derby Road, were temporarily suspended from the Order.

7. To prohibit, with certain exceptions, any vehicle from waiting for the purposes of loading and unloading at any time on:- (a) Sandhills Lane - (i) north side, from a point 117m west of its junction with Derby Road in an easterly direction to a point 3m east of its junction with Derby Road; & (ii) south side, from - (a) its junction with Regent Road in an easterly direction for a distance of 20m; & (b) a point 64m east of its junction with Regent Road for a distance of 16m in an easterly direction; (b) Bankfield Street - (i) north side, from its junction with Derby Road in a westerly direction for a distance of 98m; & (ii) south side, from its junction with Derby Road in a westerly direction for a distance of 56m; (c) Boundary Street - (i) both sides, from its junction with Regent Road to its junction with Derby Road; (ii) north side, from its junction with Derby Road in an easterly direction to a point 6m east of its junction with Derby Road; & (iii) south side, from its junction with Derby Road in an easterly direction to a point 9.5m east of its junction with Derby Roadr.

8. To suspend the existing prohibition of loading and unloading, 8am-5pm, Sat & Sun only, on Rachel Street, north, south, east & west sides, from their junctions with Dryden Street in a southerly, westerly, southerly then easterly direction respectively for a distance of 122m.

9. To suspend the existing parking places for limited waiting for a maximum of two hours with no return within one hour & Ten Streets Parking Permit Holders on Regent Road, east side, from a point - (a) 8.5m north east of its junction with Blackstone Street, in a north easterly direction for a distance of 50.5m which has a width throughout of 2m; (b) 69.5m north east of its junction with Blackstone Street, in a north easterly direction for a distance of 103.5m which has a width throughout of 2m; & (c) 45.5m south west of its junction with Blackstone Street, in south westerly direction for a distance of 42.5m which has a width throughout of 2m.

10. To include the new parking places for limited waiting for a maximum of two hours with no return within one hour & Esk Street area parking permit holders on Bankfield Street - (a) north side, from a point 15m east of its junction with Regent Road for a distance of 75.5m; & (b) south side, from a point 16.5m east of its junction with Regent Road for a distance of 130m.

11. To prohibit, with certain exceptions, any vehicle from both waiting and waiting for the purposes of loading & unloading is prohibited on event days only, Monday to Sunday inclusive, 10.00 a.m. To 12.00 midnight, in the Esk Street Area on:- (a) Sandhills Lane - (i) north side, from a point 40m east of its junction with Regent Road for a distance of 60m; (ii) south side, from a point - (a) 20m east of its junction with Regent Road for a distance of 42m; (b) 79m east of its junction with Regent Road for a distance of 22.5m; & (c) 154.5m east of its junction with Derby Road for a distance of 45m.

12. To prohibit, with certain exceptions, any vehicle from both waiting and waiting for the purposes of loading & unloading is prohibited on event days only, Monday to Sunday inclusive, 10.00 a.m. To 12.00 midnight, in the Blackstone Street Area on:- Regent Road, east side, from a point - (a) 8.5m north east of its junction with Blackstone Street, in a north easterly direction for a distance of 50.5m which has a width throughout of 2m; (b) 69.5m north east of its junction with Blackstone Street, in a north easterly direction for a distance of 103.5m which has a width throughout of 2m; & (c) 45.5m south west of its junction with Blackstone Street, in south westerly direction for a distance of 42.5m which has a width throughout of 2m.

13. To include the new parking places for residents parking permit holders only or disabled badge holders for a maximum of one hour with no return within one hour, Monday to Sunday inclusive, 10.00 a.m. To 12.00 Midnight, in the “Barmouth Way Area”, that is to say, on the entire lengths of Arley Street; Barmouth Way; Canalside Grove; Cemeas Close; Houlgrave Road; Landor Close; New Hedley Grove; Newport Court; Railside Court; Snowdon Lane; St Albans Court; Steel Court; & Telary Close.

The exceptions referred to in Articles 4, 7, 11 & 12 only will enable a vehicle to wait for so long as is necessary to enable:- (a) a person to board or alight from the vehicle; (b) the vehicle, if it cannot conveniently be used for such purposes in any other road, to be used in connection with any of the following operations, namely:- 

(i) building, industrial or demolition operations; 

(ii) the removal of any obstruction to traffic; 

(iii) the maintenance, improvement or reconstruction of the said sides of lengths of roads; 

(iv) the laying, erection, alteration or repair in, or in land adjacent to, the said sides of lengths of roads of any sewer or of any main, pipe or apparatus for the supply of gas, water or electricity or of any telecommunications apparatus as defined in Section 4 of The Telecommunications Act, 1984, including telephone kiosks; (c) the vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in the service of a local authority in pursuance of statutory powers or duties; (d) the vehicle to be used by a postal operator for the purpose of delivering or collecting postal packets from premises or postal boxes adjacent to the said sides of lengths of roads; (e) the vehicle to be used in connection with any wedding or funeral; (f) the vehicle to be used for fire brigade, ambulance or police purposes; (g) the vehicle which, for a period not exceeding three hours, displays a valid disabled person’s badge and parking disc/clock and that same vehicle is to be used by a disabled person whose badge and parking disc/clock is correctly on display in accordance with the Department for Transport’s guidebook, “The Blue Badge Scheme: Rights And Responsibilities In England” (excluding Articles 11 & 12); (h) to enable goods to be loaded on to or unloaded from the vehicle (excluding Articles 8 & 9); or (i) the vehicle to wait upon an authorised parking place; or being a hackney carriage, to wait upon a hackney carriage stand. 

This Order will be operative from the 25 June 2026 until the 19 June 2027 or for such a lesser period of time as dictated by the formal process of giving permanent effect to the two Experimental Traffic Regulation Orders, as modified and is to facilitate the continued operation of local businesses surrounding the Bramley Moore Docks Area and to support the broader aims of the Bramley Moore Docks/ Everton FC Stadium Parking Scheme.
