State Fayre – Temporary Traffic Regulation Orders

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984 (as amended)

Effect of the order:
1.
To introduce: Temporary ‘No Stopping at Any Time’ Restrictions from 07:00 on 26 June until 01:00 29 June 2026 on the following length of roads in the City of Chelmsford:

Road Description
A414 London Road, Chelmsford
(i)
The area of lay-by adjacent to the southwest bound carriageway commencing at a point approximately 95 metres southwest of its junction with the Widford Church Roundabout, south, for approximately 40 metres.
(ii)
The area of lay-by adjacent to the southwest bound carriageway commencing at a point approximately 725 metres southwest of its junction with the Widford Church Roundabout, south, for approximately 56 metres.
(iii)
The area of lay-by adjacent to the southwest bound carriageway commencing at a point approximately 2345 southwest of its junction with the Widford Church Roundabout, south, for approximately 56 metres.
(iv)
The area of lay-by adjacent to the northeast bound carriageway commencing at a point approximately 765 metres northeast of its junction with the Webbs Farm Roundabout, north, for approximately 58 metres.
(v)
The area of lay-by adjacent to the northeast bound carriageway commencing at a point approximately 2002 metres northeast of its junction with the Webbs Farm Roundabout, north, for approximately 113 metres.

A414 Greenbury Way, Chelmsford The area used as access to St Marys Church, Widford adjacent to the east bound lane commencing at a point approximately 67 metres west of its junction with Widford (St Marys) Church Roundabout, west, for approximately 24 metres.

Widford Road, Chelmsford The area of carriageway forming a one-way section commencing at the western extremity of Widford Road and proceeding in a south-westerly direction to its junction with the Widford Church Roundabout.

Margaretting Road, Chelmsford (i) Both sides, from its junction with Lodge Road, south, to its junction with A414 Greenbury Way.
(ii) Both sides from its junction with A414 Greenbury Way, south, for approximately 200 metres.

South Romans Place, Chelmsford Both sides for the entire length.
Romans Way, Chelmsford Both sides for the entire length.
The Priory, Chelmsford Both sides for the entire length.
Penrose Mead, Chelmsford Both sides for the entire length.
Loves Walk, Chelmsford Both sides form its junction with Lodge Road, northeast, to its junction with Nicholas Close.
Lodge Road Both sides, from its junction with Bridge Street, southwest, to its junction with Long Brandocks.
Coval Lane Both Sides: From its junction with Rainsford Road to its junction with the A1060 Parkway. Except for Buses

To temporarily suspend the following restrictions from 07:00 on 26 June 2026 until 01:00 29 June 2026 on the following lengths of road in the City of Chelmsford

Coval Lane No Waiting at Any Time, No Loading Mon - Sat 8am - 9.30am 4.30pm - 6.30pm West side: From a point approximately 47 metres south of its junction with Rainsford Road in a southerly direction for approximately 7 metres. Both sides: From its junction with Rainsford Road in a southerly direction for approximately 24 metres.
Coval Lane No Waiting at Any Time West side: From a point approximately 91 metres south of its junction with Rainsford Road in a southerly direction for approximately 80 metres. East side: From a point approximately 24 metres south of its junction with Rainsford Road in a southerly direction for approximately 147 metres.
Coval Lane Ticket Machine Parking on Any Day at Any Time West side: (i) From a point approximately 24 metres south of its junction with Rainsford Road in a southerly direction for approximately 23 metres. (ii) From a point approximately 54 metres south of its junction with Rainsford Road in a southerly direction for approximately 37 metres. 

The Essex County Council (Chelmsford City) (Waiting Restriction) (Consolidation) Order 2019 will be temporarily amended to include the temporary ‘No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the said lengths of road only. 

All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force

The Essex County Council (A414 London Road (Three Mile Hill), Margaretting and Chelmsford) (Prohibition of Driving) Order 2011 shall be temporarily suspended, to allow for egress from the site.

To prohibit any vehicle except for Emergency Services and Buses, from making a Right-hand turn from the A414 into the Access to Hylands park between the hours of 08:00 26 June 2026 and 01:00 29 June 2026

To Prohibit any vehicle from making a right-hand turn from the access point to Orange Car Park, approximately 2125 metres south of the junction with the A414 Greenbury Way Roundabout onto Margaretting Road. Between the hours of 08:00 on Friday 26 June 2026 to 01:00 Monday 29 June 2026

(Various Roads, Chelmsford, Margaretting and Writtle) (Temporary 30MPH Speed Limit) (Special Event) (State Fayre) Order 2026

Effect of the order: to temporarily introduce a 30mph Speed Limit on the following lengths of road between the hours of 17:00 Thursday 25 June to 01:00 Monday 29 June 2026

Road Description
A414 Three Mile Hill/London Road (Chelmsford Bound Carriageway Both carriageways, between Widford Church Roundabout and Webbs Farm roundabout.

A414 Greenbury Way (Both Directions) From a point approximately 130 metres west of the junction with A414 Three Mile Hill Roundabout (known as the Widford Church Roundabout) which coincides with the existing 40mph speed limit, in a generally westerly direction for an approximate distance of 1860 metres to a point approximately 29 metres east of the junction with the Margaretting road Roundabout.

Access road to Hylands Park From the junction with A414 Greenbury Way in a generally south-westerly direction to the main gate located at the end of the public highway.

Margaretting Road (South of Greenbury Way Roundabout), Writtle Road, Wantz Road From a point approximately 35 metres south of the junction with the A414 Greenbury Way, generally south, for an approximate distance of 4028 metres.

The restrictions are needed for the duration of the State Fayre held at Hylands Park to prevent the likelihood of danger to the public and in particular, because of the events in progress, pedestrians walking along the verges and the edge of the carriageway, particularly in the evenings. Members of the Public are advised to avoid using these routes if possible, during the above times. Speed Enforcement cameras will be operating within the restricted lengths of road as specified.

The Orders will come into operation on the 25 June 2026 as specified above and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Baddow Road, Great Baddow) (Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Baddow Road, Great Baddow in the City of Chelmsford, from a point approximately 30m north west of its junction with Spooner Close for a distance of approximately 25m in a north westerly direction. The closure is scheduled to commence on 12th July 2026 for 1 day, or where stated on a valid permit (BC411001WGGG9D8Y – Openreach Limited). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while replacement pole works are undertaken by Openreach Limited.

An alternative route is available via B1009, Army & Navy Roundabout, A1114, B1007, B1009 and vice versa.

The Order will come into effect on 18th June 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Downham Road, Stock) (Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Downham Road, Stock in the City of Chelmsford, from a point approximately 125m south west then south east of its junction with Lower Stock Road for a distance of approximately 70m in a south easterly direction. The closure is scheduled to commence on 9th July 2026 for 2 days, or where stated on a valid permit (BC411001WGQDGR2R – Openreach Limited). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole replacement works are undertaken by Openreach Limited.

An alternative route is available via Downham Road, Dowsett Lane, Heath Road, Norsey Road, B1007, Downham Road and vice versa.

The Order will come into effect on 18th June 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Harrow Way, Great Baddow) (Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Harrow Way, Great Baddow in the City of Chelmsford, from its junction with Gilmore Way for a distance of approximately 40m in a south westerly direction. The closure is scheduled to commence on 8th July 2026 for 3 days, or where stated on a valid permit (BC311883D134621 – Openreach Limited). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while duct laying works are undertaken by Openreach Limited.

An alternative route is available via Harrow Way, Gilmore Way and vice versa.
The Order will come into effect on 18th June 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Mayes Lane, Sandon) (Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Mayes Lane, Sandon in the City of Chelmsford, from a point approximately 180m north east then north west of its junction with Blind Lane for a distance of approximately 60m in a north westerly direction. The closure is scheduled to commence on 9th July 2026 for 2 days, or where stated on a valid permit (BC411001WGNP7N8L – Openreach Limited). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole replacement works are undertaken by Openreach Limited.

An alternative route is available via Mayes Lane, Woodhill Road, Woodhill Common Road, Sporhams Lane, Mayes Lane and vice versa.

The Order will come into effect on 18th June 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Mill Road, Stock) (Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Mill Road, Stock in the City of Chelmsford, from its junction with Furze Lane to its junction with Downham Road a distance of approximately 440m. The closure is scheduled to commence on 6th July 2026 for 26 days, or where stated on a valid permit (EP20153092865 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while footpath and ditch reinstatement works are undertaken by Essex County Council.

An alternative route is available via Downham Road, Mill Lane, Mill Road and vice versa.

The Order will come into effect on 18th June 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Paddock Drive, Springfield) (Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Paddock Drive, Springfield in the City of Chelmsford, from its junction with Pump Lane for a distance of approximately 60m in a north easterly direction. The closure is scheduled to commence on 6th July 2026 for 14 days, or where stated on a valid permit (AZ5011001505765 – Cadent Gas Limited). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while gas upgrade works are undertaken by Cadent Gas Works.

An alternative route is available via Pump Lane, New Nabbotts Way, Paddock Drive and vice versa.

The Order will come into effect on 18th June 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Parsonage Lane, Howe Street) (Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Parsonage Lane, Howe Street, in the City of Chelmsford, from a point approximately 55m north east of its junction with Lucks Lane for a distance of approximately 20m in a north easterly direction. The closure is scheduled to commence on 6th July 2026 for 5 days, or where stated on a valid permit (EP20193649266 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while trial hole investigation works are undertaken by Essex County Council.

(Pitsea Bypass, Pitsea) (Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Pitsea Bypass, Pitsea in the Borough of Basildon, from the beginning of the offslip to the junction with Broadway Link Roundabout a distance approximately 190m (eastbound only). The closure is scheduled to commence on 6th July 2026 for 5 nights (21:00-05:00), or where stated on a valid permit (EP20183622113 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while VRS repair works are undertaken by Essex County Council.

An alternative route is available via A13 Eastbound, Sadlers Farm Roundabout, A13 westbound and Broadway Link Roundabout.

The Order will come into effect on 18th June 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
