Hysbysir drwy hyn y gwnaed gorchymyn gan Gyngor Bwrdeistref Sirol Rhondda Cynon Taf, ar 9 Mehefin 2026, o dan Adrannau 9 a 10 o Ddeddf Rheoleiddio Traffig Ffyrdd 1984, a'i effaith fydd arbrofi'r hyn a ganlyn am hyd at 18 mis:
1. Atal dros dro y Gorchymyn Rheoleiddio Traffig sydd wedi'i nodi yn Atodlen 1
2. Cyflwyno'r cyfyngiadau aros sydd wedi'u nodi yn Atodlen 2
3 . Cyflwyno'r cyfyngiadau aros, llwytho a dadlwytho sydd wedi'u nodi yn Atodlen 3
Bydd y Gorchymyn hwn mewn grym o 17 Mehefin 2026.

Bydd Cyngor Bwrdeistref Sirol Rhondda Cynon Taf yn ystyried maes o law a fydd darpariaethau'r Gorchymyn yn parhau mewn grym am gyfnod amhenodol. Rhaid anfon gwrthwynebiadau i'r cynnig ynghyd â'r rhesymau drostyn nhw, mewn ysgrifen, at y Rheolwr Traffig, Llawr 2, 2 Llys Cadwyn, Stryd y Taf, Pontypridd CF37 4TH, neu d rwy e-bostio: gwasanaethautraffig@rctcbc.gov.uk erbyn 17 Mehefin 2026.
Mae modd i Gyngor Bwrdeistref Sirol Rhondda Cynon Taf atal ac addasu'r gorchymyn neu ran ohono, tra bydd mewn grym os yw'n ymddangos ei fod yn hanfodol er budd symud traffig mewn modd cyfleus a diogel yn gyflym neu gynnig darpariaeth parcio addas a digonol ar y briffordd neu ar gyfer cadw neu wella amwynderau ardal unrhyw ffordd y mae'r gorchymyn yn rhedeg drwyddi.
Caiff unrhyw berson wneud cais i'r Uchel Lys at ddibenion cwestiynu dilysrwydd y Gorchymyn, neu ddilysrwydd unrhyw ddarpariaeth ynddo, ar y sail nad yw'n unol â'r pwerau o dan Ddeddf Rheoleiddio Traffig Ffyrdd 1984, neu ar y sail nad yw'n cydymffurfio â gofyniad yn y Ddeddf honno neu ag offeryn sydd wedi'i wneud oddi tani mewn perthynas â'r Gorchymyn, os yw'n dymuno gwneud hynny. Rhaid gwneud hynny o fewn chwe wythnos ar ôl 17 Mehefin 2026.
ATODLEN 1 – Atal Dros Dro y Gorchymyn Rheoleiddio Traffig Presennol
1. Bydd "Gorchymyn Cyngor Bwrdeistref Sirol Rhondda Cynon Taf (Strydoedd Amrywiol, Ynys-y-bwl) (Dirymu, Amrywio, Cyfyngiadau Aros a Llwytho, Cilfach Lwytho Cerbydau Nwyddau Trwm a Mannau Parcio i Bobl Anabl) 2026" yn cael ei atal dros dro dros gyfnod y Gorchymyn Arbrofol lle mae'n cyfeirio at yr e itemau canlynol yn yr atodlen:-
a. Eitem “2. c.” o Atodlen 3 y Gorchymyn yna
b. Eitem "3. I" o Atodlen 4 y Gorchymyn yna ATODLEN 2 – Gwahardd Aros ar Unrhyw Adeg
1 . Stryd Glyn-mynach, Ynys-y-bwl
a. Yr ochr ddeheuol a'r ochr orllewinol, o bwynt sydd 18.2 metr i'r gogleddddwyrain o'i chyffordd â Stryd Robert, tua'r gogledd-ddwyrain ac yna'r de ddwyrain am bellter o 40.7 metr.

EXPERIMENTAL (SUSPENSION OF EXISTING TRAFFIC REGULATION ORDER
(PART)
AND WAITING AND LOADING RESTRICTIONS) ORDER 2026
Notice is hereby given that on the 9th June 2026 the Rhondda Cynon Taff County Borough Council made an order under Sections 9 and 10 of the Road Traffic Regulation Act 1984 the effect of which is to experimentally for a period of not exceeding eighteen months:
1. Suspension the Traffic Regulation Order as specified in Schedule 1
2. Introduce waiting restrictions as specified in Schedule 2
3. Introduce waiting, loading and unloading restrictions as specified in Schedule 3
This order shall be in operation from 17th June 2026
A copy of the relevant documents may be inspected by appointment at the Principal Offices of the Council, 2 Llys Cadwyn, Taff Street, Pontypridd, CF37 4TH and Pontypridd Library, 2 Llys Cadwyn, Taff Street, Pontypridd, CF37 4TH or online at www.rctcbc.gov.uk
The Rhondda Cynon Taff County Borough Council shall be considering in due course whether the provisions of the order shall continue in force indefinitely. Objections to the proposal, together with the grounds on which they are made must be sent in writing to the Traffic Manager, Floor 2, 2 Llys Cadwyn, Taff Street, Pontypridd, CF37 4TH or by email on trafficservices@rctcbc.gov.uk within six months from 17th June 2026
The Rhondda Cynon Taff County Borough Council may provide for the suspension and modification of the order or part thereof, while it is in force if it appears that it is essential in the interest of the expedious convenient and safe movement of traffic or else the provision of suitable and adequate parking facilities in the highway or for preserving or improving the amenities of the area through which any road affected by the order runs.
Any person wishing to question the validity of the Order or of any provision contained in it on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act, 1984 or on the grounds that any requirement of that Act or of any instrument made under it had not been complied with in relation to the Order, may within six weeks from 17th June 2026 apply to the High Court for this purpose.
SCHEDULE 1 – Suspension of Existing Traffic Regulation Order
1. The “Rhondda Cynon Taff County Borough Council (Various Streets, Ynysybwl) (Revocation, Variation, Waiting and Loading Restrictions, Heavy Goods Vehicle Loading Bay and Disabled Persons Parking Places) Order 2026” shall be suspended for the duration of the Experimental Order where it refers to the following items within the schedule:-
a. Item “2. c.” of Schedule 3 to that Order
b. Item “3. i ” of Schedule 4 to that Order
SCHEDULE 2 – Prohibition of Waiting At Any Time
1. Glyn-Mynach Street, Ynysybwl
a. The southern and western side, from a point 18.2 metres north-east of its junction with Robert Street, north-eastwards then south-eastwards for a total distance of 40.7 metres.
SCHEDULE 3
Prohibition of Waiting, Loading and Unloading between the hours of 8.00am –
9.30am and 3.00pm – 5.30pm with Prohibition of Waiting 9.30am – 3.00pm and 5.30pm – 8.00am Monday to Saturday (Inclusive Of) and Prohibition of Waiting at Any Time on Sundays
1. Robert Street, Ynysybwl
a. The western side, from a point in line with the common property boundary of Nos. 104 and 106 Robert Street, south-eastwards for a distance of 33.2 metres
