NOTICE IS HEREBY GIVEN that Chelmsford City Council acting on behalf of the South Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 30 June 2022 has made the above Order under Sections 1(1), 2(1) to (3), 4(1), 4(2), 32, 35, 45, 46, 49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984 and of all other enabling powers.
Effect of the Order: To implement parking restrictions in the below area in the Borough of Brentwood as specified below.
1. To revoke a ‘Restricted Parking Zone, No Waiting & No Loading at Any Time, except in signed bays’ on the following lengths of road in the Borough of Brentwood:

Both sides – from a point 1 metre southwest of the junction with Crown Street (measured from the south-western kerb line) extending north-eastwards to a point 2 metres southwest of the junction with St Thomas Road (measured from the south-western kerb line). The current Loading/Taxi Bay, Disabled Bays and Pedestrian Crossing within the Restricted Parking Zone will remain as they currently are. |
| 2. To introduce ‘No Waiting at Any Time & No Loading at Any Time’ on the following lengths of road in the Borough of Brentwood: | |

Northwest side – from a point 1 metre southwest of the junction with Crown Street (measured from the south-western kerb line) extending north-eastwards for 97 metres. Northwest side – from a point 2 metres southwest of the junction with St Thomas Road (measured from the south-western kerb line) extending south-westwards for 133 metres. Southeast side – from a point 1 metre southwest of the junction with Crown Street (measured from the south-western kerb line) extending north-eastwards for 36 metres. Southeast side – from a point 68 metres northeast of its junction with Crown Street (measured from the south-western kerb line) extending north-eastwards for 29 metres. Southeast side – from a point 118 metres northeast of its junction with Crown Street (measured from the south-western kerb line) extending north-eastwards for 38 metres. Southeast side – from a point 172 metres northeast of its junction with Crown Street (measured from the south-western kerb line) extending north-eastwards for 4 metres. Northeast side – from a point 10 metres southeast of the junction with Reeves Close (measured from the south-eastern kerb line) extending north-westwards for 25 metres. Northeast side – from a point 10 metres southeast of the junction with Unnamed Road (locally called Exchange Way and measured from the south-eastern kerb line) extending north-westwards for 25 metres. |

| 5. To revoke ‘No Waiting Mon-Fri 9am-5pm’ and ‘No Waiting Mon-Fri 10am-11am & 2pm-3pm’ and introduce ‘No Waiting Mon-Fri 9am-8pm & Sat/Sun 9am-5pm’ on the following lengths of road in the Borough of Brentwood: | |
| Willow Close, Hutton | Both sides – from a point 14 metres northeast of its junction with Mount Avenue extending north-eastwards for its remaining length. Map tiles – TQ615 947 & TQ615 950 |
| 6. To revoke ‘No Waiting Mon-Fri 10am-11am’ and introduce a ‘No Waiting Mon-Fri 9am-8pm & Sat/Sun 9am-5pm’ on the following lengths of road in the Borough of Brentwood: | |
| Great Oaks, Hutton | Both sides – from a point 15 metres north of its junction with Rayleigh Road extending north-eastwards then north-westwards for its remaining length. Map tile – TQ615 950 & TQ615 952 |
This Order will be incorporated into The Essex County Council (Brentwood Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by creating tile numbers TL585 002 Rev 0 and TQ585 000 Rev 0 and substituting tile numbers TQ590 935 Rev 2 to Rev 3, TQ590 937 Rev 0 to Rev 1, TQ595 937 Rev 0 to Rev 1, TQ615 947 Rev 0 to Rev 1, TQ615 950 Rev 2 to Rev 3 and TQ615 952 Rev 2 to Rev 3.
Date of operation: This Order will come into operation on 13th July 2026.

Application to the High Court: Anyone who wishes to question the validity of the Order or any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of that Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the making of the Order apply to the High Court for this purpose.
