ENFORD STREET AND HAREWOOD AVENUE
1. NOTICE IS HEREBY GIVEN that Westminster City Council on 8th June 2026 made the following Orders under sections 6, 45, 46, 49, 63 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended:
• The City of Westminster (F Zone) (Amendment No. 1) Order 2026;
• The City of Westminster (Hospital Vehicles Parking Places) (Amendment No. 4) Order 2026;
• The City of Westminster (Loading Bays) (Amendment No. 62) Order 2026;
• The City of Westminster (Parking Places) (B Zone) (Amendment No. 156) Order 2026;
• The City of Westminster (Prescribed Routes) (No. 7) Traffic Order 2026; and
• The City of Westminster (Waiting and Loading Restriction) (Amendment No. 590) Order 2026.
2. The general effect of the Orders will be, in connection with the phased introduction of the St. John’s Wood to Marylebone Cycleway (C51), to:
(a) Revise parking provisions and waiting and loading restrictions along the cycle route in the streets set out in the Schedule to this Notice;
(b) Introduce contra-flow cycling in Enford Street, between its junctions with Marylebone Road and York Street - mandatory contra-flow cycle lanes would be introduced on the eastern side, at its junctions with Marylebone Road and York Street; and
(c) Introduce one-way working southbound in Harewood Avenue, between Melcombe Place and Marylebone Road, including a segregated with-flow cycle track on the east side and a segregated contra-flow cycle track on the west side.
3. Please note that:
(a) The Orders associated with Phase 1 of the public realm improvements, which encompassed kerbside and traffic management amendments affecting Harewood Row, Hayes Place, Lisson Grove and Shroton Street came into force on 28th March 2026, as set out on the Notice of Making published on 25th March 2026; and
(b) The Orders for the remaining kerbside and traffic management amendments on Broadley Terrace, Bryanston Square, Harewood Avenue, Hayes Place, Lilestone Street, Montagu Place, Montagu Square, Rossmore Road, Upper Montagu Street and Wyndham Place, as set out in the Notice of Proposals published on 24th September 2025, will be made in due course.
4. The Orders, which will come into force on 13th June 2026, and other documents giving more detailed particulars of the Orders are available for inspection until 20th July 2026 at https://westminstertransportationservices.co.uk/notices and, in person by appointment only, at Westminster City Hall, 64 Victoria Street, London, SW1E 6QP, between 9.00 a.m. and 5.00 p.m. on Mondays to Fridays (except bank / public holidays). 5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder have not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.
