What is happening?

(TEMPORARY PROHIBITION OF TRAFFIC) (ATTRO) ORDER 2026

NOTICE IS HEREBY GIVEN that the North East Lincolnshire Borough Council intends to make, not less than seven days from the date of this Notice, an Order, under section 14(1) by virtue of sections 22C and 22D Road Traffic Regulation Act 1984, for a purpose relating to danger or damage connected with terrorism, the effect of which will be that no person shall cause or permit any motor vehicle, pedestrian or cycle from PROCEEDING along the full extent or any part thereof, the following sections of highway:

• North Promenade.
• Central Promenade.
• Sea Road.
• Alexandra Road.
• Knoll Street.
• New Road.
• Sea View Street.
• North Street.
• High Cliff Road
• Humber Street.
• Brighton Street.
• Brighton Slipway
• Kingsway.
• Rowston Street.
• Segmere Street.
• Haigh Street.
• Queens Parade.
• Bradford Avenue.
• Kings Parade.
• Cromwell Road.
• Kings Road.
• Chichester Road
• Boating lake car park between Oriental Express and Cleethorpes Coast Light Railway.

There is currently no specific terrorism related intelligence in relation to this event and the threat to police officers and the threat to the UK from international terrorism are both currently at severe - an attack is highly likely. However, the measures are considered precautionary, proportionate and necessary for the safety and security plan for this particular event, and it is regarded by the Chief Constable of Humberside Police that these restrictions are an important part of his plan to avoid, or reduce the likelihood of, danger connected with terrorism.

The Order will come into operation at 5.00 hrs on Friday, 26 June 2026, until 21.00hrs on Sunday, 28 June 2026 and will continue in force for a period not exceeding 18 months unless extended for a further period by the Secretary of State for Transport, or until such time as it is deemed by the Chief Constable of Humberside Police that the restrictions are no longer needed (whichever is the earlier).
