Carlisle - Speed Limit Changes Following Carlisle Southern Relief Road Opening
What is happening?
CUMBERLAND COUNCIL (VARIOUS ROADS, CARLISLE & DISTRICT) (CONSOLIDATION AND PROVISION OF SPEED LIMITS) (ORDER 2025) (VARIATION NO. 1) ORDER 2026
1. Cumberland Council hereby give notice that on 2 June 2026 it made the above Order under Section 84 of the Road Traffic Regulation Act 1984.
2. The Order will come into operation on 12 June 2026 and its effect will be to vary the Cumberland Council (Various Roads, Carlisle & District) Consolidation and Provision of Speed Limits Order 2025, by the introduction of the proposed following amendments/additions, as a result of the opening of the Carlisle Southern Relief Road:
(i) Introduce new 30 mph speed limits on parts of the following roads: -
i) Proposal 1 - Wigton Road, Carlisle (Newby West Roundabout);
ii) Proposal 5 - Peter Lane, Carlisle;
iii) Proposal 10 - Scalescegate Road, Carlisle (Redcat Roundabout);
iv) Proposal 11 - Newbiggin Road, Carlisle;
v) Proposal 12 - Burthwaite Road (North), Carlisle
(ii) Reduce the existing 40 mph speed limits on parts of the following roads to 30 mph speed limit: -
i) Proposal 2 - Dalston Road (North), Carlisle
ii) Proposal 4 - Peter Lane, Carlisle;
iii) Proposal 7 - Buckabank Road, Carlisle;
iv) Proposal 9 - Durdar Road, Carlisle;
v) Proposal 14 - Brisco Road (North), Carlisle;
(iii) Introduce new 40 mph speed limits on parts of the following roads: -
i) Proposal 3 – Dalston Road (South), Carlisle;
ii) Proposal 6 - Burbank Road, Carlisle (Durdar Roundabout);
iii) Proposal 8 – Ivegill Road, Carlisle;
iv) Proposal 13 – Brisco Road (South), Carlisle;

3. Full details of the Order, together with plans showing the lengths of road concerned, and a statement of the Council's reasons for making the Order, may be:
(i) viewed on the Council's website using the following link: https://cumberland.gov.uk/tro;
(ii) on deposit at Carlisle Library, 11 Globe Lane, Carlisle, CA3 8NX;
(iii) on deposit at the offices of the undersigned; and
(iv) may otherwise be obtained by emailing TrafficTeam@cumberland.gov.uk
4. If you wish to question the validity of the Order or of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of that Act or any instrument made thereunder has not been complied with in relation to the Order, you may within six weeks of 2 June 2026 apply to the High Court for this purpose.
