(WATKIN ROAD AREA, LEICESTER) (RESIDENTS PERMIT SCHEME) (PARKING CONSOLIDATION ORDER 2025 AMENDMENT NO.##) TRAFFIC REGULATION ORDER 2026 (TMP1037)

NOTICE IS HEREBY GIVEN that The Leicester City Council PROPOSES TO MAKE an Order under Sections 1, 2, 4, 5, 32, 35, 35A and 63A and Part IV of Schedule 9 of the Road Traffic Regulation Act, 1984, and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the 1984 Act, and by the virtue of section 74 of the Traffic Management Act 2004 (“the 2004 Act”) as amended and all other enabling powers, in respect of roads in the City of Leicester being a Civil Enforcement Area (CEA).

The effects of the proposed Traffic Regulation Order will be: -

• To provide a Residents permit parking only past this point, Residents’ Zone ‘U’ operating all hours on all days on the following roads: Darnall Rd, Hattersley Way, Helmdon Rd, Marylebone Pl, Quainton Rd, Watkin Rd & Woodford Rd.

• To introduce double yellow lines and double kerb markings which prohibit vehicles from waiting and loading at all times on parts of the following roads: - Upperton Road and Watkin Road

• To introduce double yellow lines which prohibit waiting at all times on parts of Darnall Rd, Hattersley Way, Helmdon Rd, Marylebone Pl, Quainton Rd, Watkin Rd & Woodford Rd,

• To revoke certain existing Prohibitions, Restrictions and Provisions.

A COPY of the proposed Order, the relevant plans, the Council’s statement of reasons for proposing to make the Order and extract copies of the Order being amended may be seen at Leicester City Council’s website: leicester.gov. uk/trafficregulationorders, on Traffweb: https://leicester. traffweb.app or during normal opening hours at Leicester City Council, Customer Service Centre, 91 Granby Street, Leicester, LE1 6FB.

OBJECTIONS to the proposed Order should be made inwriting by post to Leicester City Council, City Hall, 115, Charles St, Leicester, LE1 1FZ or by e-mail to TROteam@leicester.gov.uk. Any objections should state the grounds on which they are made and must be received by 29th of June 2026. The formal reason for these proposals is for preserving or improving the amenities of the area through which the roads run.

The Order proposes that the City Council is to introduce a Residents permit parking only past this point Residents’ permit zone (‘U’) on: Darnall Rd, Hattersley Way, Helmdon Rd, Marylebone Pl, Quainton Rd, Watkin Rd & Woodford Rd. Only permit holders can park on these streets. At present these roads are unadopted and a private contractor employed by developers, enforces a permit scheme in this area. The area is close to Leicester City Centre, Leicester Royal Infirmary, De Montfort University and football and rugby grounds and could potentially attract commuter and match-day parking if private enforcement ceases when the roads are adopted.
