1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended.
2. The general effect of the “Free Parking Places” Order would be to:-
(a) designate a parking place on the carriageway at each of the locations listed in Schedule 1 to this Notice, in which vehicles authorised by the Order may be left for any period without charge;
(b) provide that the parking places would operate at all times, unless otherwise stated;
(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as “the Blue Badge”) issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;
(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;
(e) relocate the existing disabled persons parking place outside No. 44 Fortescue Road eastward by 1.3 metres;
(f) revoke the disabled persons parking places at the locations specified in Schedule 2 to this Notice.
3. The general effect of the ‘Parking Places Amendment’ Orders would be to shorten in length existing permit only parking places to facilitate the introduction of disabled persons parking place in certain roads or extend existing permit parking places upon the removal of disabled persons parking places.
NB. The permit only parking place outside Nos. 40 and 42 Fortescue Road would be extended in length by 4.8 metres following the relocation of the adjacent disabled parking place.
4. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which show the exact lengths of road to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden.
5. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment, Civic Pride and Climate Department at the Merton Civic Centre, London Road, Morden SM4 5DX, or alternatively e-mail trafficandhighways@merton.gov.uk quoting reference ES/DPPP78, no later than 26 June 2026.

FLORENCE AVENUE; MORDEN; the south side, from a point 0.3 metres east of the common boundary of Nos. 5 and 7 Florence Avenue, eastward for a distance of 6.6 metres.
GARTH ROAD the north-east side, from the common boundary of No. 26 Garth Road and 14A Dunster Avenue, north-westward for a distance of 6.6 metres.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
LONDON BOROUGH OF MERTON
(EPSOM ROAD, LONDON ROAD(A24) AND LOWER MORDEN LANE, MORDEN)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2026
1. The Merton London Borough Council, with the agreement of Transport for London, hereby give notice that because of the likelihood of danger to the public due to thronging around Morden Park during an event, they intend to make a temporary Order to protect the public and maintain emergency routes, the effect of which would be to:-
(a) prohibit any person from causing or permitting any vehicle to enter or proceed in the nearside northbound lane of Epsom Road and London Road, Morden, between a point 10 metres north-east of a point opposite the north-eastern kerb-line of Holne Chase and a point opposite the south-western kerb-line of Rosedene Avenue (the northbound cycle lane would also be closed);
(b) prohibit any person from causing or permitting any vehicle to wait, including for the purpose of loading or unloading any vehicle, in Epsom Road and London Road, Morden, the north-west side, from a point 10 metres north-east of a point opposite the north-eastern kerb-line of Holne Chase to a point opposite the south-western kerb-line of Rosedene Avenue;
(c) impose a one-way working in Lower Morden Lane, from the eastern arm of the Beverley roundabout to its junction with Epsom Road (A24) in the general direction of east to west.
2. The restrictions would only apply during such times and to such an extent as indicated by the placing of appropriate signs.
3. The alternative route for vehicles affected by the one-way working shall be via Tudor Drive and Epsom Road (A24).
4. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
5. Nothing in the Order would apply to:-
(a) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(b) any vehicle being used for police, fire brigade or ambulance purposes; or
(c) vehicles using the temporary pick-up and drop-off waiting point located in London Road, the north-west side, from a point 15 metres south-west of a point opposite the south-western boundary of No. 241 London Road to a point opposite the common boundary of Nos. 209 and 211 London Road, for picking-up and dropping-off passengers.
6. The Order would come into effect at 7.30am on Saturday 20th June 2026 and remain in force until 11pm the same day.

TENNIS EVENT DAYS AT THE AELTC
VARIOUS TENNIS EVENT DAY RELATED TRAFFIC MANAGEMENT ORDERS RELATING TO WAITING AND LOADING RESTRICTIONS, PARKING PROVISIONS AND TRAFFIC RESTRICTIONS DURING THE WIMBLEDON CHAMPIONSHIPS 2026
1. The Council of the London Borough of Merton has previously made various “Tennis Event Day” related Traffic Management Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
2. The general effect of these Orders will be to introduce various traffic, parking and waiting and loading restrictions and certain parking provisions during the Wimbledon Championships 2026 as were implemented during the Wimbledon Championships 2025.
3. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. Roads affected by the “Tennis Event Day” restrictions are specified in the Schedule to this Notice.
5. The Wimbledon Championships 2026 dates are from Monday 29th June to Sunday 12th July 2026, during which “Tennis Event Day” parking and traffic restrictions will apply. However, should the Wimbledon Championships 2026 overrun, the “Tennis Event Day” waiting and loading, parking and traffic restrictions will apply on the additional dates of the Wimbledon Championships 2026.
6. A copy of the Orders and other documents giving more detailed particulars of the Orders, including plans specifying the roads or lengths of road affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the 14 July 2026 at Merton Link, Merton Civic Centre, London Road, Morden SM4 5DX and the Wimbledon Library, 35A Wimbledon Hill Road, London SW19 7NB.
