Notice is hereby given that Manchester City Council has made the
CITY OF MANCHESTER (GARBROOK AVENUE, PATRICK CLOSE AND VICTORIA AVENUE, HIGHER BLACKLEY)
(PROHIBITION AND RESTRICTION OF WAITING, PROHIBITION AND RESTRICTION OF LOADING/UNLOADING AND AMENDMENT) ORDER 2026
under the Road Traffic Regulation Act 1984, the effect of which is to introduce:
NO WAITING AT ANY TIME:
Garbrook Avenue, both sides from Victoria Avenue for 15m north-westerly. Patrick Close, both sides from Victoria Avenue for 6.5m south-easterly. Victoria Avenue, (i) both sides from the boundary of Nos. 215/227 for 5m southeasterly, (ii) north-west side from Garbrook Avenue for 24m north-easterly, (iii) north-west side from Garbrook Avenue for 10m south-westerly, (iv) south-east side from 7.5m north-east of Patrick Close to 7.5m south-west of Patrick Close south-westerly, (v) south-east side from 93m southwest of Plant Hill Road for 49m south-westerly.
NO WAITING MON-SAT 7.30AM-9.30AM AND MON-FRI 4.00PM-6.30PM:
Victoria Avenue, (i) north-west side from 30m east of Ryther Grove to 10m south-west of Garbrook Avenue north-easterly, (ii) south-east side from 50m east of Tweedle Hill Road to 7.5m south-west of Patrick Close north-easterly.
NO WAITING MON-FRI 7.30AM-6.30PM AND SAT 7.30AM-12.30PM:
Victoria Avenue, (i) north-west side from 119.5m south-west of Boothroyden Road to 24m north-east of Garbrook Avenue south-westerly, (ii) north-west side from Boothroyden Road for 76m south-westerly, (iii) south-east side from 142m south-west of Plant Hill Road to 7.5m west of Patrick Close south-westerly.
NO LOADING AT ANY TIME:
Patrick Close, both sides from Victoria Avenue for 6.5m south-easterly. Victoria Avenue, (i) both sides from the boundary of Nos. 215/227 for 5m south-easterly, (ii) northwest side from Garbrook Avenue for 5m north-easterly,
(iii) north-west side from Garbrook Avenue for 10m south-westerly, (iv) south-east side from 7.5m north-east of Patrick Close to 7.5m south-west of Patrick Close southwesterly,
(v) south-east side from 122.5m south-west of Plant Hill Road for 19.5m south-westerly.
NO LOADING MON-SAT 7.30AM-9.30AM AND MON-FRI 4.00PM-6.30PM:
Garbrook Avenue, both sides from Victoria Avenue for 15m north-westerly. Victoria Avenue, (i) north-west side from 119.5m south-west of Boothroyden Road to 24m north-east of Garbrook Avenue south-westerly, (ii) northwest side from 30m east of Ryther Grove to 10m southwest of Garbrook Avenue north-easterly, (iii) north-west side from its junction with Boothroyden Road for a distance of 76 metres in a south-westerly direction, (iv) south-east side from 50m east of Tweedle Hill Road to 7.5m southwest of Patrick Close north-easterly, (v) south-east side from 142m south-west of Plant Hill Road to 7.5m west of Patrick Close south-westerly.
The Order was made on 3rd June 2026 and will come into effect on 12th June 2026. A copy of the Order and the plan are available for inspection at the Customer Service Centre Ground Floor, Town Hall Extension, M60 2LA (for Sat. Nav. use M2 5DB) between the hours of 9am and 4.30pm Monday to Friday.
Anyone wishing to question the validity of the Order or any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or that any requirement of that Act or of any instrument made under it has not been complied with in relation to the Order may within 6 weeks from 3rd June 2026 apply to the High Court for such purpose.
