(Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.80) Order 2026

Notice is hereby given that the Essex County Council has made the above Order under Sections 1(1), 2(1) to (3), 3(2), 4(1), 4(2), 23, 32(1), 35(1), 45, 46, 49, 53 and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended).

Effect of the order:

1. To Revoke: ‘No Waiting at Any Time’ Restrictions on the following length of road.

This Order will be incorporated into The Essex County Council (Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by substituting map tiles: TL455 107 Revision 1 to Revision 2 and TL465 107 Revision 2 to Revision 3.

Date of operation: The Order will come into operation on 13 June 2026

Application to the high court: Anyone who wishes to question the validity of the Order of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 (as amended) or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.

(Lindsey Street, Epping) - (Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Lindsey Street, Epping in the District of Epping Forest, from its junction with Palmers Hill a distance of approximately 10m in a north westerly direction.

The closure is scheduled to commence on 6th July 2026 for 3 days, or where stated on a valid permit (MX04410288328 – Affinity Water Limited). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one. network. The closure is required for the safety of the public and workforce while water main repair works are undertaken by Affinity Water Limited.

An alternative route is available via: Lindsey Street, Palmers Hill (with access only into Lindsey Street) and vice versa.

The Order will come into effect on 11th June 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Mill Lane, High Laver) - (Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Mill Lane, High Laver in the District of Epping Forest, from its junction with Warley Lane for a distance of approximately 520m in a south easterly direction.

The closure is scheduled to commence on 8th July 2026 for 2 days, or where stated on a valid permit (BC411001WGNM7H4T – Openreach Limited). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one. network. The closure is required for the safety of the public and workforce while pole replacement works are undertaken by Openreach Limited.

An alternative route is available via: Mill Lane, Harlow Road, High Laver Road, Church Road and vice versa.

The Order will come into effect on 11th June 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Newnham Close, Loughton) - (Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Newnham Close, Loughton in the District of Epping Forest, from a point approximately 15m south west of its junction with Spring Grove for a distance of approximately 30m in a south westerly direction. The closure is scheduled to commence on 1st July 2026 for 1 day, or where stated on a valid permit (EP02292320082 – Southern Cranes & Access Ltd). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one. network. The closure is required for the safety of the public and workforce while tree removal works are undertaken by Southern Cranes & Access Ltd.

(Rookery Road, High Ongar) - (Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Rookery Road, High Ongar in the District of Epping Forest, from a point approximately 55m south west of its junction with Chelmsford Road for a distance of approximately 110m in a south westerly direction. The closure is scheduled to commence on 6th July 2026 for 2 days, or where stated on a valid permit (BC411001WGPJR27X – Openreach Limited). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one. network. The closure is required for the safety of the public and workforce while pole replacement works are undertaken by Openreach Limited.

An alternative route is available via: Rookery Road, King Street, A414, Rookery Road and vice versa.

The Order will come into effect on 11th June 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Sheering Mill Lane/Sun Street, Sheering) - (Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close that length of Sheering Mill Lane, Sheering in the District of Epping Forest, from its junction with The Four Acres to its junction Lawrence Moorings a distance of approximately 125m.

2. To temporarily close that length of Sun Street, Sheering in the District Epping Forest, from its junction with Sheering Mill Lane for a distance of approximately 40m in a south easterly direction.

These closures are scheduled to commence on 6th July 2026 for 5 days, or where stated on a valid permit (BC008WGPH194TETH01SB/BC008WGPH194TETH02SB – Openreach Limited). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one. network. These closures are required for the safety of the public and workforce while spine cabling works are undertaken by Openreach Limited.

An alternative route is available via: Sheering Mill Lane, Fairway, Vantorts Road, East Drive, Brook Road, Bonks Hill, London Road, Station Road, Sheering Lower Road and vice versa.

The Order will come into effect on 11th June 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Church Lane, Matching Tye) - (Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Church Lane, Matching Tye in the District Epping Forest, from a point approximately 260m north east of its junction with Matching Tye Road a distance of approximately 90m in a north easterly direction.

The closure is scheduled to commence on 23rd June 2026 for 2 days, or where stated on a valid permit (BC411002WGKLH44G – Openreach Limited). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one. network.

The closure is required for the safety of the public and workforce while pole replacement works are undertaken by Openreach Limited.

The Order will come into effect on 28th May 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(King Street, High Ongar) - (Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of King Street, High Ongar in the District of Epping Forest, from its junction with Chelmsford Road a distance of approximately 60m in a south easterly direction.

The closure is scheduled to commence on 23rd June 2026 for 4 days, or where stated on a valid permit (MX06166514JB – Affinity Water Limited). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one. network.

The closure is required for the safety of the public and workforce while disconnection of water supply works is undertaken by Affinity Water Limited.

An alternative route is available via: King Street, Rookery Road, A414 and vice versa.

The Order came into effect on 28th May 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Moreton Road/Cripsey Avenue, Ongar) - (Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close that length of Moreton Road, Ongar in the District of Epping Forest, from a point approximately 30m north west of its junction with Brookfields for a distance of approximately 50m in a north westerly direction.

2. To temporarily close that length of Cripsey Avenue, Ongar in the District of Epping Forest, from its junction with Moreton Road for a distance of approximately 20m in a south westerly direction.

These closures are scheduled to commence on 23rd June 2026 for 4 days, or where stated on a valid permit (MX04410251940/MX04410251940 – Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one. network.

These closures are required for the safety of the public and workforce while chamber replacement works are undertaken by Affinity Water.

Alternative routes are available via:
1. Moreton Road, Moreton Bridge, Bridge Road, Church Road, Maltings Hill, Fyfield Road, Moreton Road, B184, Moreton Road and vice versa.
2. Cripsey Avenue, Shortlands Avenue, Queensway, Fyfield Road and vice versa.

The Order came into effect on 28th May 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Mount End Road, Theydon Mount) - (Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Mount End Road, Theydon Mount in the District of Epping Forest, from its junction with Mount Road for a distance of approximately 30m in a north easterly direction.

The closure is scheduled to commence on 15th June 2026 for 4 days, or where stated on a valid permit (MX04410244563 – Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one. network.

The closure is required for the safety of the public and workforce while water mains repair works are undertaken by Affinity Water.

An alternative route is available via: Banks Lane, Mount Road and vice versa (with access only into Mount End Road).

The Order came into effect on 28th May 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Various Roads, District of Epping Forest) - (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) Order (No.8) 2026

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close that length of road in the District of Epping Forest as specified in the schedule.

2. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on the above length of road for the duration of the closures to facilitate the works. Signs will be installed indicating when the No Waiting, No Loading and No Stopping restriction will be in force.

"The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary "No Waiting, No Loading and No Stopping at Any Time" restriction and suspend any existing parking and waiting restrictions on the above length of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The works being undertaken will take place within an 18-month period from 28th May 2026 exact dates will be specified on one. network. These roads will be closed to facilitate each phase of works and then re-opened to the public.

Access will be maintained for emergency services.

Diversion route will be signed at each location, and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the road.
