What is happening?

THE PORTSMOUTH CITY COUNCIL (VARIOUS ROADS)
(WAITING RESTRICTIONS) (No. 1) ORDER 2026

Portsmouth City Council hereby gives Notice that on the 5 June 2026 it made the above Order under the Road Traffic Regulation Act 1984. The Order will come into effect on 11 June 2026.
The effect of the Order will be as follow:
a) To introduce “No Waiting at Any Time” (double yellow line) restrictions at the following locations:
Phoenix Square
North side – from a point 5 metres west of the eastern closed end, alongside the disabled parking bay
Templeton Close
West side – from the southern end of the layby opposite No. 1 Templeton Close to the start of the circular spur serving Nos. 1–34
Circular spur serving Nos. 1–34 – around the full outer edge of the turning area
Hilsea Crescent
At the junction with North Avenue – 10 metres on both sides of the junction (measured from the kerbline)
North Avenue
Both sides – from its junction with Horsea Road, extending westwards for 10 metres
Horsea Road
Both sides – from its junction with North Avenue, extending for 10 metres eastwards and westwards
Melrose Close
north-south spine:
The west side: from the junction with Dunbar Road northwards to its junction with Melrose Close (east-west spur)
The north-west side: From the property boundary of Nos. 21/22 to the northern closed end, Northern closed end for its entire length
The north closed end: from the northern property boundary of No. 26, southwards for 2 metres
Melrose Close
(east-west spur)
The west closed end: for its entire length
North side, from the boundary of Nos 17/18 westwards to its western closed end
Blake Road
North side – extending existing restrictions from 5 metres to 10 metres eastwards from the junction of Farlington Avenue
Matapan Road
North-east side – between points 10 metres either side of the junction with Iachino Avenue
Eastern Road (service road between Stride Avenue and Hayling Avenue)
North side – from the junction with Stride Avenue, extending north-east for 10 metres
Kirpal Road
South side – between the junctions with Wells Close
Wells Close
Both inner sides – from the junction with Kirpal Road extending southwards for 12 metres
Third Avenue
Both sides – around the turning head outside Nos. 18–20 Third Avenue
Lime Grove (rear access roads)
Rear of Nos. 97–109 and Nos. 83–95 – both sides for 10 metres southwards from Lime Grove
Rear of Nos. 75 and 73 – both sides for 10 metres southwards
Rear of No. 61 (and No. 63 boundary) – short section along the access road to the boundary of No. 61
Rear of No. 57 – east side from Lime Grove to the property boundary of No.57
Rear of Nos. 47 and 49 – both sides from Lime Grove to their rear boundary
Rear of Nos. 16–18 – both sides for 17 metres northwards from Lime Grove
Watermead Road
East side – from the junction with Old Farm Way to the layby outside Nos. 1–9 (odd numbers)
Pangbourne Avenue
Both sides – from the property boundary of No.15 and No.17, eastwards to its eastern closed end (the entire turning circle)
Penrhyn Avenue
South side – from the western kerbline extending westwards for 10 metres
West side – from the southern kerbline extending southwards for 10 metres, at the corner outside No. 11 Penrhyn Avenue
b) Additional lining works to improve safety and access:
Watts Road
White access protection marking outside the entrance serving the adjacent building
Emmanuel Street (Cairo Terrace, Nos. 32–48)
White access protection marking outside the dropped kerb

Any person wishing to question the validity of the Order or any of its provisions, on the grounds that it is not within the powers of the relevant enabling Act, or that a requirement of any such enabling Act or of any relevant regulations made thereunder has not been complied with, may, within 6 weeks from the date of the Order, make application for this purpose to the High Court.
