LIVERPOOL CITY COUNCIL PUBLIC NOTICES

(Kingsley Road Area) (Temporary Suspension of Prohibition of Waiting, Loading & Unloading, Stopping, Hackney Carriage Clearway & Bus Stop Clearway) (Temporary OneWay Traffic, Prohibition of Waiting, Hackney Carriage Clearway, Parking Places Without Charge, Twenty Miles Per Hour Speed Limit, Disabled Persons' Parking Place and Loading & Unloading Bay) Order, 2026. Notice is hereby given that the Council intends to make the above-mentioned Order under Section 14 of The Road Traffic Regulation Act, 1984: -
1A. To suspend the following Traffic Regulation Orders made by the Council to the extent specified below: - (i) the City Council of Liverpool (Upper Parliament Street, etc) (Revocation, Prohibition of Waiting and Restriction of Loading and Unloading) Order, 1984, insofar as it relates to Kingsley Road; (ii) the City Council of Liverpool (Cawdor Street, Eversley Street & Kingsley Road) (Prohibition of Waiting) Order, 2014 insofar as it relates to Eversley Road and Kingsley Road; & (iii) the City Council of Liverpool (Birt Close & Kingsley Road) (Prohibition of Waiting) Order, 2018 insofar as it relates to Kingsley Road.
1B. To suspend any other Traffic Regulation Order made by the Council insofar as it relates to any existing: - (i) prohibition of waiting at any time on Kingsley Road; (ii) prohibition of waiting at certain times on Kingsley Road; (iii) prohibition of stopping at certain times on Kingsley Road; (iv) hackney carriage clearway on Kingsley Road; & (v) bus stop clearway on Kingsley Road.
2. (a) To prohibit any vehicle from proceeding along Kingsley Road other than in a northerly direction from its junction with Princes Avenue to Upper Parliament Street, except for a pedal cycle or electrically assisted pedal cycle not being a motor vehicle, between the westerly kerb line and the road marking to diagram 1049B; & (b) To prohibit any vehicle to proceed in the mandatory contraflow cycle lane along Kingsley Road in the southerly direction from the junction with Parliament Street to the junction with Princes Avenue except for a pedal cycle or electrically assisted pedal cycle not being a motor vehicle, between the easterly kerb line and the road marking to diagram 1049B.
3. To prohibit, with certain exceptions, any vehicle from waiting at any time, on: - (a) Alt Street - (i) north side, from its junction with Kingsley Road for a distance of 10m on an easterly direction; & (ii) south side, from its junction with Kingsley Road for a distance of 6m on an easterly direction; (b) Ashkham Close - (i) north side, from its junction with Kingsley Road for a distance of 2.5m in an easterly direction; & (ii) south side, from its junction with Kingsley Road for a distance of 3m in an easterly direction; (c) Beaconsfield Street - (i) north side, from its junction with Kingsley Road for a distance of 4m in an easterly direction; & (ii) south side, from its junction with Kingsley Road for a distance of 4m in an easterly direction; (d) Beaumont Street - (i) north side, from its junction with Kingsley Road for a distance of 8m in an easterly direction; & (ii) south side, from its junction with Kingsley Road for a distance of 10m in an easterly direction; (e) Coltart Road - (i) north side, from its junction with Kingsley Road for a distance of 7m in an easterly direction; & (ii) south side, from its junction with Kingsley Road for a distance of 7m in an easterly direction; (f) Eversley Street - (i) north side, from its junction with Kingsley Road for a distance of 7.5m in a westerly direction; & (ii) south side, from its junction with Kingsley Road for a distance of 7.5m in a westerly direction; (g) Jermyn Street - (i) north side, from its junction with Kingsley Road for a distance of 7m in a westerly direction; & (ii) south side, from its junction with Kingsley Road for a distance of 7m in a westerly direction; (h) Kingsley Road - (i) west side, from its junction with Princes Avenue, for a distance of 22m in a northerly direction; (ii) west side, from a point 34.8m north of its junction with Princes Avenue, for a distance of 59.4m in a northerly direction; (iii) west side, from a point 7.7m south of its junction with Jermyn Street, for a distance of 24.4m in a northerly direction; (iv) west side, from a point 16.6m north of its junction with Jermyn Street to a point 87.4m north of its junction with Eversley Street; (v) west side, from a point 59.6m south of its junction with Selborne Street for a distance of 90.8m in a northerly direction; (vi) west side, from its junction with Upper Parliament Street for a distance of 8.4m in a southerly direction; (vii) east side, from its junction with Princes Avenue for a distance of 57.3m in a northerly direction; (viii) east side, from a point 77.5m north of its junction with Princes Avenue to a point 24.6m north of its junction with Coltart Road; (ix) east side, from a point 37.5m north of its junction with Coltart Road for a distance of 5.5m in a northerly direction; (x) east side, from a point 55.3m north of its junction with Coltart Road to a point 1.8m north of the southern kerb line of Seaport Street; (xi) east side, from a point 32m south of its junction with Alt Street for a distance of 14.5m in a southerly direction; (xii) east side from a point 11.1m south of its junction with Alt Street to a point 0.8m north of its junction with Askham Close; (xiii) east side, from a point 9.5m south of its junction with Beaumont Street for a distance of 31.1m in a northerly direction; (xiv) east side, from a point 7.9m south of its junction with Birt Close to its junction with Upper Parliament Street; (i) Seaport Street - (i) north side, from its junction with Kingsley Road for a distance of 9m in a westerly direction; & (ii) south side, from its junction with Kingsley Road for a distance of 10m in a westerly direction; & (j) Selborne Street - (i) north side, from its junction with Kingsley Road for a distance of 10m in an easterly direction; & (ii) south side, from its junction with Kingsley Road for a distance of 10m in an easterly direction. The exceptions referred to in Article 3 will enable a vehicle to wait for so long as is necessary to enable:- (a) a person to board or alight from the vehicle; (b) the vehicle, if it cannot conveniently be used for such purposes in any other road, to be used in connection with any of the following operations, namely: - (i) building, industrial or demolition operations; (ii) the removal of any obstruction to traffic; (iii) the maintenance, improvement or reconstruction of the said sides of lengths of roads; (iv) the laying, erection, alteration or repair in, or in land adjacent to, the said sides of lengths of roads of any sewer or of any main, pipe or apparatus for the supply of gas, water or electricity or of any telecommunications apparatus as defined in Section 4 of The Telecommunications Act, 1984, including telephone kiosks; (c) the vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in the service of a local authority in pursuance of statutory powers or duties; (d) the vehicle to be used by a postal operator for the purpose of delivering or collecting postal packets from premises or postal boxes adjacent to the said sides of lengths of roads; (e) the vehicle to be used in connection with any wedding or funeral; (f) the vehicle to be used for fire brigade, ambulance or police purposes; (g) the vehicle which, for a period not exceeding three hours, displays a valid disabled person's badge and parking disc/clock and that same vehicle is to be used by a disabled person whose badge and parking disc/clock is correctly on display in accordance with the Department for Transport's guidebook, "The Blue Badge Scheme: Rights And Responsibilities In England"; (h) to enable goods to be loaded on to or unloaded from the vehicle; or (i) the vehicle to wait upon an authorised parking place; or being a hackney carriage, to wait upon a hackney carriage stand.
4. To include the new hackney carriage clearway (days & hours of operation - at all times) on Kingsley Road, west side, from a point 94.2m north of its junction with Princes Avenue, in a northerly direction for 35m (7 spaces).
5. To introduce the new parking places without charge - (1) (days & hours of operation - at any time) (maximum duration of stay - unlimited) on Kingsley Road: (a) west side, from a point - (i) 22m north of its junction with Princes Avenue, in a northerly direction for 12.6m; (ii) 129.2m north of its junction with Princes Avenue, in a northerly direction for 33.3m; (iii) 4.1m north of its junction with Jermyn Street, in a northerly direction for 12.3m; & (iv) 74.1m north of its junction with Selborne Street, in a northerly direction for 33.9m; & (b) east side, from a point - (i) 24.6m north of its junction with Coltart Road, in a northerly direction for 12.6m; (ii) 48.9m north of its junction with Coltart Road, in a northerly direction for 12m; (iii) 2m north of the southern kerb line of Seaport Street in a northerly direction for 8.1m; (iv) from a point 11.1m south of its junction with Alt Street, in a northerly direction for 6m; (v) 0.8m north of its junction with Askham Close, in a northerly direction for 37.5m; & (vi) 14.2m south of its junction with Birt Close, in a southerly direction for 29.2m; (2) (days & hours of operation - Monday - Friday, 8.30a.m. - 9.30a.m. & 2.30p.m. - 3.30p.m.) (maximum duration of stay - 30 minutes) on Kingsley Road, west side, from a point 87.4m north of its junction with Eversley Street, in a northerly direction for 66.1m; & (3) (days & hours of operation - 12 noon - 8.00a.m. the following morning) (maximum duration of stay - 20 hours) on Kingsley Road, east side, from a point - (a) 7.9m south of its junction with Birt Close for a distance of 6.3m in a southerly direction; & (b) 42.9 north of its junction with Coltart Road for a distance of 6m in a northerly direction.
6. To include the new disabled persons' parking (days & hours of operation - at all times) (maximum duration of stay - unlimited) on Kingsley Road, east side, from a point 57.3m north of its junction with Princes Avenue for a distance of 19.8m in a northerly direction (3 spaces).
7. To include the new loading & unloading bay (days & hours of operation - 8am - 12 Noon) (maximum duration of stay for loading/unloading - 20 Minutes no return within 1 Hour) on Kingsley Road, east side, from a point: - (a) 42.9m north of its junction with Coltart Road for a distance of 6m in a northerly direction; & (b) 7.9m south of its junction with Birt Close for a distance of 6.3m in a southerly direction.
8. No person shall cause or permit any vehicle to be driven at a speed exceeding 20mph on the entire length of Kingsley Road.
9. This Order shall come into operation from the 21 June 2026 until the 21 December 2027 or for such lesser period of time as determined by the earlier introduction of a revised Experimental Traffic Regulation Order for this area location.
