Proposed Introduction Of Electric Vehicle Charging Bays And Electric Vehicle Charging Points At Various Locations Within The London Borough Of Newham
1. NOTICE IS HEREBY GIVEN that the Council of The London Borough of Newham ("the Council") proposes to make the Orders mentioned below under Sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Newham (Free Parking Places) (Electric Vehicles) (No. 1, 2020) (Amendment No.* ) Order 202* would be to: -
(i) designate new parking places for the charging of battery electric and plug-in hybrid vehicles at the locations specified in the schedules to this Notice. Two spaces would be provided at each location in Schedule 1 to this Notice and four spaces provided at each location in Schedule 2 and all parking places would be operational between 8:00am and 9:00pm every day and restricted for use by electrically propelled vehicles, the batteries of which are being actively recharged, for a maximum stay of 4 hours with no return to the same location within 2 hours;
(ii) ratify the position of the on-site electric vehicle parking place in Cecil Road, E13 on its east side, opposite Nos. 4 to 8 Cecil Road, E13; and
(iii) amend the wording in Article 3 to that Order to reinforce that electric vehicles using a parking place must be connected to and actively charging from the adjacent charging post.
NOTE: Although parking in the Electric Vehicle Charging Bays would be free of charge, there would be a charge levied for use of the electrical supply, by the provider.
3. In relation to the proposed introduction of the new electric vehicle charging bays referred to in paragraph 2.
(i) above (the locations of which are specified in the Schedules to this Notice): -
(i) the effect of the Newham (Parking Places) (Any Controlled Parking Zone Permit) (No. 1, 2016) (Amendment No. *) Order 202* would be to remove 20.5 metres of 20 minute and zone permit holder parking place in the Plaistow South Controlled Parking Zone (CPZ) in Olive Road, E13, on its north-west side, adjacent to No. 120 New City Road;
(ii) the effect of the Newham (Parking Places) (Car Clubs) (No.1, 2007)
(Amendment No.* ) Order 202* would be to: -
(a) remove the car club parking place in Anthems Way, E20, on its south side, in the lay-by opposite Ravens Walk; and
(b) remove an item to that order relating to a car club parking place in Charford Road, E16, on its east side, adjacent to No. 8 Watford Road, which was removed on site in 2022;
(iii) the effect of the Newham (Beckton) (Parking Places) (No. 1, 2017)
(Amendment No. *) Order 202 *would be to: -
(a) remove 26.8 metres of permit holder parking place in Cyprus Place, E6, on its south side, opposite Nos. 43 to 51 Cyprus Place (Note: the adjacent bus stop clearway markings would be extended westwards by 1.8 metres); and
(b) remove 24.5 metres permit holder parking place in Parry Avenue E6, on its north-east side, opposite Nos. 38 to 42 Parry Avenue;
(iv) the effect of the Newham (Boleyn) (Parking Places) (No. 1, 2017) (Amendment No.*) Order 202* would be to remove 27.1 metres of permit holder parking place in Geoffrey Gardens, E6, on its north-east side, adjacent to No. 131 Haldane Road, E6;
(v) the effect of the Newham (Boleyn) (Free Parking Places) (No. 1, 2017) (Amendment No.*) Order 202* would be to remove 12.5 metres of 1 hour limited time free parking place in Geoffrey Gardens, E6, on its south-west side, adjacent to No. 240 Central Park Road;
(vi) the effect of the Newham (Canning Town) (Parking Places) (No. 1, 2017) (Amendment No.* ) Order 202* would be to: -
(a) remove 25 metres of permit holder parking place in Charford Road, E16, on its east side, outside No. 65 Charford Road and adjacent to No. 8 Watford Road; and
(b) remove 25 metres of permit holder parking place in Hooper Road, E16, on its south side, opposite Nos. 162 to 168 Hooper Road;
(vii) the effect of the Newham (Canning Town) (Parking Places) (No. 1, 2017) (Amendment No.* ) Order 202* would be to: -
(a) remove 25 metres of permit holder parking place in Beaconsfield Road, E16, on its north side, opposite Nos. 59, 61, 83, 85, 97, 99, 127 and 129 Beaconsfield Road; and
(b) remove 25 metres of shared use permit holder / 2 hour cashless payment parking place in Bethell Avenue, E16, on its north-west side, opposite St Margaret’s Convent Chapel, Bethell Avenue;
(viii) the effect of the Newham (Custom House) (Parking Places) (No. 1, 2017) (Amendment No. *) Order 202* would be to: -
(a) remove 25 metres of permit holder parking place in Garvary Road, E16, on its south side, opposite Nos. 111 to 117 Garvary Road, E16; and
(b) remove 23 metres of permit holder / 4 hour cashless payment parking place in Stansfeld Road, E16, on its south-west side, located 54 metres north-west of the junction of Jasper Road;
(ix) the effect of the Newham (East Ham) (Parking Places) (No. 1, 2010) (Amendment No.* ) Order 202* would be to: -
(a) remove 26.5 of permit holder parking place in Northfield Road, E6, on its west side, adjacent to No. 60 Southend Road and partially outside No. 51 Northfield Road; and
(b) remove 7.2 metres of permit holder parking place in St Olaves Road, E6, on its east side, outside No. 2b St Olaves Road;
(x) the effect of the Newham (East Ham) (Shared Use Parking Places) (No. 1, 2012) (Amendment No.* ) Order 202* would be to remove 17.3 metres of shared use permit holder / 30-minute free parking place in St Olaves Road, E6, on its east side, adjacent to Nos. 597 and 607 Barking Road;
(xi) the effect of the Newham (East Ham South East) (Parking Places) (No. 1, 2017) (Amendment No.* ) Order 202* would be to remove 25.5 metres of permit holder parking place in Burnels Avenue, E6, on its south-west side, outside Nos. 2 and 4 Burnels Avenue and adjacent to Nos. 72 and 74 Charlemont Road;
(xii) the effect of the Newham (East Village) (Parking Places) (No. 1, 2015), (Amendment No.* ) Order 202* would be to remove 10 metres of permit holder parking place (four bays at 90° to the kerb-line) in Anthems Way, E20, on its south-east side, in the lay-by opposite Ravens Walk;
(xiii) the effect of the Newham (Little Ilford) (Parking Places) (Special Parking Area) (No. 1, 2002) (Amendment No.* ) Order 202* would be to: -
(a) remove 24.5 metres of permit holder parking place in Morris Avenue, E12, on its north-east side, adjacent to No. 30 Browning Road;
(b) remove 25 metres of permit holder parking place in Third Avenue, E12, on its north-east side, opposite Nos. 94 to 106 Third Avenue; and
(c) remove 25 metres of permit holder parking place in Warrior Square, E12, on its west side, opposite the western flank wall of Nos. 19 to 35 Warrior Square;
(xiv) the effect of the Newham (Monega) (Parking Places) (No. 1, 2011) (Amendment No.* ) Order 202*, the Newham (Monega) (Shared Use Parking Places) (No. 1, 2011) (Amendment No.* ) Order 202* and the Newham (Waiting and Loading Restriction) (Amendment No. *) Order 202* would be in Strone Road, E12, on its south-east side, to: -
(a) remove 28 metres of shared use permit holder / 4 hour free parking place adjacent to No. 153A Shrewsbury Road;
(b) extend by 2.8 metres the permit holder parking place outside No. 218 Strone Road; and
(c) extend by 2.5 metres the existing double yellow line at any time waiting restrictions adjacent to No. 153A Shrewsbury Road;
(xv) the effect of the Newham (Plaistow North) (Parking Places) (No. 2, 2017) (Amendment No.* ) Order 202* would be to remove 25 metres of shared use permit holder / 2 hour cashless payment parking place in First Avenue, E13, on its north-east side, adjacent to No. 111 Balaam Street;
(xvi) the effect of the Newham (Plaistow South) (Parking Places) (No. 1, 2017) (Amendment No.* ) Order 202* would be to: -
(a) remove 3 metres of permit holder parking place in Olive Road, E13, on its north-west side, adjacent to No. 120 New City Road;
(b) remove 24 metres of permit holder parking place in Turnash Lane, E13, on its north side, adjacent to No. 2 Olive Road;
(xvii) the effect of the Newham (Royal Docks East) (Parking Places) (No. 1, 2017) (Amendment No.* ) Order 202* would be to remove 24.5 metres of permit holder parking place in Silverland Street, E16, on its east side, opposite Nos. 11A to 11F Silverland Street;
(xviii) the effect of the Newham (Stratford) (Free Parking Places) (No. 1, 2021) (Amendment No.* ) Order 202* would be to ratify and formalise the existing parking controls relating to the free 30 minute limited waiting parking places in Leytonstone Road, E15, on its north-east side: -
(a) for 54 metres opposite Nos. 83 to 89 Leytonstone Road and Fusion Court, Nos. 91 to 97 Leytonstone Road; and
(b) for 13.2 metres, opposite Nos. 107 and 109 Leytonstone Road;
(xix) the effect of the Newham (Stratford North East) (Parking Places) (No. 1, 2010) (Amendment No.* ) Order 202* and the Newham (Stratford North East) (Shared Use Parking Places) (No. 1, 2013) (Amendment No. *) Order 202* would be to: -
(a) remove 7.6 metres of permit holder parking place outside No. 47 York Road, on its east side; and
(b) remove 4.9 metres of shared use permit holder / 30 minute free parking place in York Road, adjacent to No. 21 Reginald Road;
(xx) the effect of the Newham (Stratford South East) (Parking Places) (No. 1, 2010) (Amendment No.* ) Order 202* would be to: -
(a) remove 25 metres of permit holder parking place in Arthingworth Street, on its north east-side, outside Nos. 57 to 75 Arthingworth Street; and
(b) remove 14.9 metres of permit holder parking place in Meeson Road, E15, on its west side, adjacent to No. 2 Morton Road;
(xxi) the effect of the Newham (Stratford South East) (Free Parking Places) (No. 1, 2010) (Amendment No. *) Order 202* would be to remove 10.1 metres of 30-minute free parking place in Meeson Road, E15, on its west side, adjacent to No. 2 Morton Road;
(xxii) the effect of the Newham (Stratford South West) (Parking Places) (No. 1, 2010) (Amendment No.* ) Order 202* would be to remove 25 metres of permit holder parking place in Riverside Road, E15, on its south-east side, opposite the flank wall of Nos. 31 Streimer Road;
(xxiii) the effect of the Newham (Upton Park) (Parking Places) (Special Parking Area) (No. 1, 2004) (Amendment No.* ) Order 202* would be to remove 25 metres of permit holder parking place in Claude Road, E13, on its north-west side, adjacent to Nos. 11 and 12 Bishops Avenue and Nos. 18 and 20 Gwenoline Avenue; and
(xxiv) the effect of the Newham (West Ham) (Parking Places) (Special Parking Area) (No. 1, 1999) (Amendment No.* ) Order 202* would be to remove 12 metres of permit holder parking place in Celandine Way, E15, on its south side, outside No. 54 Celandine Way (four bays at 90° to the kerb-line).
4. In relation to the amendment to the Electric Vehicle Charging Bay in Cecil Road mentioned in paragraph 2. (ii) above the effect of the Newham (Upton Park) (Shared Use Parking Places) (No. 1, 2015)
(Amendment No.* ) Order 202* would be to ratify the positions of the on-site shared use permit holder / 30 minute free parking places in Cecil Road, E13, on its east side, opposite No. 2 and No. 10 Cecil Road.
5. NOTICE IS FURTHER GIVEN that the Council of the London Borough of Newham proposes to provide and operate charging apparatus for electrically powered motor vehicles under Sections 16 and 17 of the London Local Authorities and Transport for London Act 2013, as amended. In accordance with these powers, it is intended to install one "double-headed" electric vehicle charging point, positioned on a kerb build out, in between each of the parking place locations described in Schedule 1 to this Notice. It is also intended to install two "double-headed" electric vehicle charging points, positioned on two kerb build outs, at each of the parking place locations described in Schedule 2 to this Notice.
6. For all the Electric Vehicle Charging locations described in the Schedules to this Notice, the proposed electric vehicle charging parking places would replace or convert existing lengths of parking places as set out in paragraph 3 above.

Documents and plans giving more detailed particulars of the proposed Orders and the locations of the charging point apparatus can be made available during normal office hours on Monday to Friday by emailing: traffic.orders@newham.gov.uk, or inspected (by prior appointment – please telephone: 020 3373 6415) at: Newham Dockside, 1000 Dockside Road, E16 2QU, until six weeks after the date on which the Orders are made or until the proposed Orders are withdrawn, as appropriate.
9. All objections and other representations relating to the proposed Orders and/or to the introduction of the electric vehicle charging points must be made in writing and received by 1 July 2026. All objections must specify the grounds on which they are made.
