ROAD TRAFFIC REGULATION ACT 1984
LANCASHIRE COUNTY COUNCIL
(VARIOUS ROADS, RIBBLE VALLEY BOROUGH) (VARIOUS PARKING RESTRICTIONS (24-25 NO1F)) ORDER 2026

NOTICE IS HEREBY GIVEN that on 21st May 2026 Lancashire County Council made the above Traffic Regulation Order under Sections 1, 2 and 4 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, the effect of which will be to:
1. Revoke the "Lancashire County Council (Ribble Valley Area) (On Street Parking Places, Prohibition and Restriction of Waiting) Consolidation Order 2009" insofar as it relates to:
a) Items a) and b) of Schedule 13.01;
b) Item (115)b) of Schedule 10.01.
2. Revoke the "Lancashire County Council (Castle Street Area, Clitheroe, Ribble Valley Borough) (Revocation and Various Parking Restrictions) Order 2024" insofar as it relates to Schedule 3.
3. Introduce a prohibition of waiting in the following lengths of road:
a) Back Longsight Road, Clitheroe, both sides, from its junction with the centreline of Chatburn Road for a distance of 11 metres in a north westerly direction;
b) Brambles Close, Barrow, both sides, from its junction with the Centreline of Whalley Road for a distance of 9 metres in a north westerly direction;
c) Chatburn Road, Clitheroe, both sides, from a point 11 metres south west of its junction with the centreline of Back Longsight Road/Lime Street for a distance of 22 metres in a north easterly direction;
d) Lime street, Clitheroe, both sides, from its junction with the centreline of Chatburn Road for a distance of 11 metres in a south easterly direction;
e) Millbrook Place, Barrow, both sides, from its junction with the Centreline of Whalley Road for a distance of 10 metres in a north westerly direction;
f) Primrose Road, Clitheroe both sides, from its centreline junction with Woone Lane for a distance of 22 metres in a south easterly direction;
g) Well Terrace, Clitheroe, the south side, from a point 85.5 metres west of its roundabout junction with York Street to its roundabout junction with Waddington Road;
h) Well Terrace, Clitheroe, the south west side, from its roundabout junction with York Street for a distance of 60 metres in a north westerly direction;
i) Whalley Road, Barrow, the north west side, from a point 10.5 metres south west of its junction with the Centreline of Brambles Close for a distance of 22 metres in a north easterly direction;
j) Whalley Road, Barrow, the north west side, from a point 19 metres south west of its junction with the Centreline of Millbrook Place for a distance of 31.5 metres in a north easterly direction;
k) Woone Lane, Clitheroe, both sides, from a point 32.5 metres south of its junction with the centreline of Edward Drive to its centreline junction with Primrose Road.
4. Introduce a prohibition of loading/unloading in the following lengths of road:
a) Parson Lane, Clitheroe, the north west side, from its junction with the projected centreline of Rock Street to its junction with the centreline of New Market Street;
b) Parson Lane, Clitheroe, the south side, from a point 12.5 metres west of its junction with the projected centreline of New Market Street for a distance of 31 metres in an easterly direction;
c) Parson Lane, Clitheroe, the south east side, from its junction with the centreline of Rock Street for a distance of 53 metres in a north easterly direction.
5. Introduce a prohibition of stopping on school keep clear markings Monday to Friday 8am – 6pm in Well Terrace, Clitheroe, the south side, from a point 60 metres west of its roundabout junction with York Street for a distance of 25.56 metres in a westerly direction.
6. Introduce a goods vehicle loading bay from 6am to 10pm in the following lengths of road:
a) Castle Street, Clitheroe, the south east side, from a point 58 metres north east of its junction with the centreline of Castle Gate for a distance of 18.5 metres in a north easterly direction;
b) Castle Street, Clitheroe, the south east side, from a point 25 metres north east of its junction with the centreline of Castle Gate for a distance of 26.5 metres in a north easterly direction.

This Order will come into force on the 8th June 2026. A copy of the Order, and all other relevant documents may be inspected during normal office hours at the offices of Ribble Valley Borough Council, Council Offices, Church Walk, Clitheroe, BB7 2RA, and at the offices of The Director of Law and Governance, Lancashire County Council, County Hall, PO Box 100, Preston PR1 0LD, and on Lancashire County Councils Website

Any person wishing to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the order is made, apply for the purpose to the High Court.
