Amendments to Waiting and Loading Restrictions
And On-Street Parking Places in the Borough of Surrey Heath
Surrey County Council propose to make “The Surrey County Council (Various Roads in Surrey Heath) (Waiting, Loading and Unloading Prohibition and On-Street Parking Places Orders) (Amendment No.5) Order 202-“ pursuant to Sections 1, 2, 3, 4, 32, 35, 36, 45, 46, 49, 51 and 53 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 the purpose and effect of which is to amend the following Orders:- (1) The Surrey County Council Camberley Controlled Parking Zone in The Borough of Surrey Heath (Consolidation and Revocation of Waiting Loading and Unloading Restrictions and On Street Parking Places) Order 2017; (2) The Surrey County Council (Various Roads in Surrey Heath) (Revocation and Consolidation of Waiting, Loading and Unloading Prohibition and Restriction) Order 2017; (3) The Surrey County Council (Various Roads in Surrey Heath) (Consolidation and Revocation of Stopping Outside Schools) Order 2017; (4) The Surrey County Council (Various Roads in Surrey Heath) (Consolidation of Free Street Parking Places and Loading Bays and Revocation) Order 2017; (5) The Surrey County Council (Various Roads in Surrey Heath) (Consolidation and Revocation of Free Street Parking Places) (Disabled Persons) Order 2017; so as to:-
(a) prohibit waiting by vehicles in certain lengths of the roads specified in the Schedule to this Notice, on the days and at the times indicated in the said Schedule. Exemptions for loading on and unloading from vehicles, boarding, and alighting from vehicles, using vehicles for works on or adjoining the lengths of roads referred to in the Schedule, the maintenance of those roads and the services in them and for disabled persons’ vehicles in accordance with the Blue Badge Scheme, will apply to the afore mentioned restrictions;
(b) prohibit the stopping of vehicles outside schools, as indicated by zigzag markings in a certain length of Clews Lane, Bisley (just south of Donnafields) between 8.15am and 9.15am and 2.30pm and 4pm Monday to Friday (inclusive). The exemptions provided by the Principal Order shall still apply, namely any person causing a vehicle to stop in order to avoid an accident or if required to do so by law; anything done with the permission of a police constable in uniform or in accordance with a sign placed by Surrey Police in accordance with Section 66 or 67 of the Act; or any vehicle which is displaying a valid waiver certificate issued by the Council;
(c) prohibit the stopping of vehicles outside schools, as indicated by zigzag markings in certain lengths of Mindenhurst Road, Deepcut between 8.15am and 9.15am and 2.30pm and 4pm Monday to Friday (inclusive). The exemptions provided by the Principal Order as noted in part (b) shall still apply.
(d) revoke part of the school keep clear markings outside No’s 29 - 37 Benner Lane, West End to reflect the extent of the new pedestrian crossing.
(e) amend the TRO with regards to the school keep clear markings outside No 19 Benner Lane, West End to reflect what is already in situ.
(f) introduce a “Monday to Saturday 8am - 6pm 2 hours no return within 2 hours” parking restriction within the three parking laybys situated between Woodend Road and Alfriston Road.
(g) provide a disabled persons on-street parking place in a certain length of Bracken Hill, Deepcut (at the northern end) to operate at all times with the restriction of 3 hours no return within 1 hour, subject to certain exemptions, e.g. to board and alight, or to load and unload etc.
(h) revoke the time limited parking bay situated in High Street, Bagshot (opposite the pharmacy) currently restricted to Monday to Saturday 8.30am to 6.30pm 2 hours no return within 1 hour, to be replaced with a disabled persons on-street parking place with a restriction of 3 hours no return within 1 hour subject to the same exemptions as in part (g) above.
Make certain drafting amendments to the following existing Orders which impose waiting, loading, and unloading and parking prohibitions and restrictions in the Borough of Surrey Heath, which will not affect the operation of those prohibitions and restrictions:- (1) The Surrey County Council (Various Roads in Camberley) (Prohibition of Waiting) (Restricted Zone) (Revocation and Consolidation) Order 2017; (2) The Surrey County Council ((Service Area No. 3 Off Park Street Camberley in The Borough of Surrey Heath) (On-Street Business Parking Places) (No. 1) Order 2008) (Amendment No.4) Order 2017; (3) The Surrey County Council (Various Roads in Surrey Heath) (Consolidation and Revocation of Residents and Shared-Use On-Street Parking Places) Order 2017.
Where a restriction is proposed herein any existing restriction on the same length of road will be revoked, unless otherwise indicated.
Copies of the proposed Order, together with plans showing the lengths of roads to which the Orders relate and a Statement of the Council’s reasons for proposing the Orders may be inspected, free of charge, at (a) Surrey County Council, Merrow Complex, Merrow Lane, Merrow, Guildford, GU4 7BQ, by appointment only; (b) Borough Council Offices, Surrey Heath House, Knoll Road, Camberley, GU15 3HD during normal office hours; (c) Frimley Green Library, Beech Road, Frimley Green, GU16 6LQ; (d) Camberley Library, Knoll Road, Camberley, GU15 3SY; (e) Bagshot Village Community Library, High Street, Bagshot, Surrey, GU19 5AH; and (f) Lightwater Library, 83a Guildford Road, Lightwater, Surrey GU18 5SB during normal opening hours.
Copies of the previous Orders may be viewed at the Surrey County Council office specified above. In addition, plans detailing these restrictions may be viewed on-line at www.surreycc.gov.uk/surreyheathparking (follow links to Surrey Heath Parking Review 2024).
If you wish to object to, or make representations relating to, the proposed Order, you must send the grounds for your objection or representation (including any in support), by
(1) using the online form via the webpage quoted above; or

Any reference to a road in the Schedules is a reference to part of the road only.
