NOTICE OF PROPOSAL
THE BOROUGH OF LUTON (FERRARS ACADEMY AND FERRARS JUNIOR SCHOOL TRAFFIC EXCLUSION ZONE) ORDER 2026



1. NOTICE IS HEREBY GIVEN that Luton Borough Council proposes to make the above-mentioned Order under sections 1, 2, 4 and 124 of and part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Order would be:
(a) to introduce a No Entry for unauthorised motorised vehicles restriction between 8.00am and 9.15am and 2.30pm and 4.00pm on Mondays to Fridays during school Term time only:
(i) into Carmelite Road from Leagrave High Street;
(ii) into Carmelite Road from Macaulay Road; and
(iii) into Carmelite Road from Cloisters Road.
(b) to prohibit turning for unauthorised motorised vehicles between 8.00am and 9.15am and 2.30pm and 4.00pm on Mondays to Fridays during school Term time only, as follows:
(i) Leagrave High Street, no left turn into Carmelite Road;
(ii) Macaulay Road, no left turn into Carmelite Road;
(iii) Leagrave High Street, no right turn into Carmelite Road;
(iv) Macaulay Road, no right turn into Carmelite Road.
3. A copy of the proposed Order, of the Council's statement of reasons for proposing to make the Order and of maps which indicate each length of road to which the Order relates are available to view on request until the end of a period of 6 weeks from the date on which the Order is made or the Council decides not to make the Order by emailing

4. Persons desiring to make representations or to object to the proposed Order should send a statement of their representations or objections, and the grounds thereof, via email to

or in writing to Luton Borough Council, Building 14, Central Depot, Kingsway, Luton LU4 8AU, quoting the reference HW/TRO/P2149 to arrive no later than 21 days from the date of publication of this notice.
