Surrey County Council - Multiple temporary restrictions on Waiting, Loading and on-street parking places
What is happening?
THE SURREY COUNTY COUNCIL
Amendments to Waiting and Loading Restrictions And On-Street Parking Places in the Borough of Woking Surrey County Council propose to make “The Surrey County Council (Various Roads in Woking) (Amendment of Waiting, Loading and Unloading Prohibition and On-Street Parking Places Orders) (Amendment No.10) Order 202-“, pursuant to Sections 1, 2, 4, 32, 35, 36 and 45 to 53 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984: The purpose and effect of which is to amend the following Orders:-
(1) The Surrey County Council (Various Roads in Woking) (Revocation and Consolidation of Waiting Loading and Unloading Prohibition and Restriction) Order 2019; (2) The Surrey County Council Woking Controlled Parking Zone (Revocation and Consolidation of Waiting Restrictions and On-Street Parking Places) Order 2019; (3) The Surrey County Council West Byfleet Controlled Parking Zone in the Borough of Woking (Revocation and Consolidation of Waiting Restrictions and On-Street Parking Places) Order 2019; (4) The Surrey County Council Brookwood Controlled Parking Zone in the Borough of Woking (Revocation and Consolidation of Waiting Restrictions and On-Street Parking Places) Order 2019;
(5) The Surrey County Council (Various Roads in Woking) (Consolidation of Free Street Parking Places and Revocation) Order 2019; (6) The Surrey County Council (Various Roads in Woking) (Consolidation of Loading bays and Revocation) Order 2019; (7) The Surrey County Council Various Roads in the Borough of Woking (Residents’ On-Street Parking Places) Order 2019; (8) The Surrey County Council (Various Roads in Woking) (Consolidation and Revocation of Free Street Parking Places) (Disabled Persons) Order 2019; so as to:-
- (a)Prohibit waiting by vehicles in certain lengths of the roads specified in the First Schedule to this Notice, on the days and at the times indicated in the said Schedule;
- Exemptions for loading on and unloading from vehicles, boarding and alighting from vehicles, using vehicles for works on or adjoining the lengths of roads referred to in the First Schedule, the maintenance of those roads and the services in them and for disabled persons’ vehicles in accordance with the Blue Badge Scheme, will apply to the aforementioned restrictions;
- Provide such residents’ parking places in certain lengths of roads specified in the Third Schedule to this Notice, for use by valid permit holders within the appropriate zone, operational on the days and at the times specified therein;
- Provide such dual use voucher/permit/pay & display on-street parking places in certain lengths of the roads as are specified in the Fourth Schedule to this Notice; for use at the times and on the days specified in the said Schedule, for use by such vehicles as specified in sub-paragraph (e) below, for which the appropriate charge is paid or valid permit holders for appropriate area within the Woking Controlled Parking Zone (CPZ);
- Specify that the vehicles which may be left in such on-street parking places shall be passenger vehicles (8 seats or less), motor cycles, invalid carriages and goods vehicles;
- Provide that vehicles left by specified disabled persons may wait in the on-street parking places referred to above, at all times without time limit;
- Provide free parking places in certain lengths of roads specified in the Fifth Schedule to this Notice; for use at the times and on the days specified in the said Schedule;
- Provide loading only bays in certain lengths of roads specified in the Sixth Schedule to this Notice;
- Provide disabled persons’ parking places in certain lengths of the roads specified in the Seventh Schedule to this Notice to operate at the times and with such limitations as specified therein;
- Provide that certain other vehicles may wait in the on-street parking places described above in certain circumstances e.g., to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.;
- Provide that in the case of any of the on-street parking places specified above, outside the hours of operation indicated in the said Schedules, any vehicle may be left in any of those on-street parking places for any period without time limit;
- Prohibit loading and unloading by vehicles in certain lengths of the roads specified in the Second Schedule to this Notice;
- (m)Residents of “Spectrum House” (previously “Technology House”), located at 48-54 Goldsworth Road, Woking will not be eligible to buy residents or visitor permits for any of the Areas in the Woking Controlled Park Zone;
- Revoke without replacement restrictions on waiting in a certain length of the road specified in the Eighth Schedule to this Notice;
- (o)Make certain drafting amendments which will not affect the operation of those prohibitions and restrictions;
- Make certain drafting amendments to the following existing Orders which impose waiting, loading and unloading and parking prohibitions and restrictions in the Borough of Woking, which will not affect the operation of those prohibitions and restrictions:- (1) The Surrey County Council (Borough of Woking) Free On-Street Parking Places (Police Vehicles) Order 2019; (2) The Surrey County Council (Borough of Woking) (Bus Parking Places and Revocation) Order 2019; (3) The Surrey County Council (Various Roads in the Borough of Woking) (Prohibition of Stopping Outside Schools) Order 2019; (4) The Surrey County Council (Various Roads in Woking) Electric Vehicle Parking Places Order 2021;
(5) The Surrey County Council Various Roads in the Borough of Woking (On-Street Car Club Parking Places) Order 2019.
- Increased charges for Pay and Display, and for Voucher parking are proposed as follows: -
Woking CPZ (Zones 1 and 3) Pay and display charges –
Up to 30 minutes £1.20 Up to 45 minutes £1.80
Up to 1 hour £2.40
Voucher charges –
Up to 30 minutes £1.20 Up to 1 hour £2.40
Woking CPZ (Zone 2)
Pay and display charges –

(In Area 2 the maximum length of time a vehicle can park with vouchers is 3 hours. The price will increase by 80p per 30 minutes, up to a maximum price of £4.80 for 3 hours).

A copy of the plans detailing these proposals may be viewed on-line on our website at:- www.surreycc.gov.uk/wokingparking (look for Woking 2025 parking review), these plans showing the lengths of roads to which the Orders relate and a Statement of the Council’s reasons for proposing the Order may be inspected, free of charge during normal opening hours, at:- (a) Surrey County Council, Merrow Complex, Merrow Lane, Merrow, Guildford, GU4 7BQ; (b) Woking Library, Gloucester Walk, Woking, GU21 6EP; (c) West Byfleet Library, The Old Sorting Office, Rosemount Avenue, Surrey, KT14 6LB; and (d) Knaphill Library, 4 Anchor Crescent, Knaphill, GU21 2PD. Copies of the previous Orders may be viewed at the Surrey County Council office specified above by appointment. If you wish to object to, or make representations relating to the proposed Order, you must send the grounds for your objection or representation (including any in support), by
(1) using the online form via the webpage quoted above; or
(2) in writing to Mr D Curl at Hazel House, Merrow Lane, Guildford, Surrey GU4 7BQ; by 02 July 2026.
Where a restriction is proposed herein any existing restriction on the same length of road will be revoked, unless otherwise indicated. Any reference to a road in the Schedules is a reference to part of the road only.
