What is happening?

THE BOROUGH OF BLACKBURN WITH DARWEN

(M65 JUNCTION 5, BLACKBURN (TEMPORARY ROAD CLOSURE AND SPEED RESTRICTION) ORDER 2026)

NOTICE is hereby given that the Blackburn with Darwen Borough Council intend to make the above Order under Section 14(1)(a) of the Road Traffic Regulation Act 1984.

The effect of the Order is to close the following four areas listed below, with all four areas temporarily subject to a 30mph speed restriction.

1) Western edge of the Junction 5 Roundabout for the M65, including A6077

Diversion route for affected traffic will be via Haslingden Road, Shadsworth Road, Accrington Road, Blackburn Road, Henry Street, Hyndburn Road, Eastgate, Whalley Road, Burnley Road, Stanley Street, Abbey Street, Manchester Road, A56 J A680 Roundabout North of Haslingden, A56 Roundabout at Junction with Blackburn Road, Bury Road, A56 Slip Road To A680, A56 J A680 South Of Haslingden Join N, A56 Through J A680 South Of Haslingden N, A6177 South To A680, A56 From J A680 South Of Haslingden To J A6177 N, A56 From J A6177 To J A680 Roundabout North Of Haslingden N, A56 Slip Road To A6177, A56 J A6177 Leave N, Grane Road, Elton Road

2) M65 Junction 5 Roundabout North Section, including B6232

Diversion route for affected traffic will be via Haslingden Road, Elton Road, Grane Road, Deardengate, Blackburn Road, A56 J A680 Roundabout North of Haslingden, A56 Roundabout at Junction with Blackburn Road, Manchester Road, Abbey Street, Eastgate, Hyndburn Road, Henry Street, Accrington Road, Shadsworth Road

3) Western and Southern edge of Junction 5 of M65 Roundabout including Southern approach of the B6232

Diversion route for affected traffic will be via Haslingden Road, Shadsworth Road, Accrington Road, Blackburn Road, Henry Street, Hyndburn Road, Eastgate, Whalley Road, Burnley Road, Stanley Street, Abbey Street, Manchester Road, A56 J A680 Roundabout North Of Haslingden, A56 Roundabout At Junction With Blackburn Road, Bury Road, A56 Slip Road To A680, A56 J A680 South Of Haslingden Join N, A56 Through J A680 South Of Haslingden N, A6177 South To A680, A56 From J A680 South Of Haslingden To J A6177 N, A56 From J A6177 To J A680 Roundabout North Of Haslingden N, A56 Slip Road to A6177, A56 J A6177 Leave N, Grane Road, Elton Road

4) Southern extent of the M65 Junction 5 Roundabout

Diversion route for affected traffic will be via Haslingden Road, Elton Road, Grane Road, Deardengate, Blackburn Road, A56 J A680 Roundabout North of Haslingden, A56 Roundabout at Junction with Blackburn Road, Manchester Road, Abbey Street, Eastgate, Hyndburn Road, Henry Street, Accrington Road, Shadsworth Road

The closure is necessary for the following reason: Provide a safe Working area for improvement works

The Order will come into force on 15th June 2026 and shall continue in force for a period of eighteen months or until the works are completed, whichever is the earlier. However, it is anticipated that the works will be completed by 3rd September 2027.

Access for emergency vehicles and pedestrians will be maintained at all times.
