The Greenwich (Charged For-Parking Places) (Amendment No. *) Order 202*
1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Greenwich (hereinafter referred to as “the Council”) proposes to make the above-mentioned Orders under sections 6, 45, 46, 49, 124 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders would be to:
a) in Horseferry Place –
i. (northern section, west and north sides): outside and opposite No. 30, convert all single yellow line waiting restrictions (SYL) to double yellow lines ‘at any time’ waiting restrictions (AAT);
ii. (northern section, east side): between the northern kerb line and a point 5m north of the northern kerb line of Thames Street introduce (a) two adjacent disabled bays each measuring 6.6 metres(m) in length, (b) SYL operating ‘Mon-Sat 9am-5pm, Sunday 9am-6pm’ for 10.5m, and (c) convert the permit holders only parking space to ‘Resident permit holders only Zone G’ parking space operating ‘Mon-Sat 9am-5pm, Sunday 9am-6pm’;
iii. (northern section, west side): opposite No.28, replace 6 metres of SYL with an ‘Electric Vehicle Only’ parking place; and
iv. (all sides) at its junction with Thames Street, convert all SYL to AAT;
b) in Thames Street –
i. (all sides) at its junction with Horseferry Place, convert all SYL to AAT;
ii. (eastern section of east-west arm, north-east side) opposite 1 to 25 Macey House, convert the permit holders only parking place to ‘Resident permit holders only Zone G’ parking place operating ‘Mon-Sat 9am-5pm, Sunday 9am-6pm’;
c) in Felixstowe Road (south side) – outside No.140, replace 10m of the permit holders only bay with a ‘Car Club permit holders only’ parking place;
d) Revoke the ‘Disabled Badge Holders Only’ bay in:
i. Coxwell Road (south-east side) outside Nos. 7/9 and replace with ‘Permit Holders Only Mon-Fri 9.30am-11am Zone PL’ parking space;
ii. Vernham Road (west side): outside No. 5;
e) Introduce a 6.6m, unless stated otherwise, ‘Disabled Badge Holders Only’ bay in:
i. Alderwood Road (south-west side) – outside No. 124;
ii. Church Manorway (east side) – outside Nos. 22/24, extending from the southern boundary of No.22;
iii. Granby Road (east side) – outside No. 119;
iv. Humber Road (north-west side) – outside Nos.63/65, extending from a point outside its northeastern facing wall, replacing permit holders parking space;
v. Old Dover Road (south-west side) – opposite its junction with Dornberg Close, extending southeastwardly from a point immediately east to the eastern kerb of the access way to Nos. 2A-2N, replacing an equivalent length of free parking space (x2 bays);
vi. Sundorne Road (south-east side) –outside Nos.36/38, extending southwestwardly from the common boundary of Nos.34/36, replacing permit holders parking space;
vii. Whitworth Road (south-east side) – outside Nos. 57/59, extending northeastwardly from the southwest boundary of No. 59;
f) in Parkview Road (north-south arm – north-east side) – introduce SYL operating ‘Mon-Fri 9.30am-11.00am’ from a point outside the common boundary of Nos. 105/107, extending southeastwardly for 7.3m, replacing permit holders only parking space;
g) in Fingal Street (southern end) –
i.
(all sides) convert all SYL located to the south of Nos. 1 and 4 to AAT;
ii. (east side) adjacent to No. 117 Woolwich Road, convert the shared use parking place to a ‘Motorcycles Only’ parking place;
h) in Plumbridge Street (south-east side) – opposite Nos. 2/3, convert the pay and display parking place to a shared use bay for ‘Doctor permit holders only ‘D20’ Mon-Fri 8am-8pm’ and ‘Pay by phone, Max stay 4 hours, Sat 9am-5pm, Sun 9am-6pm’;
i) introduce AAT and ‘No loading at any time’ restrictions for 51m in:
i. Eltham Palace Road (both sides) – at its junction with Middle Park Avenue, from a point 1m east of the eastern boundary of No.101 extending northwestwardly;
ii. in Middle Park Avenue (both sides) – at its junction with Eltham Palace Road, from a point outside the northern boundary of No. 69 extending southeastwardly;
j) in Eynsham Drive – introduce AAT between: (south-east side)
i. the northeastern wall of No.63 and a point 30m southeast of said wall;
ii. the southwestern wall of No.27 and a point outside No.41, extending existing AAT; (north-west side)
iii. the northeastern boundary of No.72 and a point 35.5m northeast of said boundary;
k) in Thames Road (both sides) – introduce AAT from the south-eastern kerb line of Battery Road extending southeastwardly for 6.8m;
l) in Battery Road – between its junction with Merbury Road and No. 26 introduce AAT as set out below: (south-east kerb line)
i. between a point 6.5m east of the southwestern kerb line of Thames Road and the common boundary of Nos. 2/4;
ii. between Nos. 12 and 18 (inclusive); (north-west kerb line)
iii. from a point outside the northeastern facing wall of No. 27 extending southwestwardly for 28.1m;
iv. between Nos. 31 and 37 (inclusive), joining existing AAT on either side;
m) introduce 10m of AAT in:
i. Foxcroft Road (both sides) – at its junction with Shrewsbury Lane;
ii. Shrewsbury Lane (south-east kerb line) – on either side of its junction with Foxcroft Road;
n) in Pound Place –
i. provide a Restricted Parking Zone (RPZ) between its junction with Eltham High Street and a point 68 metres(m) south-eastward from said junction, where vehicles would be prohibited from waiting or loading “at any time” except in signed bays;
ii. remove the loading bay opposite Nos. 3 to 7;
iii. introduce a 9m pay-by-phone parking place adjacent to No. 100 Eltham High Street, operating Mondays to Saturdays, 8.30am to 6.30pm with a maximum stay of 1 hour and no charge for first 30 minutes of use.*
*The parking charges for the use of the pay-by-phone parking place referred to in paragraph ‘n)iii’ of this notice are based on vehicle emissions. The base charge for using the proposed pay-by-phone parking place is £3.10 as of May 2026. A discount on the price is applied based on a vehicle's carbon dioxide (CO2) emissions. 3. FURTHER NOTICE IS HEREBY GIVEN that the Council under the same RTRA sections mentioned in item 1 propose to make minor corrections to the traffic order map schedules (no physical changes will be made) to:
i. introduce AAT in New Acres Road (the arm located between No.11 New Acres Road and No.29 Battery Road), both sides, between the north-western kerb line of Battery Road and a point 10 metres north-west of that kerb line;
ii. replace the limited waiting parking place and SYL in Pound Place – outside Nos. 21 to 23 with a ‘Loading Only’ parking place;
iii. in Messeter Place (north side) – adjacent to Nos. 21 to 23 Pound Place introduce SYL operating ‘Monday-Saturday 8am-6.30pm’ for 26.5m, adjoining existing AAT restrictions on either side;
4. Copies of the proposed Orders, the statement of reasons for proposing to make the Orders and plans showing the proposals, along with a copy of the Consolidation Orders can be inspected during normal office hours on Mondays to Fridays inclusive at the Woolwich Centre Library, The Woolwich
Centre, 35 Wellington Street, London SE18 6HQ.
5. Any person who wishes to object to the proposals or make other representations should send a statement in writing by 24th June 2026 to: Parking Design Team, 3rd Floor, The Woolwich Centre, 35 Wellington Street, London SE18 6HQ or traffic-orders@royalgreenwich.gov.uk, quoting reference T12(25) - Minor Works Batch 7.
