THE BARNET (CHARGED-FOR PARKING PLACES) (AMENDMENT NO.201) ORDER 2026

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barnet have made on the 28th May 2026 the above-mentioned Orders under sections 6, 45, 46, 49 and 124 and Schedule 9 to the Road Traffic Regulation Act 1984 and all other enabling powers.

The general effect of the Free Order and the Charged-For Order will be to make permanent the provisions of The Barnet (Free Parking Places, Loading Places, Waiting, Loading and Stopping Restrictions) (Amendment No.261) (Experimental) Order 2025 and The Barnet (Charged-for Parking Places) (Amendment No. 169) (Experimental) Order 2025, which came into operation on Monday 17th March 2025.

In order to deter all-day commuter-type parking from taking place in certain lengths of roads situated in the Totteridge and Whetstone area thus improving resident parking opportunity and reducing traffic congestion in those roads, the Council consider that it will be beneficial to introduce a scheme, on an experimental basis that will extend the Totteridge and Whetstone ‘TW’ Controlled Parking Zone in roads listed under schedule 1, 2 and 3 below.

1. The general effect of the Charged-for Parking Places Order will be to:

(a) introduce parking places for the use of residents and their visitors in the roads listed in Schedule 1 to this Notice.

(b) provided that the parking places referred to in (a) above will operate between 2pm and 3pm Monday to Friday, during which motorists will be required to have a valid ‘TW resident’s permit associated with their vehicle, or have a ‘TW’ visitor voucher displayed in their vehicle, to be entitled to park in the parking places.

(c) introduce resident permit holders only ‘Past this point’ parking areas in the roads listed in Schedule 2 to this Notice.

(d) provided that the resident permit holders only ‘Past this point’ parking areas referred to in (c) above will operate between 2pm and 3pm Monday to Friday, during which motorists will be required to have a valid ‘TW’ permit associated with their vehicle or have a ‘TW’ visitor voucher displayed in their vehicle to be parked in the ‘Past this point’ parking area.

(e) introduce resident permit holders only ‘Past this point’ parking areas in the roads listed in Schedule 3 to this Notice.

(f) provided that the permit holders only ‘Past this point’ parking areas referred to in (e) above will operate between 2pm and 3pm Monday to Friday, during which motorists will be required to have a valid ‘TW’ and ‘TWZ’ permit associated with their vehicle or have a ‘TW’ and ‘TWZ’ visitor voucher displayed in their vehicle to be parked in the ‘Past this point’ parking area.

(g) introduce ‘pay by phone’ payment parking places with a maximum stay of 2 hours in Naylor Road N20, Birley Road N20 and Swan Lane N20.

(h) provided that the parking places referred to in (g) above will operate between 8am and 6.30pm, Monday to Saturday, during which motorists will be required to pay the requisite tariff to be entitled to park in the parking places. As a result of the pay by phone payment parking place being introduced on street referred to in (g) above lengths of waiting restrictions operating 8am to 6.30pm Monday to Saturday on Naylor Road and Birley Road N20 will be removed.

(i) provided that residents residing in the range of addresses detailed in the Schedule 4 to this notice will be eligible to purchase ‘TW’ resident’s permits and vouchers which will enable that motorist to park their vehicle without limitation during the operational hours of the parking places and ‘Past this Point’ parking areas referred to in (a), (c) and (e) above as appropriate.

(j) provided that vehicles displaying a valid disabled badge or motorcyclists will be able to park in the parking places and ‘Past this point’ areas during their controlled periods without need to display a parking permit or parking voucher.

2. For the parking places referred to in 1(g) above, the following tariff will apply:

3. The general effect of the Free Parking Places, Loading Places, Waiting, Loading and Stopping Restrictions Order will be to on an experimental basis:

(a) introduce Monday to Friday 2pm to 3pm waiting restrictions in the streets detailed in Schedule 1 to this notice;

(b) introduce ‘At any time’ waiting restrictions at the junction of Manus Way and Blakeney Close N20;

(c) introduce ‘At any time’ waiting restrictions on certain lengths of Manus Way, Blakeney Close N20, The Mount N20 and Swan Lane N20;

(d) upgrade an existing length of 7am to 7pm Monday to Saturday waiting restrictions at The Mount N20 to operate ‘at any time’ waiting restrictions;

(e) upgrade existing lengths of 8am to 6.30pm Monday to Friday waiting restrictions around the island site fronting Nos.21 to 27 Baxendale N20 to operate ‘at any time’ waiting restrictions.

(f) formalise the introduction of certain lengths of ‘At any time’ waiting restrictions situate opposite Swan Court–Swan Lane N20, and at the junction of Swan Lane with High Road N20. As a result of the waiting restrictions at the junction of Swan Lane being introduced lengths of waiting restrictions operating 7am to 7pm Monday to Saturday will be removed.

(g) formalise the upgrade of lengths of waiting restrictions operating 8am to 6.30pm Monday to Saturday to operate "At any time" at St Margarets Avenue N20 between the junctions of Totteridge Lane and High Road, Whetstone.

Loading will be permitted in parking places referred to in 1, and on waiting restrictions referred to in 3 above, for up to 40 minutes provided that the loading/unloading activity was seen to be actively taking place.

Virtual visitor’s parking permits are £2.60 each. The minimum order is for 4 parking permits. Each order thereafter will need to be in multiples of 4 parking permits.

Paper scratch card visitor’s parking permits are available in books of 4 and cost £3.11 each (1 book is £12.44). The minimum order is 12 parking permits (3 books of 4 permits is £37.32).

Permit prices are based on the engine size and emissions of your vehicle.

Permit and voucher charges are subject to review and change.

Copies of the Orders, which will come into operation on Sunday 31st May 2026 and the Council’s Statement of Reasons for making the Orders can be obtained, for a period of 6 weeks from the date on which this notice is published, by emailing parking.consultations@barnet.gov.uk or by writing to the Design Team, Highways Section, 7th Floor, 2 Bristol Avenue, Colindale, London NW9 4EW.

Any person wishing to question the validity of the Orders or any of its provisions on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or any regulations made there under have not been complied with in relation to the Orders may, within six weeks of the date on which the Orders was made, make application for the purpose to the High Court.
