Notice is hereby given Colchester City Council acting on behalf of the North Essex Parking Partnership exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 1st July 2022 propose to make the above Order under Sections 1(1), 2(1) to (3), 4(1), 4(2), 32, 35,45,46,49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984
The effect of the Order:
1. To introduce additional Disabled Badge Holders Only bays in West Gate Harlow.
This Order will be incorporated into The Essex County Council (Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by replacing tile numbers TL440 100 revision 4 with revision 5

(Abbess Road, Little Laver) (Temporary Prohibition of Traffic) Order 2026
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Abbess Road, Little Laver in the District of Epping Forest, from a point approximately 140m south west of its junction with Little Laver Road for a distance of approximately 95m in a south westerly direction. The closure is scheduled to commence on 30th June 2026 for 2 days, or where stated on a valid permit (BC411001WGND224T – Openreach Limited). Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Greensted Road, Ongar in the District of Epping Forest, from a point approximately 175m north west of its junction with Drapers Corner for a distance of approximately 115m in a northwesterly direction. The closure is scheduled to commence on 1st July 2026 for 3 days, or where stated on a valid permit (MX04410318428 – Affinity Water Limited). Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Harlow Common, North Weald Bassett in the District of Epping Forest, from a point approximately 115m north east of its junction with London Road for a distance of approximately 100m in a north easterly direction. The closure is scheduled to commence on 30th June 2026 for 2 days, or where stated on a valid permit (BC411001WGQM6M8L – Openreach Limited). (High Road, Loughton) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) Order 2026
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close that length of High Road, Loughton in the District of Epping Forest, from its junction with Warren Hill to its junction with Albion Hill a distance of approximately 295m.
2. To temporarily introduce a ‘No Waiting, No Loading and No Stopping’ in the above length of road for the duration of the closure only.
The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above length of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The closure/restriction is scheduled to commence on 29th June 2026 for 20 nights (2000-0500), or where stated on a valid permit (EP201EH2401105 – Essex County Council). Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Pigstye Green Road, Willingale in the District of Epping Forest, from a point approximately 75m south east of its junction with Norton Heath Road for a distance of approximately 100m in a south easterly direction. Effect of the order: To temporarily close that length of Rivermill, Harlow in the District of Harlow, from a point approximately 20m north of its junction with The Hornbeams for a distance of approximately 60m in a south easterly direction. Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close that length of Warren Hill, Loughton in the District of Epping Forest, from its junction with High Road to its junction with Nursery Road a distance of approximately 305m.
2. To temporarily introduce a ‘No Waiting, No Loading and No Stopping’ in the above length of road for the duration of the closure only.

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Woolmongers Lane, High Ongar in the District of Epping Forest, from a point approximately 185m north west of its junction with Nine Ashes Road for a distance of approximately 140m in a north westerly direction. The closure is scheduled to commence on 3rd July 2026 for 1 day, or where stated on a valid permit (BC008WGTJD80NPTSB – Openreach Limited). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole testing works are undertaken by Openreach Limited.

(Various Roads, District of Harlow) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) (No.2) Order 2026
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close that length of road in the District of Harlow as specified in the schedule.
2. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on the above length of road for the duration of the closure to facilitate the works. Signs will be installed indicating when the No Waiting restriction will be in force.
“The Essex County Council (Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above length of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The works being undertaken will take place within an 18-month period from 4th June 2026; exact dates will be specified on One.Network. The road will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the road.
