What is happening?
TRAFFIC ORDER PROPOSALS – 50 MILES PER HOUR SPEED LIMIT ON A30, WINCHESTER ROAD, BASINGSTOKE AND PROHIBITION OF U-TURNS ON A30, WINCHESTER ROAD, BASINGSTOKE
NOTICE IS HEREBY GIVEN that Hampshire County Council (“the Council”) proposes to make the above-mentioned two Orders, in exercise of its powers and duties under Sections 1, 2, 4, 5, 84 and 122 of the Road Traffic Regulation Act 1984 (“the Act”), Part IV of Schedule 9 to the Act, and of all other enabling powers, after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act and having discharged its duty under section 122 of the Act.
GENERAL NATURE AND EFFECTS OF THE ORDERS:
Order 1 (C892) will:
Extend existing 50mph speed limit on the Eastbound/Westbound carriageways of the A30 Winchester Road between a point 750 metres south-west of its junction with Trenchards Lane and its junction with the Northbound/Southbound carriageway of A30 Winchester Road where it meets the M3 Motorway Junction 7 Interchange.
Order 2 (A2156) will:
Prohibit any vehicle proceeding southbound on A30 Winchester Road 624 metres south-west of its roundabout junction with Houndsmoore Drive to make a U-Turn so as to travel northbound on A30 Winchester Road.

(ii) Deanes Reception Civic Offices, London Road, Basingstoke, RG21 4AH (Opening hours: Monday – Friday: 08.30 – 16.30)
(iii) Hampshire County Council Headquarters, The Castle, Winchester, SO23 8UJ (Opening hours: Mondays to Thursdays 8.30 – 17.15; Fridays 8.30 – 16.45)
(iv) Copies of the draft orders, plans and statement of reasons can also be obtained by emailing public.notices@hants.gov.uk or by writing to Traffic Orders Team, Safer Roads and Parking, Universal Services, 2nd Floor, Elizabeth II Court West, The Castle, Winchester SO23 8UD quoting reference: C892/SV (order 1) or A2156/SV (order 2)
OBJECTIONS AND OTHER REPRESENTATIONS: All objections/other representations in respect of this proposal must be made in writing to The Castle, Winchester, SO23 8UD or email public.notices@hants.gov.uk quoting reference: C892/SV (order 1) or A2156/SV (order 2), by Friday 19th June 2026. All objections must state the grounds on which they are made. Under the requirements of current access to information legislation, any statement you make to the Council in response to this Notice may be made available to the press and to the public, who would be entitled to take copies of it if they so wished.

Order 1 (C892)
“The Hampshire (A30 Winchester Road, Basingstoke) (40, 50 and 60 Miles Per Hour Speed Limit) Order 2026”; and
Order 2 (A2156)
“The Hampshire (A30 Winchester Road, Basingstoke) (Prohibition of U-turns) Order 2026”
