Southampton - Multiple Traffic Notices, Residents Parking Scheme and Waiting Restrictions

THE CITY OF SOUTHAMPTON (RESIDENTS PARKING) (ZONE 1-12 & 16) (AMENDMENT 30) ORDER 2025

NOTICE IS HEREBY GIVEN THAT SOUTHAMPTON CITY COUNCIL made the above Order on 20th May 2026, the effects of which will be:

To introduce a Residents Parking Scheme in the following roads: Alma Road (between Portswood Road and its western closed end), Avenue Road (between Portswood Road and its western closed end), Cedar Road (between Avenue Road and Lodge Road), Earls Road (between Livingstone Road and Lodge Road), Gordon Avenue, Highcliff Avenue, Livingstone Road, Rigby Road and Spear Road. Permit Holders Only, Monday to Saturday: 8am – 6pm and during stadium events restrictions would apply to these roads except as otherwise specified in 2, 3 and 4 below. Information on permit entitlement and the operation of the proposed scheme can be found in the letter sent to residents or on the Councils website: transport.southampton.gov.uk/TRO

To introduce no waiting at any time restrictions in the following lengths of road:

a. Alma Road

Both Sides, From its junction with Portswood Road to 15m west of the western kerbline of Portswood Road, From 10m east of the eastern kerbline of Earls Road to 10m west of the western kerbline of Earls Road;

North Side, From the boundary of 14 Alma Road and 16 Alma Road to the boundary between 44 Alma Road and 46 Alma Road, From 77m west of the western kerbline of Earls Road westwards for 6m, From 88.5m west of the western kerbline of Earls Road westwards for 5m, From 104m west of the western kerbline of Earls Road westwards for 5m, From 150.5m west of the western kerbline of Earls Road to the its western closed end;

g. Livingstone Road

Both Sides, From its junction with Gordon Avenue to 10m south of the southern kerbline of Gordon Avenue;

North Side, From 27m east of the boundary between 71 Gordon Avenue and the electricity substation eastwards for 7m, From 1m west of the boundary between 71 Gordon Avenue and the electricity substation to its junction with Gordon Avenue;

South Side, From 10m east of the eastern kerbline of Earls Road to 10m west of the western kerbline of Earls Road, From 17m west of its junction with Earls Road westwards for 3m, From the boundary between 105 Livingstone Road and 107 Livingstone Road to its junction with Gordon Avenue;

West & North Side, From 55m south of the southern kerbline of Gordon Avenue south-westwards to 2m west of the boundary between 2 Livingstone Road and 4 Livingstone Road.

h. Rigby Road

Both Sides, From its junction with Portswood Road to 10m west of the western kerbline of Portswood Road;

Closed End, For its entire length;

North Side, From 28m west of the western kerbline of Portswood Road westwards for 7m, From 73m west of the western kerbline of Portswood Road to its closed end;

South Side, From 21m west of the western kerbline of Portswood Road westwards for 10m, From the boundary between 15 Rigby Road and 17 Rigby Road to its closed end.

i. Spear Road

Both Sides, From southern kerbline of Avenue Road southwards for 10m;

East Side, From the boundary between 24 Spear Road and 26 Spear Road to the northern kerbline of Lodge Road;

West Side, From 26m south of the southern kerbline of Avenue Road southwards for 8.5m, From the northern kerbline of Lodge Road northwards for 28m.

To introduce Permit Holders or 2-hour limited waiting (no return same day), Monday – Saturday, 8am – 6pm and during stadium events in the following length of roads:

a. Alma Road

North Side, From 15m west of the western kerbline of Portswood Road westwards to the eastern boundary of 4 Alma Road; From 83m west of the western kerbline of Alma Road westwards for 5.5m; From 93.5m west of the western kerbline of Earls Road westwards for 10.5m; From 109m west of the western kerbline of Earls Road westwards for 41.5m.

b. Avenue Road

South Side, From 15m west of the western kerbline of Portswood Road to the boundary between 43 Portswood Road and 150 Avenue Road.

c. Earls Road

East Side, From 10m south of the southern kerbline of Livingstone Road southwards for 13m, From 28m south of the southern kerbline of Livingstone Road to 10m north of the northern kerbline of Alma Road, From 10m south of the southern kerbline of Avenue Road southwards for 14m;

West Side, From 10m south of the southern kerb-line of Livingstone Road southwards for 13m, From 39m south of the southern kerbline of Livingstone Road to 10m north of the northern kerbline of Alma Road, From 10m south of the southern kerbline of Avenue Road southwards for 6m, From 23m south of the southern kerbline of Avenue Road southwards for 8.5m.

d. Rigby Road

South Side, From 10m west of the western kerbline of Portswood Road westwards for 11m.

The following lengths of road would remain unrestricted:

a. Gordon Avenue

South Side, From 12m west of the western kerbline of Portswood Road westwards for 12m;

b. Alma Road

South Side, From 15m west of the western kerbline of Portswood Road to 1m east of eastern boundary of 3a Alma Road.

Note the introduction of the proposed Permit Holders or 2-hour limited waiting in Gordon Avenue, North Side, From 15m west of the western kerbline of Portswood Road westwards for 5.5m has been deferred.

This Order will come into operation on 1st July 2026.
