The Kensington and Chelsea (Free Parking Places, Loading Bays and Waiting, Loading and Stopping Restrictions) (Amendment No.*) Order 2026 and The Kensington and Chelsea (Charged–For Parking Places) (Amendment No.*) Order 2026
1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kensington and Chelsea (hereinafter referred to as “the Council”) propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders would be:-
(a) to replace all existing dockless bicycle bays in the Royal Borough of Kensington and Chelsea with shared-use electric scooter and dockless bicycle bays. This effects the following roads:

(b) to convert 5 metres (16ft) of residents’ parking to shared-use electric scooter and dockless bicycle bays in the following locations:
i. on the south-west side of Allen Street, the southernmost 5 metres (16ft) of residents’ parking outside the flank wall of No. 45 Abingdon Villas, situated in Allen Street;
ii. on the north-west side of Barlby Road, the westernmost 5 metres (16ft) of residents’ parking opposite No. 150 Barlby Road;
iii. on the south-east side of Bedford Gardens, outside No. 1 Bedford Gardens;
iv. on the south-west side Bolton Gardens, the southernmost 5 metres (16ft) of residents’ parking opposite the flank wall of No. 10 Bolton Gardens;
v. on the south-west side of Brewster Gardens, the southernmost 5 metres (16ft) of residents’ parking outside the flank wall of No. 6 North Pole Road, situated in Brewster Gardens;
vi. on the west side of Cadogan Place, opposite Nos. 68 and 69 Cadogan Place;
vii. on the west side of the eastern arm of Cadogan Square, opposite No. 25 Cadogan Square;
viii. on the south-west side of Cheyne Row, opposite Nos. 26 and 28 Cheyne Row;
ix. the south side of Crowthorne Road, opposite Robinson House, situated on Crowthorne Road. This is the westernmost 5 metres (16ft) of residents’ parking opposite the southern entrance to Robinson House, and is by the entrance to Westway Sports Centre;
x. on the south-west side of Elm Park Gardens, the northernmost 5 metres (16ft) of residents’ parking outside the flank wall of No. 273 Fulham Road, situated in Elm Park Gardens;
xi. on the south-west side of Embankment Gardens, opposite Nos. 13 to 16 Embankment Gardens;
xii. in the central parking bay of Elvaston Place, the westernmost 5 metres (16ft) of residents’ parking between Nos. 1 to 2 and Nos. 44 to 45 Elvaston Place;
xiii. on the north-east side of Fernshaw Road, the northernmost 5 metres (16ft) of residents’ parking outside the flank wall of No. 1 Edith Terrace, situated in Fernshaw Road;
xiv. on the north-west side of Gertrude Street, the westernmost 5 metres (16ft) of residents’ parking opposite No. 31 Gertrude Street;
xv. on the north-east side of Hollywood Road, outside the flank wall of No. 42 Cathcart Road, situated in Hollywood Road;
xvi. on the south side of Kelso Place, the easternmost 5 metres (16ft) of residents’ parking outside the flank wall of No. 1 Kelso Place;
xvii. on the south-west side of Kensington Park Road, opposite No. 142 Kensington Park Road;
xviii. on the south-east side Kensington Square, outside St James House, situated in Kensington Square, east of the existing in-carriageway cycle parking;
xix. on the west side of Ladbroke Terrace, outside the flank wall of No. 2 Holland Park Avenue, situated in Ladbroke Terrace, at its junction with Notting Hill Gate;
xx. on the south-west side of Lansdowne Road, outside Holland Park Underground Station. This would extend the existing dockless bicycle bay (which would be replaced by a shared-use electric scooter and dockless bicycle bay in 2(a) above) by 5 metres (16ft) north-westwards;
xxi. on the south-west side of Latimer Road, the northernmost 5 metres (16ft) of residents’ parking opposite No. 198 Latimer Road;
xxii. on the north-west side of Manson Place, outside the flank wall of No. 115b Queen’s Gate, situated in Manson Place;
xxiii. on the north-east side of the south-western corner of Onslow Square, opposite St Paul’s Church, situated in Onslow Square;
xxiv. on the north-east side of Ovington Street, outside the flank wall of No. 11 Walton Street, situated in Ovington Street;
xxv. on the east side of Palace Gardens Terrace, opposite No. 61 Palace Gardens Terrace. This is the residents’ bay directly south of the existing Santander Dock;
xxvi. on the west side of Pembridge Place, outside the flank wall of No. 13 Dawson Place, situated in Pembridge Place. This is the 5 metres (16ft) of residents’ parking south of its junction with Dawson Place;
xxvii. on the north-west side of Pembroke Gardens, the easternmost 5 metres (16ft) of residents’ parking outside the flank wall of No. 24 Edwardes Square, situated in Pembroke Gardens;
xxviii. on the north-east side of Phillimore Gardens, opposite No. 48 Phillimore Gardens;
xxix. on the east and west sides of the central parking bays on Queen’s Gate, north of its junction with Queensbury Mews West;
xxx. on the south-east side of Scarsdale Villas, the westernmost 5 metres (16ft) of residents’ parking outside the flank wall of No. 67 Earl’s Court Road, situated in Scarsdale Villas;
xxxi. on the north-east side of Sirdar Road, the southernmost 5 metres (16ft) of residents’ parking outside No. 58 Sirdar Road (the former police station);
xxxii. on the west side of Sloane Gardens, outside No. 2 Sloane Gardens. This would extend the existing dockless bicycle bay (which would be replaced by a shared-use electric scooter and dockless bicycle bay in 2(a) above) by 5 metres (16ft) southwards;
xxxiii. on the south-east side of St. John’s Gardens, at its junction with Ladbroke Grove. This would extend the existing dockless bicycle bay (which would be replaced by a shared-use electric scooter and dockless bicycle bay in 2(a) above) by 5 metres (16ft) south-westwards;
xxxiv. on the west side of St. Lawrence Terrace, outside the flank wall of No.38 Oxford Gardens, situated in St. Lawrence Terrace, and No. 1 St. Lawrence Terrace;
xxxv. on the west side of St. Mark’s Road, outside the flank wall of Thomas Derby Court, situated in St. Mark’s Road. This is the first 5 metres (16ft) of residents’ parking south of its junction with Lancaster Road;
xxxvi. on the north-east side of Stanley Crescent, opposite Nos. 13 and 14 Stanley Crescent;
xxxvii. on the east side of Stanhope Gardens, on the southeastern corner of Stanhope Gardens, opposite No. 27 Stanhope Gardens;
xxxviii. on the north-east side of Tadema Road, the southernmost 5 metres (16ft) of residents’ parking outside the flank wall of No. 16 Burnaby Street, situated in Tadema Road;
xxxix. on the south-east side of Tedworth Square, opposite No. 14 Tedworth Square, southwest of the existing on-carriageway bicycle bay;
xl. on the north-east side of Thorndike Close, the northernmost 5 metres (16ft) of residents’ parking outside the flank wall of Nos. 11-28 Thorndike Close;
xli. on the south-east side of Treverton Street, the westernmost 5 metres (16ft) of residents’ parking by the entrance to the Treverton Tower housing estate (TVE);
xlii. on the south side of Whitchurch Road, the westernmost 5 metres (16ft) of residents’ parking outside the flank wall of St Francis of Assisi School;
xliii. on the north-east side of Wornington Road, the nethermost 5 metres (16ft) of residents’ parking outside the flank wall of No. 63 Goldborne Road, situated in Wornington Road;
(c) on the west side of Adela Street, to convert 8 metres (26ft) of residents’ parking at its junction with Kensal Road, to shared-use electric scooter and dockless bicycle bay;
(d) on the south-west side of Cadogan Gardens, to convert 5 metres (16ft) of dockless cycle bay outside No. 47 Cadogan Gardens, to residents’ parking;
(e) on the south-east side of Fairfax Place, to convert 3 metres (10ft) of residents’ parking outside the flank wall of No. 15 Russell Road, situated in Fairfax Place, to shared-use electric scooter and dockless bicycle bay. This would extend the existing dockless bicycle bay (which would be replaced by a shared-use electric scooter and dockless bicycle bay in 2(a) above) by 3 metres (10ft) north-eastwards;
(f) on the west side of the public park on Hans Place, to convert 1 echelon residents’ parking bay and 1 echelon Pay-By-Phone visitors’ parking bay opposite No. 41 Hans Place, to a shared-use electric scooter and dockless bicycle bay. This is the northernmost Pay-By-Phone visitors’ bay and the first echelon residents’ parking by located to the north of it;
(g) on the south-west side of Holland Gardens, to convert 3 metres (10ft) of residents’ parking outside the flank wall of No. 35 Russell Road, situated in Holland Gardens, to shared-use electric scooter and dockless bicycle bay. This would extend the existing dockless bicycle bay (which would be replaced by a shared-use electric scooter and dockless bicycle bay in 2(a) above) by 3 metres (10ft) north-eastwards;
(h) on the east side of Ladbroke Terrace, to convert 5 metres (16ft) of dockless bicycle bay outside Gate Hill Court, situated in Ladbroke Terrace, to residents’ parking;
(i) on the south-east side of Lansdowne Walk, to convert 10 metres (32ft) of residents’ parking outside the flank wall between No. 26 Clarendon Road, situated in Lansdowne Walk, and No. 19 Lansdowne Walk, to shared-use electric scooter and dockless bicycle bay;
(j) on the south-east side of Lansdowne Walk, to convert 5 metres (16ft) of dockless bicycle bay outside the flank wall of No. 26 Clarendon Road, situated in Lansdowne Walk, to residents’ parking;
(k) on the north-west side of Lansdowne Walk, to convert 5 metres (16ft) of dockless bicycle bay opposite Nos. 11 and 12 Lansdowne Walk, to residents’ parking;
(l) on the north-east side of Palace Gate, to convert 8 metres (26ft) of residents’ parking outside No. 10 Palace Gate, to shared-use electric scooter and dockless bicycle bay;
(m) on the south-west side of Royal Avenue, to convert personalised disabled bay KC-701 located opposite Nos. 3 to 5 Royal Avenue, to a shared-use electric scooter and dockless bicycle bay;
(n) on the south-east side of Royal Hospital Road, to convert 1 Pay-By-Phone visitors’ parking bay opposite Nos. 17 to 19 Cheyne Place, situated in Royal Hospital Road, to a shared-use electric scooter and dockless bicycle bay;
(o) on the north-east side of Sydney Street, to convert 5 metres (16ft) of residents’ parking outside St Luke’s Church, situated in Sydney Street, south of the existing Pay-By-Phone visitor’s parking bay, to Pay-By-Phone visitors’ parking bay (hours of control: Monday to Saturday 8.30am to 6.30pm Max stay 4 hours);
(p) on the north-east side of Sydney Street, to convert 5 metres (16ft) of Pay-By-Phone visitors’ parking bay opposite Royal Brompton Hospital, located on Sydney Street, south of the existing Santander Bike Dock, to shared-use electric scooter and dockless bicycle bay;

A copy of the Orders and other documents may be obtained via email by contacting trafficorders@rbkc.gov.uk quoting reference “Dockless Bike and Scooter Bays” or can be inspected by appointment at Kensington Town Hall, Hornton Street, London W8 7NX during normal office hours on Mondays to Fridays inclusive.
4. Anyone wishing to support or object to any of the proposals or make any other representations in respect of them, should send a statement in writing to that effect, and in the case of an objection, stating the grounds thereof to the Council, by email to: micromobility@rbkc.gov.uk or by post to: Traffic Orders, Transportation and Highways, Kensington Town Hall, Hornton Street, London W8 7NX, quoting reference “Dockless Bike and Scooter Bays” by 17th June 2026.
5. Under the Local Government (Access to Information) Act 1985, any letter you write to the Council in response to this Notice may be made available to the press and to the public, who would be entitled to take copies of it if they so wished.
