SUFFOLK COUNTY COUNCIL (BOROUGH OF IPSWICH) (STOPPING, WAITING AND LOADING PROHIBITIONS AND RESTRICTIONS AND ON-STREET PARKING PLACES) (CONSOLIDATION) ORDER 2019 (BOROUGH OF IPSWICH) (VARIOUS ROADS) (PROHIBITION OF WAITING, (PROHIBITION OF ENTRY AND PROHIBITION OF RIGHT TURN) (VARIATION NO.52) ORDER 202- and SUFFOLK COUNTY COUNCIL ROAD TRAFFIC REGULATIONS ACT 1984: SECTION 23 & 25

NOTICE OF PROPOSED PARALLEL CROSSING ON CAULDWELL HALL ROAD (C23), BOROUGH OF IPSWICH

Prohibition of Waiting, Entry and Right Turn

Suffolk County Council proposes to make the above order under Sections 1(1) and (2), 2(1) to (3), 4(2) and Part V of Schedule 9 of the Road Traffic Regulation Act 1984, as amended, which would substitute revision 3 of Map Tile GK126 in place of revision 2 of the same Map Tile, into the above-named 2019 order. The effect of this would be to:

• Introduce ‘No Waiting at Any Time’ on:

• St Johns Road (U2638), on its south side, for 9.1m starting 2m west of its junction with Cauldwell Hall Road, and

• Freehold Road (U2671), on its north side, for 13m from its junction with Cauldwell Hall Road into Freehold Road.

• Remove ‘No Waiting at Any Time’ on:

• Marlborough Road (U2643) on its south side at its southern junction with Cauldwell Hall Road (C23) for 7.8m;

• Marlborough Road (U2643) and St Johns Road (U2638) starting at the northern side of the junction of Marlborough Road and Cauldwell Hall Road, extending into the southern side of the junction with St Johns Road (U2638) for 25.6m;

• Cauldwell Hall Road (C23) and St Johns Road (U2638) at the west side of Cauldwell Hall Road and extending into the north side of its junction with St Johns Road for 8.7m, and

• Cauldwell Hall Road (C23) and Freehold Road (U2671) for 32.7m starting on the east side at a point outside 199 Cauldwell Hall Road and ending on the north side of Freehold Road at a point approximately 13m into the junction.

Additionally, this order would prohibit any motor vehicle to proceed into Freehold Road (U2671) from its junction with Cauldwell Hall Road (C23) and also prohibit any vehicle to make a right hand turn into Cauldwell Hall Road from its junction with Freehold Road.

Road Crossing

Suffolk County Council proposes to remove the existing signal-controlled crossing on Cauldwell Hall Road (C23) and install a parallel crossing at a point 10m north of the centre of Marlborough Road (U2643).

Exemptions

Exemptions to the waiting restrictions allow a vehicle to wait for so long as is necessary to board or alight or to load and unload for building, industrial or demolition works; for emergency services; for the maintenance of the road or its services; and for fulfilling statutory duties. There are the usual exemptions for Blue Badge holders.

Exemptions to the prohibition of entry and right turn shall permit any vehicle to proceed in the length of road specified therein to enable the vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in connection with: police operational, fire brigade or ambulance purposes; building, industrial or demolition operations; the removal of any obstruction to traffic; the maintenance, improvement or reconstruction of the said length of road; the laying, erection, alteration or repair in or on land adjacent to the said length of road of any sewer or of any main, pipe or apparatus for the supply of gas, water or electricity or of any telecommunications system as defined in the Telecommunications Act 1984; if it cannot conveniently be used for such purposes in any other road, to be used in the service of a local authority or of a water authority in pursuance of statutory powers or duties; and the use of the road by cyclists.

Copies of the draft order, maps showing the roads affected, and the location of the crossing, and the Council's reasons for the proposals, may be seen with advance notice at the address below, 9am - 5pm Monday - Friday; also at Ipswich County Library, Northgate Street, Ipswich, IP1 3DE, Monday, Wednesday, Thursday: 9am - 6pm, Tuesday and Friday: 9am - 7pm, Saturday: 8.30am - 5pm, Sunday: 10am - 4pm.

Objections and any other representations relating to these proposals, specifying the grounds on which they are made, must reach Rhea Philip, Suffolk County Council Legal Services at the address below or at rhea.philip@suffolk.gov.uk no later than 13/06/2026.
