What is happening?

LEICESTER CITY COUNCIL (DONCASTER ROAD AREA, LEICESTER) (RESIDENTS’ PARKING SCHEME) (PARKING CONSOLIDATION ORDER 2025 AMENDMENT NO.14) TRAFFIC REGULATION ORDER 2026 (TMP1001)

NOTICE IS HEREBY GIVEN that The Leicester City Council HAS MADE an Order under Sections 1, 2, 32, 35 and Part IV of Schedule 9 of the Road Traffic Regulation Act, 1984, and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the 1984 Act, and by the virtue of section 74 of the Traffic Management Act 2004 (“the 2004 Act”) as amended and all other enabling powers, in respect of roads in the City of Leicester being a Civil Enforcement Area (CEA). The effects of the Order are set out in Schedule 1 to this Notice.

The effects of this Order to this Notice will be: -

• To provide a Residents permit parking only past this point (except in signed bays), Residents’ Zone ‘T’ operating all hours on all days on the following roads: Ardath Rd, Beverley Ave, Doncaster Rd, Glendon St, Halkin St, Melrose St and part of Harrison Rd.

• To amend existing and introduce limited waiting bays that will allow vehicles to wait for up to 1 hour with a ‘no return’ period of 1 hour to operate between 7:30am to 6pm which will be/revert to a general parking place at all other times on parts of the following roads:- Doncaster Road, Halkin Street, Harrison Road and Melrose Street.

• To amend the times of the existing Doctors permit only bay on Doncaster Rd to operate between the hours of 7am to 7pm Monday to Friday only. This bay will revert to zone ‘T’ residents’ permit holders overnight & at weekends.

• To amend the times and length of the existing loading bay on Doncaster Rd to operate between the hours of 7:30am to 6pm Monday to Sunday and increase in length from 6 metres to 24 metres at all other times the bay becomes a general parking place.

• To introduce junction protection (double yellow lines and kerb markings) which prohibit vehicles from waiting and loading at all times on the following junctions: - Melrose St & Harrison Rd, Melrose St & Glendon St and a prohibition from waiting (double yellow lines) at all times on the junction of Beverley Avenue & Glendon St.

• To introduce prohibition of loading (double kerb markings) which will operate at all times on all days on the junctions of Doncaster Road & Harrison Road, Halkin Street & Harrison Road, Doncaster Road & Glendon Street and Halkin Street & Glendon Street.

• To revoke certain existing Prohibitions, Restrictions and Provisions.

A COPY of the Order, the relevant plans, the Council’s statement of reasons for proposing to make the Order and extract copies of the Order being amended may be seen at Leicester City Council’s website: leicester.gov.uk/trafficregulationorders, on Traffweb: https:// leicester.traffweb.app or during normal opening hours at Leicester City Council, Customer Service Centre, 91 Granby Street, Leicester, LE1 6FB.

If you wish to question the validity of the Order (which was made on 20th May 2026) or of any provisions contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of that Act, or of any instrument made under it has not been complied with in relation to the Order, you may, within six weeks from the 20th May 2026 apply to the High Court for this purpose.

THIS ORDER WILL COME INTO FORCE ON 1st June 2026.
The Order is to introduce a Residents permit scheme zone (‘T’) on the streets the listed above. To support local business & amenities there will be limited waiting bays that will allow visitors to park for up to 1 hour during the daytime. The formal reason for these proposals is for preserving or improving the amenities of the area through which the roads run.
