What is happening?

LIVERPOOL CITY COUNCIL PUBLIC NOTICES

Proposed Traffic Regulation Orders Affecting Springfield Gardens, L12.

Notice is hereby given that the Council proposes to make the below-mentioned Orders under Sections 1, 2, 4, 19, 32, 35, 38, 45-46, 49, 53, 84 & Part IV of Schedule 9 to The Road Traffic Regulation Act 1984, the effect of which will be: -

1. The Proposed City Council of Liverpool (North - Part 1 Stationary Vehicle Offences) (Consolidation) (Order 2006) (Variation N°XXX) Order, 2026, (Ref: LS/CL&G/PRT/NRB/TRO 10572/TM 3734) to: -

(A) Include the new Residents Parking Place (Permitted Parking Area) on Springfield Gardens (Permitted Parking Area) - for its entire length.

(B) Prohibit, with certain exceptions, any vehicle from waiting (Mon-Fri, 7am-7pm) on Springfield Gardens, both sides, from each of its junctions with Alder Road for a distance of 10m in a southerly direction.

2. The Proposed City Council of Liverpool (North - Part 2 Moving Vehicle Offences) (Consolidation) (Order 2006) (Variation N°XXX) Order, 2026, (Ref: - LS/CL&G/PRT/NRB/TRO 10573/TM 3734) to prohibit any vehicle from being driven at a speed in excess of 20 m.p.h. on the entire length of Springfield Gardens.

The exceptions referred to in Article 1(B) only will enable a vehicle to wait for so long as is necessary to enable:-

(a) a person to board or alight from the vehicle; (b) the vehicle, if it cannot conveniently be used for such purposes in any other road, to be used in connection with any of the following operations, namely: -

(i) building, industrial or demolition operations;

(ii) the removal of any obstruction to traffic;

(iii) the maintenance, improvement or reconstruction of the said sides of lengths of road;

(iv) the laying, erection, alteration or repair in, or in land adjacent to, the said sides of lengths of road of any sewer or of any main, pipe or apparatus for the supply of gas, water or electricity or of any telecommunications apparatus as defined in Section 4 of The Telecommunications Act, 1984, including telephone kiosks;

(c) the vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in the service of a local authority in pursuance of statutory powers or duties;

(d) the vehicle to be used by a postal operator for the purpose of delivering or collecting postal packets from premises or postal boxes adjacent to the said sides of lengths of road;

(e) the vehicle to be used in connection with any wedding or funeral;

(f) the vehicle to be used for fire brigade, ambulance or police purposes;

(g) the vehicle which, for a period not exceeding three hours, displays a valid disabled person’s badge and parking disc/clock and that same vehicle is to be used by a disabled person whose badge and parking disc/clock is correctly on display in accordance with the Department for Transport’s guidebook, “The Blue Badge Scheme:

Rights And Responsibilities In England” (excluding Article 1(B)); (h) to enable goods to be loaded on to or unloaded from the vehicle (excluding Article 1(B)); or (i) the vehicle to wait upon an authorised parking place; or being a hackney carriage, to wait upon a hackney carriage stand. Copies of the Orders, the plan and statement of the Council’s reasons for proposing to make the same may be inspected at The Planning & Regulatory Team, City Law & Governance, Legal Services, 4th Floor, Cunard Building, Water Street, Liverpool, L3 1AH & at the offices of the Director of Transport & Highway’s Highway Development Control Section, 4th Floor, Cunard Building, Water Street, Liverpool, L3 1AH between the hours of 9.15 a.m. and 4.00 p.m. on Mondays to Fridays inclusive.

If you wish to make representations about either of the proposals you should send the grounds for your objection to or support for the same, in writing to the undersigned on or before the 18 June 2026.

In the event of there being objections received to either Order, which remain un-withdrawn, they will be considered before any decision is made on whether or not to make the Order operative.
