What is happening?

SECTION 14(1)(A) ROAD TRAFFIC REGULATION ACT 1984 AS AMENDED BY THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991

TEMPORARY ROAD CLOSURE – KINGS ROAD

THE COUNCIL OF THE LONDON BOROUGH OF HARROW HEREBY GIVE NOTICE that they intend to make a Temporary Traffic Management order under the provisions of Section 14 (1) (a) of the Road Traffic Regulation Act 1984 as amended by the Road Traffic (Temporary Restrictions) Act 1991. This is to facilitate installation of new 20mph zone.

  1. The order may be cited as The Harrow (Kings Road) Temporary Traffic Order 2026 and would be operational on 21st May 2026 and would remain in effect for a legal duration of 18 consecutive months or until the completion of the works, whichever is the sooner. It is anticipated that all the work should be complete by 7th June 2026.

  2. Vehicles would be prohibited from:

a) Entering or exiting Kings Road between its junctions with Eastcote Lane and Hamilton Crescent.

b) Entering or exiting Kings Road between its junctions with Stiven Crescent and Stuart Avenue.

c) Entering or exiting Kings Road between its junctions with Stuart Avenue and Malvern Avenue.

d) Entering or exiting Kings Road between its junctions with Clovelly Way and Newquay Crescent.

e) Entering or exiting Kings Road between its junctions with Ravenswood Crescent and Drake Road.

f) Entering or exiting Warden Avenue between its junctions with Kings Road and Berriton Road.

g) Entering or exiting Berriton Road between its junctions with Warden Avenue and Perwell Avenue.

h) Entering or exiting Berriton Road between its junctions with Perwell Avenue and Capthorne Avenue.

i) Entering or exiting Perwell Avenue between its junctions with Berriton Road and Kings Road.

j) Entering or exiting Bodmin Close at its junction with Kings Road.

k) Entering or exiting Hamilton Crescent at its junction with Kings Road.

l) Entering or exiting Jordan Close at its junction with Hamilton Crescent.

m) Entering or exiting Hodson Close at its junction with Hamilton Crescent.

  1. Nothing in paragraph 2 above would apply to:-

(a) any vehicle being used for ambulance, fire brigade or police purposes;

(b) anything done with the permission or at the direction of a police constable in uniform or a civil enforcement officer;

(c) any person who causes any vehicle to proceed in accordance with any restriction or requirement indicated by traffic signs placed pursuant to Section 66 or Section 67 of the Road Traffic Regulation Act 1984;

(d) any vehicles used in connection with new 20mph zone works;

(e) any vehicles needing to gain access to properties in the closed extents as far as is practicably possible.

  1. The provisions of the order will not have effect unless all the signs in accordance with the provisions of the Traffic Signs Regulations and General Directions 2016 are displayed, removed or covered, or unless at the direction of a police constable in uniform or a civil enforcement officer.

  2. Diversion route;

(a) Kings Road junction with Eastcote Lane to junction of Malvern Avenue - via Malvern Avenue, Alexandra Avenue, Eastcote Lane and vice versa.

(b) Kings Road junction with Malvern Avenue to junction of Warden Avenue - via Alexandra Avenue, Malvern Avenue, Kings Road and vice versa.

(c) Warden Avenue junction with Kings Road to junction of Alexandra Avenue - via Alexandra Avenue, Malvern Avenue, Kings Road.

(d) Berriton Road junction with Warden Avenue to junction of Perwell Avenue - via Kings Road, Warden Avenue, Perwell Avenue and vice versa.

(e) Berriton Road junction with Perwell Avenue to junction of Capthorne Avenue - via Perwell Avenue, Kings Road, Capthorne Avenue and vice versa.

(f) Perwell Avenue - via Kings Road, Warden Avenue, Berriton Road and vice versa.

(g) Access to be always maintained on Bodmin Close via traffic management operative.

(h) Access to be always maintained on Hamilton Crescent via traffic management operative.

(i) Access to be always maintained on Jordan Close via traffic management operative.

(j) Access to be always maintained on Hodson Close via traffic management operative.
