EXPERIMENTAL TRAFFIC REGULATION ORDER 2026
Notice is hereby given that on 20 May 2026 the Borough Council of Gateshead (“the Council”) made an Experimental Traffic Regulation Order under Sections 1(1), 2(1) to (3), 4(2), 9, 10, 81, 82, 83, 84 of the Road Traffic Regulation Act 1984 (“the 1984 Act”) and Part IV of Schedule 9 to the Act and by virtue of the Traffic Management Act 2004 (“the 2004 Act”) and all other enabling powers.
The effect of the Order will be to reduce the speed limit on the A694 Lockhaugh Road from 40mph to 30mph between the junction of Thornley Lane and Burnopfield Road and will therefore:
i. Amend The Borough Council of Gateshead (Speed Amendment) (A695 Ryton Crawcrook Bypass) Traffic Regulation Order 2020 to revoke in Part 5 ‘40mph Speed Limit’ item 1 ‘Ashtree Lane/ Rowlands Gill’ the entry relating to A694 Lockhaugh Road in its entirety; and
ii. Amend The Borough Council of Gateshead (Speed Limits) (Consolidation Order) 2009 to revoke in Schedule 4 Part II ‘40mph Speed Limit’ item 1 ‘Ashtree Lane/Rowlands Gill’ the entry relating to A694 Lockhaugh Road in its entirety; and
iii. Create a new Schedule titled ‘40mph Speed Limit’ and insert the new item as set out below.
The Order includes a provision to enable the Council’s Service Director of Highways and Waste (or their duly authorised officer) to modify or suspend any of the provisions within the Order, whilst it remains in force in accordance with Section 10(2) of the 1984 Act. The Order comes into operation on 01 June 2026 on an experimental basis and it will be in force for a maximum period of 18 months.
A copy of the Order, a plan showing the length of road affected and a statement of the Council’s reasons for making the Order may be viewed at the information desk on the ground floor of Gateshead Council’s Civic Centre, Regent Street, Gateshead, NE8 1HH, Monday to Thursday between 8.45am and 5.00pm and Friday between 8.45am and 4.30pm or online at: www.gateshead.gov.uk/trafficschemes.
The Council will be considering in due course whether the provisions of the Order should be continued in force indefinitely.
Any person may object to the making of such a permanent Order within a period of six months from 01 June 2026, stating the grounds for the objection in writing to be received by the undersigned on or before 01 December 2026 quoting reference HW/021410. Any comments in support of the Order are also invited during this period.
If any person wishes to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act or that any requirement of the Act or of any instrument made under them has not been complied with, that person may, within 6 weeks from the date on which the Order is made, apply to the High Court for that purpose.
