What is happening?

THE SURREY COUNTY COUNCIL

Amendments to Waiting and Loading Restrictions And On-Street Parking Places in the Borough of Epsom and Ewell Surrey County Council propose to make "The Surrey County Council (Various Roads in Epsom and Ewell) Amendment of Waiting Loading and Unloading Prohibition and On-Street Parking Places Orders) (Amendment No.10) Order 202-"

The purpose and effect of the Order will be to make certain amendments to the waiting and parking restrictions in the Borough of Epsom and Ewell under Sections 1(1), 2(1) to (3), 4(2), 32, 35, 36, 45, 46, 49, 51 and 53 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 ("the Act") as follows:-
(1) Amend "The Surrey County Council (Various Roads in Epsom and Ewell) (Revocation and Consolidation of Waiting, Loading and Unloading Prohibition and Restriction) Order 2018" so as to:-
(a) prohibit waiting by vehicles in certain lengths of the roads specified in the Schedule to this Notice, on the days and at the times indicated in the said Schedule;
(b) provide that exemptions for loading on and unloading from vehicles, boarding, and alighting from vehicles, using vehicles for works on or adjoining the lengths of roads referred to in the Schedule, the maintenance of those roads and the services in them and for disabled persons’ vehicles in accordance with the Blue Badge Scheme, will apply to the afore-mentioned restrictions;

(2) Amend "The Surrey County Council (Various Roads in Epsom and Ewell) (Consolidation and Revocation of Free Street Parking Places) (Disabled Persons) Order 2018" so as to revoke the existing disabled persons’ free on-street parking place in a certain length of Scotts Farm Avenue, Ewell without replacement

(3) Amend "The Surrey County Council Various Roads in the Borough of Epsom and Ewell (Consolidation of Permit Holder Only) (On-Street Parking Places) Order 2018" so as to:-
(a) Include the residents of No. 63, 65 and 67, Burgh Heath Road, Epsom, Flat 1 and Flat 3, No.2 Burgh Heath Road, Epsom and No.2 Pitt Road, Epsom to be eligible for permits in Permit Parking Zone "M". The following provisions will apply:-
(i) the vehicles which may be left in the parking place, during the hours of operation shall be vehicles displaying a valid parking permit bearing the appropriate identifying letter;
(ii) provide residents’ parking permits for residents of the said properties, which will allow them to park in the said on-street permit holders’ only parking place during the hours of operation. Such permits will cost £84 for the first permit, £104 for a second permit and £134 for any subsequent permit (as applicable) and will be valid for a period of twelve months. These charges will rise by £4 on the 1st of April on each of 2026, and 2028. The charge for a duplicate permit or a change of permit due to the change of vehicle will be £15;
(iii) provide that such residents parking permits shall be allocated using the following calculation: the sum of the number of vehicles registered to the place of abode minus the number of off-street parking places for such place of abode;
(iv) provide for:
(1) Residents to purchase permits for use by their visitors at a cost of £2 each, which will be valid for one day, subject to a limit of 150 pa, or £1 which will be valid for 2 hours limited to 250 pa;
(2) Operational Permits, for use by doctors and nurses, and Carers Permits, for carers and community care personnel who are required to make visits to residents, which will be free of charge and;
(3) Child Care Permits, for persons employed to visit a resident for the purpose of child care, pursuant to a contract of employment, will incur the same cost as a resident’s permit, dependant on how many permits the resident has already been issued
(b) Include the residents of No.7 and No.7A Ashley Road, Epsom to be eligible for permits in Permit Parking Zone "G". The costs and conditions of use will be the same as in sub-paragraphs (3)(a)(i) to (3)(a)(iv) above.

(4) Make certain drafting amendments to the following existing Orders which impose waiting, loading and unloading and parking prohibitions and restrictions in the Borough of Epsom and Ewell, which will not affect the operation of those prohibitions and restrictions:-
(a) The Surrey County Council (Various Roads in Epsom and Ewell) (Consolidation of Free On-Street Loading Bays and Goods Vehicles’ Free On-Street Loading Bays) Order 2018
(b) The Surrey County Council (Various Roads in Epsom and Ewell) Electric Vehicle Parking Places Order 2023
(c) The Surrey County Council Various Roads in the Borough of Epsom and Ewell (On-Street Car Club Parking Places) Order 2023
(d) The Surrey County Council (Various Roads in Epsom and Ewell) (Consolidation of Free Street Parking Places and Revocation) Order 2018
(e) The Surrey County Council (Various Roads in Epsom and Ewell) (Consolidation and Revocation of Prohibition of Stopping Outside Schools) Order 2018
(f) The Surrey County Council Hookfield and Lindsay Close Controlled Parking Zone in the Borough of Epsom and Ewell (Consolidation of Waiting Restrictions and On-Street Parking Places) Order 2018

Where a restriction is proposed herein any existing restriction on the same length of road will be revoked, unless otherwise indicated.

Copies of the proposed Order, together with plans showing the lengths of roads to which the Orders relate and a Statement of the Council’s reasons for proposing the Orders may be inspected, free of charge, at

(1) Surrey County Council, Merrow Complex, Merrow Lane, Merrow, Guildford, GU4 7BQ, by appointment only

(2) Epsom Town Hall, The Parade, Epsom, KT18 5BY, during normal office hours;

(3) Epsom Library, Ebbisham Centre, No. 6 Derby Square, Epsom, KT19 8AG;

(4) Bourne Hall Library, Spring Street, Ewell, KT17 1UF;

(5) Stoneleigh Library, No. 1 Stoneleigh Broadway, Stoneleigh, KT17 2JA and;

(6) Ewell Court Library, Ewell Court House, Lakehurst Road, Ewell, KT19 0EB
