M25 Motorway, A13 And A1089 Trunk Roads - Temporary Traffic Restrictions

What is happening?

M25 MOTORWAY, A13 AND A1089 TRUNK ROADS (LOWER THAMES CROSSING PROJECT NORTH) TEMPORARY TRAFFIC RESTRICTIONS

Notice is hereby given that National Highways Limited intends to make an Order on the M25 Motorway and A13 and A1089 Trunk Roads in the County of Essex and the Unitary Authority of Thurrock (including roads under the jurisdiction of the Unitary Authority of Thurrock), under Sections 14(1)(a) and 15(2) of the Road Traffic Regulation Act 1984 because works are proposed to be executed on the road.

The effect of the Order would be:-
1) to authorise the closure (in phases) of;
a) both carriageways of the M25 between Junction 28 (A12) and Junction 30 (A13);
b) both carriageways of the A13 between Mardyke Interchange (M25 Junction 30) and Orsett Cock (A128/A1013);
c) both carriageways of the A1089 between Baker Street Interchange (A13) and Marshfoot Interchange (A126);
d) all the slip and link roads leading to and from the carriageways described in a) – c) above; and
e) the maintenance lay-by adjacent to the eastbound carriageway of the A13 between points approximately 391 metres and 448 metres east of Stifford Clays Road underbridge;

2) to impose the following 24-hour mandatory 60, 50, 40, 30, 20 and 10mph (convoy working) speed limit options as and when required:-

i) 60 mph and 50 mph:
a) the clockwise carriageway of the M25 between the centreline of the A12 overbridge and a point approximately 1720 metres south of the centreline of Dennis Road/Dennises Lane underbridge;
b) the anticlockwise carriageway of the M25 between a point approximately 1340 metres north of the centreline of Stifford Road (B1335) overbridge and a point approximately 725 metres north of the centreline of Warley Road overbridge;
c) the eastbound carriageway of the A13 between the centreline of Mar Dyke Interchange (M25 Junction 30) and a point approximately 285 metres east of the centreline of Orsett Cock (A128/A1013) eastern overbridge;
d) the westbound carriageway of the A13 between a point approximately 285 metres east of the centreline of Orsett Cock (A128/ A1013) eastern overbridge and the centreline of Mar Dyke Interchange (M25 Junction 30);
e) the northbound carriageway of the A1089 between a point approximately 835 metres north of its departure point from ASDA roundabout and its merge with the eastbound carriageway of the A13; and
f) the southbound carriageway of the A1089 between its divergence from the eastbound carriageway of the A13 and a point approximately 315 metres south of the centreline of Marshfoot Road (A126) overbridge;

ii) 40mph; M25 and A13 as 2.i) above; and
a) the northbound carriageway of the A1089 between a point approximately 85 metres north of its departure point from ASDA roundabout and its merge with the eastbound carriageway of the A13; and
b) the southbound carriageway of the A1089 between its divergence from the eastbound carriageway of the A13 and a point approximately 1320 metres south of the centreline of Marshfoot Road (A126) overbridge (existing permanent transition to 30 Mph);

iii) 30mph; M25 and A13 as 2.i) above; and
a) the northbound carriageway of the A1089 between a point approximately 85 metres north of its departure point from ASDA roundabout and its merge with the eastbound carriageway of the A13;
b) the southbound carriageway of the A1089 between its divergence from the eastbound carriageway of the A13 and a point approximately 1320 metres south of the centreline of Marshfoot Road (A126) overbridge (existing permanent transition to 30 Mph); and
c) the southbound carriageway of the A1089 between a point approximately 30 metres south of its departure point from ASDA Roundabout and the entrance to Tilbury Docks;

iv) 20 mph; A13 as 2.i) above; and
a) the northbound carriageway of the A1089 between the entrance to Tilbury Docks and its merge with the eastbound carriageway of the A13;
b) the southbound carriageway of the A1089 between its divergence from the eastbound carriageway of the A13 and the entrance to Tilbury Docks; and
c) the entire circulatory carriageway of ASDA roundabout;

v) 10 mph A13 as 2.i) above, A1089 as 2.iv) above.

3) to impose a 24-hour vehicular width restriction of 2.0 metres on:
a) the outside two lanes (2 and 3) of the eastbound carriageway of the A13 between a point approximately 40 metres west of the centreline of Stifford Clays Road underbridge and a point approximately 260 metres west of the centreline of Rectory Road overbridge; and
b) the outside two lanes (2 and 3) of the westbound carriageway of the A13 between a point approximately 335 metres west of the centreline of Rectory Road overbridge and a point approximately 1160 metres south of the centreline of the A1089 underbridge;
c) the outside lane (lane 4) of the clockwise carriageway of the M25 between a point approximately 1410 metres south of the centreline of the B187 underbridge and a point approximately in line with the centreline of Dennis Road/Dennises Lane underbridge; and
d) the outside lane (lane 4) of the anticlockwise carriageway of the M25 between a point approximately 195 metres south of the centreline of Dennis Road/Dennises Lane underbridge and a point approximately 40 metres north of the centreline of the B1421 overbridge;
e) the outside lane of the northbound carriageway of the A1089 between a point 100 metres south of the tip of the nosing of its divergence from the link leading to the westbound carriageway of the A13 to a point on that link 200 metres north of that divergence;
f) the outside lane of the road connecting the westbound carriageway of the A13 to the southbound carriageway of the A1089 between a point 200 metres past the start of the hatching on A13 westbound to A1089 southbound exit slip and a point 100 metres past the end of the hatching on A1089 southbound.

4) to advise that new temporary roads would be constructed and contraflows will operate as follows:
a) a clockwise carriageway to run east of the existing road for the M25 (including a works access); on completion during part of the construction phase the anticlockwise traffic would be re-directed such that no traffic shall proceed on the existing clockwise carriageway between points approximately 195 metres and 895 metres north of the centreline of Dennis Road/Dennises Lane underbridge in any direction other than anticlockwise; and
b) an eastbound carriageway of the A13 to run north of the A1089 Interchange, together with new feeder lanes; on completion the westbound carriageway of the A13 would be redirected such that no traffic shall proceed on the existing eastbound carriageway in any direction other than westbound between a point approximately 970 metres west of the centreline of Rectory Road overbridge and a point approximately 905 metres west of the centreline of the A1089.

Any speed or width restriction shall apply equally to the temporary roads as well as the existing carriageways they replace.

These measures would be in the interests of road safety while contractors undertake the construction of the northern arm of the Lower Thames Crossing and all associated works.

It is expected that the work would last for approximately 6 years starting on or after Wednesday 1st July 2026. Closures would take place overnight or for longer periods of time, including whole weekend closure. Details would be available on the National Highways website.

The Order would come into force on 28th June 2026 and continue until completion of the works, at which point in compliance with Road Traffic Regulation Act 1984 Section 15(2) it would be formally revoked. Traffic affected by the closures would be diverted using any combination of the following roads and junctions as follows:

a) the M25, A13, and A1089 in either direction and other junctions on it;
b) the A12, A127, A128, A406, A1012, A1013, A1306, Arterial Road (West Thurrock and North Stifford), Lodge Lane, Old Dock Approach Road, and Wood View.

The diversion in operation would vary according to the closure in force.

The temporary closures, speed and width restrictions, contraflows, and diversion routes would be clearly indicated by traffic signs when they are in operation during the works period.
