MAE GWEINIDOGION CYMRU, gan weithredu ar ran Cyngor Sir Powys yn unol â threfniadau a wnaed rhwng Cyngor Sir Powys a Gweinidogion Cymru o dan adran 83(1) o Ddeddf Llywodraeth Cymru 2006, wedi gwneud Gorchymyn, drwy arfer eu pwerau o dan adran 16A o Ddeddf Rheoleiddio Traffig Ffyrdd 1984 ac adran 83 o Ddeddf Llywodraeth Cymru 2006. Mae angen y Gorchymyn er mwyn cynnal digwyddiad beicio yr “Open Road Cycle Race” yn Llanelwedd a’r Bontnewydd-ar-Wy, Powys a gerllaw iddynt.
Effaith y Gorchymyn yw rhoi caniatâd dros dro i gerbydau modur a ddefnyddir gan swyddogion awdurdodedig y digwyddiad gael eu gyrru heb fod yn gyflymach na 30 mya ar y darnau o’r cefnffyrdd a’r is-ffordd a bennir isod:
(1) ar yr A483, Llanelwedd, o bwynt tua 60 metr i’r de orllewin o’r arwydd terfyn cyflymder 20 mya a leolir ger ei chyffordd â’r A481, hyd at bwynt tua 40 metr i’r gogledd ddwyrain o’r groesfan sebra ar y gefnffordd honno, i gyfeiriad Llanfair-ym-Muallt.
(2) ar y B4358, Y Bontnewydd-ar-Wy, o bwynt tua 70 metr o’i chyffordd â’r ffordd ddiddosbarth o’r enw Sychpant, hyd at bwynt tua 100 metr i’r gorllewin o’i chyffordd â’r A470 ym Mrynwern.
Bydd hyn yn eu galluogi i fod ychydig o flaen y ras er mwyn cyflawni eu dyletswyddau o sicrhau bod y ffordd yn glir a dal traffig, pan fo’n briodol. Bydd yn gweithredu “swigen ddiogelwch” a ddylai sicrhau bod y ras yn cael ei chynnal yn ddiogel i feicwyr a’r cyhoedd.
Daw’r Gorchymyn i rym ar 30 Mai 2026 a bydd yn para am 1 diwrnod ar y mwyaf. Disgwylir mai dim ond rhwng 09:30 o’r gloch a 18:00 o’r gloch y bydd y cyfyngiad yn weithredol.

THE A483 (LLANELWEDD, POWYS) AND THE B4358 AND A470
(NEWBRIDGE ON WYE, POWYS) (TEMPORARY 30 MPH SPEED LIMIT
FOR EXEMPTED VEHICLES) ORDER 2026
THE WELSH MINISTERS, acting on behalf of Powys County Council pursuant to arrangements made between Powys County Council and the Welsh Ministers under section 83(1) of the Government of Wales Act 2006, have made an Order, in exercise of their powers under section 16A of the Road Traffic Regulation Act 1984 and section 83 of the Government of Wales Act 2006, which is necessary to hold the “Open Road Cycle Race” cycling event at and near Llanelwedd and Newbridge on Wye, Powys.
The effect of the Order is to temporarily allow motor vehicles being used by authorised event officials to be driven at a speed not exceeding 30 mph on the lengths of the trunk roads and the minor road specified below:
(1) on the A483, Llanelwedd, from a point approximately 60 metres south west of the 20 mph speed limit sign located near its junction with the A481, to a point approximately 40 metres north east of the zebra crossing on the said trunk road, in the direction of Builth Wells.
(2) on the B4358, Newbridge on Wye, from a point approximately 70 metres from its junction with the unclassified road known as Sychpant, to a point approximately 100 metres west from its junction with the A470 at Brynwern.
This will enable them to get a short distance ahead of the race to carry out their duties of ensuring the road is clear and holding traffic, where appropriate. It will implement a “safety bubble” that should ensure that the race is delivered safely for riders and the public.
The Order comes into force on 30 May 2026 and has a maximum duration of 1 day. The restriction is only expected to operate from 09:30 hours to 18:00 hours. A copy of the Order and Notice can be viewed on the Welsh Government’s website at https://gov.wales/road-orders.
