What is happening?

THE BOROUGH COUNCIL OF CALDERDALE

(CAR PARKS) CONSOLIDATION ORDER 2019

(VARIATION NO. X) ORDER 20XX

NOTICE is hereby given that the Borough Council of Calderdale (‘the Council’) in exercise of its powers under the Road Traffic Regulation Act 1984 proposes to make the above Order, the effect of which will be to vary the following car parks:

1.  Manor Heath Road Car Park, Skircoat . Introduction of pay and display charges. The car park will have charges of; up to 30 minutes £0.50, up to 1 hour £1.00, up to 2 hours £2.00, up to 3 hours £3.00, up to 4 hours £4.00, and will be in operation between the hours of 8.00am and 8.00pm All Days Including Bank Holidays (BH’s). Maximum stay will be 4 hours, no return within 4 hours (unchanged).

2.  King Street Car Park, Mulcture Hall Road Car  Park and Prescott Street Car Park, Halifax. Amend the pay and display charging days and hours from 8.00am-6.00pm Monday-Saturday to 8.00am-8.00pm All Days Including Bank Holidays. Current hourly charging rates are to remain.

3.  Towngate Car Park, Northowram   . Introduction of pay and display charges. The car park will have charges of; up to 1 hour FREE, up to 2 hours £0.50 up to 3 hours £1.00, up to 4 hours £1.50, up to 5 hours £2.00, up to 6 hours £2.50, up to 7 hours and over £3.00, and will be in operation between the hours of 8.00am and 6.00pm Monday-Saturday Excluding Bank Holidays.

4.  Ogden Water Car Parks, Ogden   . Designation of formal public parking in to the Parking Places Order (PPO), with the introduction of pay and display charges of; up to 30 minutes £0.50, up to 1 hour £1.00, up to 2 hours £2.00, up to 3 hours £3.00, up to 4 hours £4.00, up to 5 hours and over £5.00 and will be in operation between the hours of 9.00am and 6.00pm (April-October) All Days Including BH’s, 9.00am and 5.00pm (November-March) All Days Including Bank Holidays.

5.  Towngate Car Park, Heptonstall  . Introduction of pay and display charges. The car park will have charges of; up to 1 hour £0.50, up to 2 hours £1.00, up to 3 hours £1.50, up to 4 hours £2.00, up to 5 hours £2.50, up to 6 hours and over £3.00, and will be in operation between the hours of 8.00am and 6.00pm All Days Including Bank Holidays.

6.  Burnley Road Car Park, Mytholmroyd  . Amend the pay and display charging days and hours from 8.00am-6.00pm Monday-Saturday to 8.00am-8.00pm All Days Including Bank Holidays. Current hourly charging rates are to remain

7.  John Street Car Park and Beech Street Car Park,  Elland. Designation of formal public parking in to the Parking Places Order (PPO), with the introduction of pay and display charges of; up to 1 hour £0.50 up to 2 hours £1.00, up to 3 hours £1.50, up to 4 hours £2.00, up to 5 hours £2.50, up to 6 hours and over £3.00, and will be in operation between the hours of 8.00am and 6.00pm Monday-Saturday Excluding Bank Holidays.

8.  Coronation Street Car Park and Southgate Car  Park, Elland. Introduce a maximum stay time of 4 hours, no return within 2 hours. Current charging days, hours and hourly charging rates are to remain.

9.  Brig Royd Car Park, Elland (West Vale) . Amend the pay and display charging days from 8.00am8.00pm Monday-Saturday to 8.00am-8.00pm All Days Including Bank Holidays. Current hourly charging rates are to remain.

10.Tuel Lane Car Park, Sowerby Bridge. Amend the pay and display charging days, hours and maximum stay time from 8.00am-8.00pm Monday-Saturday to 8.00am-8.00pm All Days Including Bank Holidays. Maximum stay will be 4 hours, no return within

2 hours. Current hourly charging rates are to remain.

11.Stanley Street Car Park and West Street Car Park, Sowerby Bridge. Amend the pay and display charging days and hours from 8.00am-8.00pm Monday-Saturday to 8.00am-8.00pm All Days Including Bank Holidays. Current hourly charging rates are to remain.

12.Royd Lane Car Park, Ripponden. Amend the pay and display charging days and hours from 8.00am-6.00pm Monday-Saturday to 8.00am-8.00pm All Days

Including Bank Holidays. Current hourly charging rates are to remain.

13.Bethel Street Car Park and Parsonage Lane Car Park, Brighouse. Amend the pay and display charging days, hours and maximum stay time from 8.00am-6.00pm Monday-Saturday to 8.00am-8.00pm All Days Including Bank Holidays. Maximum stay will be 4 hours, no return within 2 hours. Current hourly charging rates are to remain.

14.Owler Ings Car Park, Daisy Street Car Park and Commercial Street Car Park, Brighouse. Amend the pay and display charging days and hours from 8.00am-6.00pm Monday-Saturday to 8.00am-8.00pm All Days Including Bank Holidays. Current hourly charging rates are to remain.

Documents giving more detailed particulars of the orders, including the statement of reasons and plans showing the affected roads, are available for inspection at Halifax Central Library, Halifax, HX1 1QG, from 10.00 am to 5.30 pm on Mondays to Fridays and 10.00 am to 4.00 pm on Saturdays. If you wish to object to or make a representation to any part of the proposed order, you must send the grounds for your objection or support in writing to reach the Council by not later than 11th June 2026 to either proposedtro@calderdale.gov.uk or Highways and Transportation, C/O The Town Hall, Crossley Street, Halifax, HX1 1UJ, FAO: Parking Services. All objections must specify the grounds on which they are made.
