1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham ("the Council") proposes to make the above Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders would be to:
(a) designate disabled resident parking places for use only by persons who are resident within the Boleyn, Canning Town, Custom House, East Ham, East Ham South West, Green Street North, Little Ilford, Manor Park, Market Street, Monega, Plaistow North, Plaistow South, Prince Regent, Royal Docks East, Ruskin, Stratford South East, Upton Park and Wakefield Controlled Parking Zones (CPZs) who meet the current criteria for the provision of parking places for disabled persons and who have been issued disabled resident parking permits for their vehicles. Certain other vehicles may wait in the parking places in certain circumstances, e.g. to load or unload goods or pick up or set down passengers. A single parking place would be designated at each of the locations listed below.
NOTE – At locations where an ‘overlap’ is also stated, the proposed parking place would overlap the frontage of the adjacent properties (as indicated below) by up to 1 metre unless otherwise mentioned and;
(b) relocate a Disabled Resident Parking place in Wakefield CPZ:
Boleyn CPZ – Compton Avenue, E6, outside No. 66 (slightly overlapping Nos. 64 and 68);
Canning Town CPZ – Appleyard Road, E16, outside No. 58; Ashburton Road, E16, adjacent to the south-west flank wall of No. 2 Plymouth Road; Coolfin Road, E16, outside No. 75; Fife Road, E16, on its south side, from a point 24.4 metres east of the eastern kerb-line of Fords Park Road, eastward for a distance of 5.8 metres and Fords Park Road, E16, outside Nos. 113 and 121 (overlapping No. 115 by 1 metres);
Custom House CPZ – Alnwick Road, E16, on the north side of the parking area located at the rear of Nos. 133 to 137 Alnwick Road and at an angle of 90 degrees to the kerb-line; Baxter Road, E16, outside No. 125 and Sark Walk, E16, on the south-west side of the parking area located between Nos. 15 and 17 Sark Walk and at an angle of 90 degrees to the kerb-line;
East Ham CPZ – Burges Road, E6, outside No. 74; Kensington Avenue, E12, outside No. 66 (overlapping No. 64 by 1.3 metres) and Norfolk Road, E6, outside No. 7 (overlapping No. 9 by 1.2 metres);
East Ham South West CPZ – Lonsdale Avenue, E6, outside Nos. 342/344 and Roman Road, E6, outside No. 69 (overlapping No. 71 by 2.7 metres) and with two wheels on the footway;
Green Street North CPZ – Belton Road, E7, adjacent to the eastern flank building wall of No. 64 St. George’s Road; Gower Road, E7, outside No. 38 (overlapping No. 40), Strone Road, E7, outside No. 202 (overlapping No. 204) and Studley Road, E7, outside No. 132 Studley Road (overlapping No. 130 by 2.1 metres);
Little Ilford CPZ – Alverstone Road, E12, outside No. 5 and Fourth Avenue, E12, outside No. 136;
Manor Park CPZ – Durham Road, E12, outside No. 28 and Meanley Road, E12, outside No. 130 (overlapping No. 132 by 2.5 metres);
Market Street CPZ – Wellington Road, E6, outside No. 59 (overlapping No. 61 by 3 metres);
Monega CPZ – Monega Road, E7, outside No. 204; Nigel Road, E7, outside No. 17 (slightly overlapping Nos. 15 and 19); Rutland Road, E7, outside No. 19 (overlapping No. 17 by 1.4 metres) and Sherrard Road, E7, outside No. 301 (overlapping No. 299 by 3.4 metres);
Plaistow North CPZ – Herbert Street, E13, outside No. 59 (overlapping No. 57 by 3 metres);
Plaistow South CPZ – Olive Road, E13, outside No. 6 (overlapping Nos. 4 and 8);
Prince Regent CPZ – Elkington Road, E13, outside No. 3 (overlapping No. 1 by 2.8 metres);
Royal Docks East CPZ – Holt Road, E16, outside Nos. 6 and 8;
Ruskin CPZ – Goldsmith Avenue, E12, outside No. 112 (overlapping No. 114 by 1.8 metres);
Stratford South East CPZ – Corporation Street, E15, outside No. 80 (overlapping No. 78 by 1.4 metres); Harcourt Road, E15, outside No. 81 (overlapping No. 79 by 1.3 metres) and Paul Street, E15, outside No. 27;
Upton Park CPZ – Boleyn Road, E7, outside No. 48 (overlapping No. 50 by 1.1 metres); and
Wakefield CPZ – Aintree Avenue, E6, outside No. 16 (slightly overlapping Nos. 14 and 18); Boleyn Road, E6, outside Nos. 1 to 63 Boleyn Road; Rochford Close, E6, outside Nos. 10/26 (slightly overlapping Nos. 12/28) and at 90 degrees to the kerb-line; St. Bernard’s Road, E6, outside No. 19 (slightly overlapping Nos. 17 and 21) and Wakefield Street, E6, opposite No. 39 (bay relocated from opposite No. 37).

Documents and plans giving more detailed particulars of the proposed Orders can be made available during normal office hours on Monday to Friday by emailing: traffic.orders@newham.gov.uk, or inspected (by prior appointment – please telephone 020 3373 6415) at Newham Dockside, 1000 Dockside Road, E16 2QU, until six weeks after the date on which the Orders are made or until the proposed Orders are withdrawn, as appropriate.
5. All objections and other representations relating to the proposed Orders must be made in writing and received by 10 June 2026. All objections must specify the grounds on which they are made.
