THE LONDON BOROUGH OF BARKING AND DAGENHAM

Temporary Traffic Management Order (Barking Park, Barking) (Temporary Prohibition Of Vehicular Traffic) Order 2026 - Notice Of Making

1. NOTICE IS HEREBY GIVEN that in order to facilitate the High Lights Festival, the London Borough of Barking and Dagenham has made a Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984.

2. The order is expected to come in to effect on Friday 22 May 2026. The works expected for:
The High Lights Festival to take 10 days to complete. Completion date estimated as Sunday 31 May 2026. The work leading to the closures is expected to be undertaken between the hours as specified in Articles 3 below.
However, the Order will remain in force for 18 months to be re-introduced should further works be required.

3. When the works are taking place and the appropriate traffic signs are being displayed the Order will temporarily:-
Between the hours of 11:00am to Midnight
- Prohibit all vehicular traffic on Cecil Avenue, both sides, from its junction with Longbridge Road for 20 metres in a south-easterly direction.
- Prohibit all vehicular traffic (Except for resident access) on Cecil Avenue, both sides, from its junction with Cranleigh Gardens for 55 metres in a north-westerly direction.
- Prohibit all vehicular traffic on Wilmington Gardens, both sides, from its junction with Longbridge Road for 10 metres in a south-easterly direction.
- Prohibit all vehicular traffic (Except for resident access) on Wilmington Gardens, both sides, from its junction with Rosslyn Road to a point 10 metres south-east of its junction with Longbridge Road.
- Prohibit waiting and loading (except for Bus Stops, Permit Holders Only Zone E Mon-Fri 8:30am – 5:30pm bay, and Payment Parking (TC1) Mon - Sat 7:00am – 7:00pm Max stay 4hrs No return within 2hrs/Permit Holders Only Zone E Mon - Sat 7:00am – 7:00pm bay) on Longbridge Road, both sides, between Cecil Avenue and Ventnor Gardens.

Between the hours of 8:00pm to Midnight
- Prohibit all vehicular traffic on Hurstbourne Gardens, both sides, from its junction with Longbridge Road, both sides, for 10 metres in a south-easterly direction.
- Prohibit all vehicular traffic (Except for resident access) on Hurstbourne Gardens, both sides, from its junction with Levett Road to a point 10 metres south-east of its junction with Longbridge Road.
- Prohibit all vehicles from turning right from Longbridge Road into Park Avenue.

Between the hours of 10:00am to 11:30pm
- Suspend the Payment Parking (TC1) Mon - Sat 7:00am – 7:00pm Max stay 4hrs No return within 2hrs/Permit Holders Only Zone E Mon - Sat 7:00am – 7:00pm bays on Longbridge Road, north-west side, opposite property Nos. 118-136 Longbridge Road.
- Introduce a Taxi drop off point on Longbridge Road, north-west side, opposite property Nos. 118-136 Longbridge Road.
- Prohibit all vehicles except taxis for drop off on Longbridge Road, north-eastern carriageway, from its junction with Barking Park Access Road to its junction with Aldersey Gardens.
- Introduce a one-way in Longbridge Road on the central lane of the southwestern carriageway (in a northeasterly direction), from its junction with Barking Park Access Road to its junction with Aldersey Gardens.
- Suspend the Bus Lane, on Longbridge Road, south-westbound carriageway, outside Nos. 118-132 Longbridge Road, allowing use by south-westbound vehicular traffic.

Extend the Permit and Resident Permit Holders Only Zone E bay timings on Longbridge Road, south-east side, between its junction with Hulse Avenue and Ventnor Gardens from ‘Monday - Friday 8:30am – 5:30pm’ to ‘Monday - Thursday 8:30am – 5:30pm, Friday 8:30am – 11:30pm and Saturday and Sunday 10:00am – 11:30pm’.

Reduce the current speed limit from 30mph to 20mph on Longbridge Road, both sides, from its junction with Fanshawe Avenue at the Catch Roundabout to its junction with Shirley Gardens.

4. When this closure is in place the following locations will temporarily be controlled by:
- 2-way signalled controlled pedestrian crossing on Longbridge Road at its junction with Park Avenue and at the extended common boundary of Nos. 94 and 96 Longbridge Road.
- 3-way temporary traffic lights on Longbridge Road at a point 8.5 metres south-west of its junction with Hurstbourne Gardens and at a point 22 metres north-east of its junction with Hurstbourne Gardens and on Barking Park Access Road opposite Hurstbourne Gardens at a point 46 metres north-west of its junction with Longbridge Road.

5. Alternative routes for Vehicular traffic will be maintained and signed:
Between the hours of 10:00am to 11:30pm
- For north-eastbound traffic on Longbridge Road, from its junction with Barking Park Access Road to its junction with Aldersey Gardens, into the central carriageway of the southwestern carriageway.
- For south-westbound traffic on Longbridge Road into the bus lane, outside Nos. 118-132 Longbridge Road.

Between the hours of 11:00am to Midnight
- For Cecil Avenue (Approaching from Longbridge Road) via the Catch Roundabout (A124), Longbridge Road, Strathfield Gardens, Rosslyn Road and Cecil Avenue.
- For Cecil Avenue (Approaching from Cranleigh Gardens) via Somerby Road, Salisbury Avenue and Longbridge Road.
- For Wilmington Gardens (Approaching from Longbridge Road) via the Catch Roundabout (A124), Longbridge Road, Strathfield Gardens and Rosslyn Road.
- For Wilmington Gardens (Approaching from Rosslyn Road) via Rosslyn Road, Cecil Avenue, Somerby Road, Salisbury Avenue and Longbridge Road or via Rosslyn Road, Aldersey Gardens and Longbridge Road.

Between the hours of 8:00pm to Midnight
- For Hurstbourne Gardens (Approaching from Longbridge Road) via Longbridge Road, Shirley Gardens and Levett Road.
- For Hurstbourne Gardens (Approaching from Levett Road) via Levett Road, Hulse Avenue and Longbridge Road.
